WE'RE GOOD. ALL RIGHT. WHEREAS MEREDITH EARP IS GRADUATING FROM VICTORY CHRISTIAN ACADEMY ON MAY 15TH, 2026, MARKING AN IMPORTANT MILESTONE THAT REFLECTS YEARS OF DEDICATION, PERSEVERANCE AND ACADEMIC ACHIEVEMENT.

AND WHEREAS MEREDITH EARP HAS DEMONSTRATED EXCEPTIONAL LEADERSHIP, CHARACTER, AND COMMITMENT TO EXCELLENCE THROUGH HER HIGH SCHOOL CAREER, INCLUDING BEING NAMED VALEDICTORIAN OF HER SENIOR CLASS, CLASS PRESIDENT, EDITOR IN CHIEF OF THE YEARBOOK, PRESIDENT OF THE NATIONAL HONOR SOCIETY. YEAH, PRESIDENT OF THE VCA CHAPTER OF THE HEALTH OCCUPATION STUDENTS OF AMERICA AND CHEER CAPTAIN. AND WHEREAS MEREDITH HAS EARNED THE RARE AND DISTINGUISHED HONOR OF BEING ACCEPTED TO THREE OF THE NATION'S MOST PRESTIGIOUS SERVICE ACADEMIES, THE UNITED STATES MILITARY ACADEMY AT WEST POINT, THE UNITED STATES AIR FORCE ACADEMY, AND THE UNITED STATES NAVAL ACADEMY, AN ACCOMPLISHMENT ACHIEVED BY ONLY A SELECT FEW STUDENTS NATIONWIDE. SO WONDERFUL. YEAH.

WHEREAS MEREDITH ACHIEVED ACHIEVEMENTS BRING GREAT PRIDE TO HER FAMILY, SCHOOL AND COMMUNITY AND SERVE AS AN INSPIRATION TO OTHER STUDENTS TO PURSUE EXCELLENCE IN SERVICE. WHEREAS, MEREDITH EARP HAS THOUGHTFULLY AND CAREFULLY ELECTED TO SERVE OUR NATION AS A CADET AT THE UNITED STATES AIR FORCE ACADEMY AND IS EVENTUALLY AN OFFICER IN THE UNITED STATES AIR FORCE.

AND WHEREAS THE OFFICE OF THE MUNICIPAL CLERK STANDS AMONG THE OLDEST PUBLIC SERVICE PROFESSIONS ENTRUSTED FOR CENTURIES WITH SAFEGUARDING THE PUBLIC RECORD, PRESERVING DEMOCRATIC PROCESSES AND UPHOLDING TRANSPARENCY IN GOVERNMENT.

AND WHEREAS MUNICIPAL CLERKS, PROVIDE THE VITAL PROFESSIONAL LINK BETWEEN THE CITIZENS OF DECATUR, THE DECATUR CITY COUNCIL AND THE AGENCIES OF GOVERNMENTS AT ALL LEVELS, ENSURING THAT PUBLIC BUSINESSES IS CONDUCTED OPENLY, ACCURATELY AND WITH UNWAVERING INTEGRITY. AND WHEREAS THE MUNICIPAL CLERK SERVE AS THE COMMUNITY PRIMARY SOURCE FOR INFORMATION REGARDING THE ACTIONS, HISTORY AND OPERATIONS OF LOCAL GOVERNMENT, STRENGTHENING CIVIC UNDERSTANDING AND ENGAGEMENT.

MAYOR AND COUNCIL. THANK YOU FOR GIVING ME A CHANCE TO BRAG ON THE PUBLIC WORKS CREW FOR THE FIRST QUARTER 2026.

I WILL START AT THE AIRPORT. AT THE AIRPORT WE HAD OVER 16,000 OPERATIONS, TAKEOFFS AND LANDINGS.

I THINK IT'S INTERESTING TO NOTE THAT THERE'S OVER 15,000 OF THOSE ARE FROM VISITORS.

SO WE HAVE A LOT OF VISITORS COMING TO THE CITY OF DECATUR TO CHECK OUT THE AIRPORT AND BUY FUEL AND, AND VISIT US. SO I THOUGHT, I THOUGHT THAT'S PRETTY, PRETTY, PRETTY GOOD.

ONLY 510 ARE BASED HERE IN DECATUR. BUT THIS THIS GRAPH SHOWS OPERATIONS BY THE DAY OF THE WEEK.

YOU CAN TELL EVERY DAY IS BUSY, BUT WEDNESDAY, MID-WEEK IS THE BUSIEST OF ALL.

BUT EVEN THE LOWER DAYS, SATURDAY AND SUNDAY ARE OVER.

YOU KNOW, 1500. SO THIS SHOWS OPERATIONS PER OUR BUSIEST HOURS OF THE DAY, BASICALLY 9 TO 5. IF YOU LOOK UP, THERE IS THE BUSIEST TIME.

