THE COMMISSIONERS WILL RESERVE ALL QUESTIONS UNTIL AFTER THE PUBLIC HEARING IS CLOSED AND THE DECISION.

LISA. YES, SIR. LISA HANNAN, PLANNING DIRECTOR I'LL ENTER OUR STAFF REPORT FOR THIS ITEM INTO THE RECORD IN ITS ENTIRETY BY REFERENCE.

SO THIS IS A ZONING CHANGE REQUEST FOR THE PROPERTY AT 1707 SOUTH HATCHER STREET.

IT'S A LITTLE UNDER HALF AN ACRE AND THE PROPERTY WAS SOLD.

THE CITY SOLD THE PROPERTY TO A PRIVATE BIDDER IN NOVEMBER OF 2025, AND THE NEW OWNER IS LOOKING TO DEVELOP THIS PROPERTY.

IT IS CURRENTLY ZONED SINGLE FAMILY SF TWO. HOWEVER, A DUPLEX IS PROPOSED SO A ZONING CHANGE IS REQUIRED FOR THIS PROPOSED USE. THE PROPOSED ZONING IS TWO F. THE REPLAT WAS APPROVED BY CITY COUNCIL IN NOVEMBER OF 2025, SO THE EXISTING LAND USE IS TRADITIONAL NEIGHBORHOOD WHICH PERMITS SINGLE FAMILY DETACHED HOMES.

SO WE'RE GOING TO BE GOING ALSO THROUGH A COMPREHENSIVE PLAN AMENDMENT FOR THE PROPOSED USE FOR DUPLEX THAT'S RUNNING CONCURRENTLY WITH THIS APPLICATION, AND WE'LL HEAR IT NEXT. SO THE PROPERTY OWNERS WERE NOTIFIED WITHIN 200FT OF THE PROPERTY VIA USPS POSTAL SERVICE. 14 OWNERS WERE NOTIFIED AND THE PROPERTY WAS ALSO POSTED PER THE STATUTORY REQUIREMENTS.

WE HAVE NOT RECEIVED ANY FORMAL RESPONSES AND BASED ON OUR FINDINGS AND CONCLUSIONS, STAFF DEVELOPMENT SERVICES STAFF DOES RECOMMEND APPROVAL OF THE REZONING REQUEST.

IT'S NOT UNUSUAL TO HAVE A SINGLE FAMILY HAVE A COUPLE OF SINGLE FAMILY ZONED PROPERTIES REZONED INTO A2F. THIS HAS THEY'RE SCATTERED THROUGHOUT THE CITY.

WE'LL DO WHATEVER'S COMPATIBLE FOR THE NEIGHBORHOOD.

WE'RE ON SITE ONCE A MONTH, MAKING SURE YARDS ARE DONE.

WE EVEN. WE TYPICALLY HIRE OUT A LAWN SERVICE TO MAKE SURE THE LAWNS ARE DONE AND THAT'S JUST FACTORED INTO THE RENT FACTOR.

WE DON'T GO UP EVERY MONTH ON OUR TENANTS BECAUSE WE BELIEVE IN LONGEVITY.

THE ONLY TIME WE REALLY EVER FEEL LIKE WE NEED TO INCREASE THE RENT, UNLIKE APARTMENTS THAT GO UP EVERY MONTH, IS WITH THE TAXES. GET TO A POINT THAT IT'S NOT CONDUCIVE FOR US TO KEEP IT THE RENT RATE.

SO THE CURRENT EXISTING LAND USES IN THE SURROUNDING AREAS INCLUDE TRADITIONAL NEIGHBORHOOD AND COMPACT NEIGHBORHOOD.

AND TO THE TO THE WEST IS THE PROFESSIONAL SERVICES AND LIGHT INDUSTRIAL.

SO IT STAYS FAIRLY CONSISTENT THROUGH THERE. AND THAT IS KIND OF A GOOD TRANSITION BUFFER FROM ANY TYPE OF COMMERCIAL THAT ADJACENT IN TO KEEP IT BUFFERING. THE SINGLE FAMILY NEIGHBORHOOD, WE NOTIFIED 14 PROPERTY OWNERS AND NO RESPONSES WERE RECEIVED WHEN WE PUBLISHED THE AGENDA.
