III.4. Consider first reading of an ordinance of the City Council of the City of Decatur, Texas, repealing and replacing ordinance 2026-03-10 amending the City of Decatur schedule of fees; adopting a new City of Decatur schedule of fees as set forth in Exhibit “A”; providing for new public improvement fees, bulk water rates, airport hangar fees, animal control fees, water and wastewater rates; and providing an effective date of October 1, 2026. III.5. Consider and take appropriate action to approve a Routine Airport Maintenance Program (RAMP) Agreement between the City of Decatur, Texas, and the Texas Department of Transportation Aviation Division and authorize the City Manager to execute the necessary documents.