THE VERY TOP TIME IS 2:00. IT LOOKS LIKE KIND OF 1 OR 2:00 GETTING PRETTY CLOSE UP THERE.

THE TOP LINE ON THE GRAPH IS 1800 OPERATIONS.

AND THEN HERE'S OUR FUEL REPORT. JUST AS A REMINDER, WE THE FBO SELLS THE FUEL AND WE COLLECT $0.09 PER GALLON ON EVERY GALLON WE SELL.

SO SO FAR THIS QUARTER, WE'VE, WE'VE SOLD 17,396 GALLONS, 17,396 GALLONS.

AND OUR PORTION, THAT'S $2,022. THIS CHART IS FOR THE WASTEWATER TREATMENT PLANT.

SO JANUARY WE TREATED 21,526,000 GALLONS. FEBRUARY 20TH 6839.

26 MILLION 839 839,000. AND THEN IN MARCH 20TH 4,775,000.

RIGHT NOW, OUR AVERAGE ANNUAL FLOW IS 800,000 GALLONS.

ANNUAL DAILY FLOW ON AVERAGE. IF JUST AS A REMINDER, I DON'T HAVE IT UP HERE, BUT THE 75-90% RULE THAT WE HAVE 75%,

WE HAVE TO START ENGINEERING ON A NEW PLANT OR UPGRADED PLANT FOR MORE CAPACITY.

AND THAT NUMBER IS 900,000 GALLONS. AND THEN OUR THE 90% IS 1,080,000 GALLONS.

THAT'S WHEN WE HAVE TO START CONSTRUCTION. SO WE KEEP, WE KEEP A CLOSE EYE ON THESE NUMBERS.

FOR THAT REASON AT THE, AT THE WATER TREATMENT PLANT.

SO WE CAN MAKE THREE, 3 MILLION GALLONS PER DAY.

RIGHT NOW WE'RE AVERAGING 1.1 MILLION GALLONS PER DAY FOR THE, FOR THE QUARTER 99,502,000 GALLONS.

SO. THIS IS A LIST OF OUR WORK ORDERS. I WON'T GO THROUGH THEM ALL.

THEY'RE IN YOUR PACKET THERE. HOPEFULLY YOU GOT THE CHANCE TO LOOK AT THEM.

BUT. FOR THE QUARTER, WE'VE COMPLETED 664 WORK ORDERS.

AS USUAL. YOU KNOW, THE BIGGEST ONES ARE ALWAYS THE CHIP BRUSH AND THE PICKING UP THE BAGS OF GRASS AND LEAVES.

WE HAD A LOT OF TURN ONS. IT LOOKS LIKE THAT'S TURN ON WATER METERS AND THEN POTHOLES AND SO ON.

YOU CAN SEE THEM ALL THERE. BUT YEAH, THE GUYS STAY REAL BUSY ON THE CHIP AND BRUSH AND PICKING UP BAGS OF GRASS AND LEAVES.

AND THIS IS OUR LINE LOCATES THAT WE DO. SO WE AVERAGE EIGHT LOCATES PER WORK DAY.

FOR THE QUARTER WE DID 533 LOCATES FOR TOTAL.

SO KIND OF BROKE DOWN BY MONTH 145 IN JANUARY, 160 IN FEBRUARY, AND THEN 228 AND MORE.

SO IT KEEPS THE GUYS REAL BUSY DOING LINE LOCATES.

IT'S BEEN REAL GOOD FOR US THOUGH. WE'VE LEARNED, YOU KNOW, WE'VE ONLY BEEN DOING THIS FOR A LITTLE OVER A YEAR FOR THE 811 SYSTEM.

AND IT'S AMAZING HOW MUCH WE LEARN ABOUT WHERE PEOPLE ARE WORKING THAT WE PROBABLY WOULDN'T HAVE NOT KNOWN BEFORE WITHOUT THE LOCATE.

SO WE'VE BEEN, I'LL SAY WE'VE BEEN LUCKY IN THE PAST ABOUT MAYBE STUFF NOT GETTING HIT JUST FOR THE FACT THAT WE DIDN'T KNOW THEY WERE OUT THERE DIGGING.

SO THIS MAP SHOWS BRIDGEPORT LAKE IS. WELL, WHEN I DID THIS, IT WAS ON APRIL 23RD.

IT'S 85.3% FULL. AND OF ALL THE TEXAS RESERVOIRS THAT THEY MONITOR THEY'RE 74.5% FULL.

SO. AND WE'RE REAL PROUD OF THIS FOR THE PARKS DEPARTMENT.

SOME OF THE HIGHLIGHTS FROM THE FIRST QUARTER BROUGHT THE DISCHARGE CONTROL ORDINANCE BEFORE COUNCIL FOR APPROVAL. WE'VE BEEN CONTINUING WITH THIS DRAFTING OF SUBMITTAL REQUIREMENTS FOR VARIOUS PROJECT TYPES SO THAT WE'RE ABLE TO ATTACH THOSE TO THE PERMITTING TYPES AND BE ABLE TO GIVE THESE AS HANDOUTS WHENEVER AN APPLICANT COMES IN AND ASKS, HAS QUESTIONS ABOUT AS TO WHAT THE PERMITTING REQUIREMENTS ARE. WE CONTINUE WITH OUR BI MONTHLY MEETINGS WITH GOVWELL, TO REFINE AND IMPROVE THE PERMITTING PROCESS.

YOU'LL SEE THAT AS A COMMON THEME THROUGHOUT THIS.

WE'RE CONTINUALLY REFERRING BACK TO THAT REFINING OF THAT PROCESS.

ONE OF THE NEW THINGS THAT GOVWELL WAS ABLE TO PUSH OUT THIS EARLIER THIS YEAR WAS A NEW FIELD APP FOR THE INSPECTION SIDE OF THIS.

INSPECTORS CAN GO OUT, WHETHER IT'S WITH A TABLET OR A PHONE, AND HAVE ALL OF THEIR INSPECTIONS RIGHT THERE ON THEIR PHONE AND BE ABLE TO WORK THROUGH

THAT PROCESS. THOSE INSPECTION RESULTS GO RIGHT BACK TO THE CONTRACTOR THROUGH EMAIL SO THAT THEY KNOW WHAT THE SITUATION IS WITH THEIR INSPECTION THAT DAY. DID HAVE 218 PERMITS THAT WERE ISSUED IN THE FIRST QUARTER AND 135 PLAN REVIEWS THAT WERE DONE DURING THE FIRST QUARTER. YOU SEE HERE THAT THAT 218 PERMITS THAT WERE ISSUED, THAT'S THE MOST PERMITS THAT HAVE BEEN ISSUED IN THIS TEN YEAR CONTINUING GRAPH THAT WE HAVE ON HERE.

CONTRACTOR VALUATION FELL JUST BELOW $7 MILLION THIS YEAR.

THAT NUMBER DOES NOT INCLUDE ANY SINGLE FAMILY CONSTRUCTION.

THERE'S SOME STATE LAWS RELATED TO SINGLE FAMILY CONSTRUCTION THAT THAT WE DON'T TRACK THAT BECAUSE OF THAT.

AND THEN THE PERMIT FEES FOR THE, THE QUARTER TOTALED $90,710.

THAT IS YOUR PERMIT PLAN REVIEW AND TECHNOLOGY FEES ALL IN ONE YOU'LL SEE LATER THAT WE HAVE PULLED OUT THE IMPACT FEES SO THAT THEY'RE NOT ALL TRACKED AT THE SAME TIME ANYMORE. THESE PERMIT VALUATIONS, YOU SEE WHERE THEY LAND IN THE TEN YEAR SCHEME ON THIS WE'RE KIND OF ABOUT MID SCALE ON THAT.

DIDN'T HAVE ANY VERY LARGE PROJECTS THAT CAME IN ANY MULTIFAMILY.

THAT 2024 REPRESENTS TWO MULTIFAMILY PROJECTS THAT CAME IN IN THE FIRST QUARTER OF THAT YEAR.

2017 BUILDING PERMIT FEES. THE LAST ONE ON THERE, OF COURSE, SHOWS UP IN ORANGE BECAUSE THAT'S WHERE WE STOPPED TRACKING FOR THE IMPACT FEES THAT WERE INCLUDED WITH THE PERMITTING FEES. BUILDING INSPECTION ACTIVITY.

392 INSPECTIONS COMPLETED IN THE FIRST QUARTER DID HAVE ONE SINGLE FAMILY HOME PERMIT THAT WAS ISSUED IN THE FIRST QUARTER. YOU'LL SEE THAT THERE'S A LOT MORE OF THEM THAT CAME ALONG RIGHT AFTER THE SECOND QUARTER BEGAN.

AND WE'LL HAVE SEVERAL MORE THROUGHOUT THE YEAR. OUR PASS FAIL RATIO STILL FALLS ABOUT THAT 80% RATE IMPACT FEES COLLECTED YEAR TO DATE, TOTAL RIGHT AT 145 000. AND THEN THE TECHNOLOGY FEE COLLECTED.

THAT'S THE FEE THAT WAS ESTABLISHED HERE A WHILE BACK TO HELP WITH OUR PERMITTING SOFTWARE AND TO COMPENSATE FOR SOME OF THAT.

SO JUST A LITTLE OVER $1,700 COLLECTED WITH THAT HEALTH INSPECTIONS DIVISION.

THEY ARE REFINING THOSE PERMITTING PROCESSES AND STREAMLINING THAT PROCESS AND HEALTH PERMITTING ALSO HEALTH THE FOOD TRUCK FREEDOM BILL THAT WAS PASSED BY THE LEGISLATURE LAST YEAR GOES INTO EFFECT IN JULY.

THAT DOES REMOVE PERMITTING FOR FOOD TRUCKS FROM THE CITY.

IT WILL BE A STATE PERMIT MOVING FORWARD. WE DO KEEP OUR ZONING REQUIREMENTS FOR WHERE FOOD TRUCKS CAN GO AND THINGS LIKE THAT, BUT THE PERMITTING ITSELF WILL BE HANDLED BY THE STATE MOVING FORWARD.

THERE IS A PROGRAM THAT JOHNNY'S WORKING THROUGH TO TRY TO THE STATE'S REACHING OUT TO LOCAL AND REGIONAL AREAS TO DO THOSE INSPECTIONS FOR THE STATE SO THAT WE WOULD BE A REGIONAL AREA WHERE FOOD TRUCKS COULD COME TO HAVE THEIR INSPECTIONS DONE.

THE PERMITTING THAT THE COUNCIL PASSED EARLIER THIS YEAR, IT'S IN FULL SWING.

WE'VE GOT THAT PROCESS GOING ON. YOU'LL SEE A REPORT ON EVENT PERMITTING HERE IN JUST A SECOND.

AND THEN OUR FOG PROGRAM, WHICH IS PART OF THAT DISCHARGE CONTROL ORDINANCE THAT YOU PASSED.

THE LETTERS FOR ALL OF THE GREASE TRAP INTERCEPTORS THAT ARE THROUGHOUT THE CITY AT FOOD, FOOD SERVICE ESTABLISHMENTS, ESTABLISHMENTS HAVE BEEN SENT OUT. AND SO THAT PROCESS HAS BEEN TAKEN UP BY BSI TO MAINTAIN THESE TRAPS WITH THE LOCAL BUSINESSES PERMITS ISSUED THROUGH HEALTH DEPARTMENT.

IT'S 52 FOR THE QUARTER, 61 INSPECTIONS THIS FIRST QUARTER, JUST JUST SHY OF $9,000 IN PERMIT FEES FOR HEALTH SIDE DID HAVE THREE NEW FOOD ESTABLISHMENTS.

THEY'RE EACH PROPOSING APPROXIMATELY A 1600 SQUARE FOOT NEW CONSTRUCTION RESIDENTIAL HOMES.

THE ESTIMATED VALUE FOR THESE PROPOSED PROJECTS IS SOMEWHERE AROUND $750,000.

SOME OF THE REIMBURSEMENTS AND THE INCENTIVES THAT ARE IN WITH THIS WILL BE LOOKED AT ONCE THEY COMPLETE CONSTRUCTION ONCE WE ARE FINISHED WITH THAT PROJECT.

HOWEVER, THE SPECIFIC USE PERMIT FOR THE BEER AND WINE SALES FOR OFF PREMISES CONSUMPTION WAS APPROVED AT THAT CITY COUNCIL MEETING.

SO, AS MOST EVERYONE KNOWS THAT BETWEEN 1995 AND 2014, IT HAD A CONVENIENCE STORE ON THE PROPERTY THAT HAD GAS SALES ON THERE. IT WAS DAMAGED BY FIRE IN 2014 AND SUBSEQUENTLY DEMOLISHED.

THIS DEVELOPMENT CAME ABOUT IN 2023 TO RE RE DEVELOP THE SITE.

A VARIANCE AT THAT TIME WAS REQUESTED FOR PARKING.

HOWEVER THAT WAS TABLED. THEY CAME BACK IN 2025 TO US WITH NEW PLANS.

THEY REVISED THE SITE PLAN BY REMOVING ONE OF THE GAS PUMP ISLANDS SO THE PARKING IS COMPLIANT WITH THE ZONING REGULATIONS.

THEY HAVE ACCESS TO FUNDS THAT THE TEXAS ADMINISTRATIVE CODE ALLOWS FOR USING SPECIFIC TO THESE THEFT DETERRENT GRANTS. SO THE MEMO THERE GIVES YOU EVERYTHING YOU NEED TO KNOW.

BASICALLY, THIS IS THE FIRST STEP IN ALLOWING OUR POLICE FORCE TO GO AND APPLY FOR THIS GRANT.

IT'S A COMPETITIVE GRANT. THE ONE THING THAT I FAILED TO PUT IN THE MEMO, AND I DON'T BELIEVE THE RESOLUTION SPEAKS TO AS IT IS AN 80/20 MATCH.
