AND JOE GILLESPIE. THE FIRST ITEM OF ORDER IS DISCUSSED AND TAKE APPROPRIATE ACTION FOR FEBRUARY
[ITEM 1: Discuss and take appropriate action regarding February 18, 2026, Minutes.]
18TH, 2026 MINUTES. I MAKE A MOTION THAT WE ACCEPT. SO MOTION MADE BY JOE AND SECOND BY DANNY.THE SECOND ITEM. GO AHEAD AND TAKE A VOTE. ALL IN FAVOR, SAY AYE.
[ITEM 2: The Commission to receive updates, consider and take action on an order of demolition on the property owned by Anna Juno Bible located at 803 N Newark Street City of Decatur, Wise County, Texas also described as Proctor Addition Block 54 Tract 4 and 5 that was deemed substandard by the commission on February 18, 2026, and given 30 days to repair, remove or demolish the building and to secure the structure until the property is brough into compliance. Staff is requesting that an order of demolition be issued today, to become effective on March 24, 2026, if the building is not brought into compliance by repairing, removing, or demolishing by March 23, 2026. (Code Case #3454) ]

IF THE BUILDING IS NOT BROUGHT INTO COMPLIANCE BY REPAIRING, REMOVING OR DEMOLISHING BY MARCH 23RD, 2026. CASE CODE NUMBER 3454. OKAY. AN UPDATE ON THIS CASE.
THE CASE IS OPENED ON NOVEMBER THE 24TH 25. AT LAST MONTH'S MEETING, WE VOTED THAT WE'D GIVE HER 30 DAYS TO DECIDE IF SHE WANTED TO REPAIR, TO REMOVE OR DEMOLISH THE STRUCTURE.
THEY DID GET A FENCE UP. IT'S A. IT MAY HELP SOME.
IT'S JUST TEMPORARY FENCE THAT GOES AROUND IT.
STAFF WAS NOT ABLE TO MAKE CONTACT WITH MISS BIBLE AT THE TIME AT THE AGENDA WAS POSTED.
WE HAVE SINCE THEN. BECAUSE OF THAT, WE WERE REQUESTING AN ORDER OF DEMOLITION TO COMPLETE THE DEMOLITION OF MARCH 23RD, 2026 BASED ON THE CONDITION OF THE STRUCTURE.
SINCE PUBLICATION OF THE AGENDA, MISS BIBLE HAS WORKED TO SECURE THE OTHER OWNERS PERMISSION TO DEMOLISH THE STRUCTURE AND HAS ERECTED A BARRIER AROUND THE STRUCTURE. STAFF WOULD RECOMMEND ALLOWING ADDITIONAL TIME FOR PROPERTY OWNERS TO COMPLETE THE DEMOLITION.
SHE HAS ELECTED TO TO DEMO THE BUILDING. WHAT WE'RE TRYING TO DO NOW IS GET EVERYBODY IN AGREEMENT, AND WE'RE TRYING TO GET LETTERS FROM EACH OF THE PEOPLE THAT ARE INVOLVED THAT ARE, HAVE OWNERSHIP OF IT TO MAKE SURE BEFORE WE START ON THAT DEMO.
SO WE WANTED A LITTLE BIT MORE TIME. I BELIEVE THAT THEY'LL PROBABLY GET IT DONE AS SOON AS WE CAN TELL THEM THAT THEY CAN BECAUSE THEY'RE PRETTY EAGER TO GO AHEAD AND GET STARTED ON IT. SO I BELIEVE ONCE WE GET ALL OF OUR LETTERS IN SAYING THAT THEY ARE IN AGREEMENT ON IT, THAT WE'LL BE ABLE TO PROCEED WITH THAT DEMO, AND WE'LL JUST HAVE TO WATCH IT TO MAKE SURE THEY CONTINUE.
ONCE THEY GET ON THE GROUND THAT IT CONTINUES TO GET CLEANED UP. WE RECOMMEND ALLOWING THE OWNER ADDITIONAL TIME TO COMPLETE DEMOLITION OF THE STRUCTURE.
THE PROPERTY WILL BE PLACED ON THE APRIL 13TH, 2026 BUILDING STANDARDS COMMISSION AGENDA FOR REVIEW AND CONSIDERATION FOR THE ORDER OF DEMOLITION. ANY OTHER COMMENTS? WITH THAT, THAT TO GIVE THEM A LITTLE BIT MORE TIME TO WORK WITH THEM ON IT AND TRY TO GET THIS DONE? YES. YES. I WASN'T HERE LAST TIME. SO THAT'S THE LETTER? YES, SIR. [ITEM 3: Discuss current code enforcement actions and schedules. a. 302 S Lane St, owner has not submitted plans for work. Structure has unpermitted work and hazardous conditions. Case has been postponed to April 20, 2026 meeting due to ownership and encumbrance report delays and investigating additional work found to have been completed on the property. (Code Case #3348) b. 502 N Newark St, staff has been in contact with the property owner and continues working with the owner to gain voluntary compliance. Structure has hazardous conditions, no progress by property owner to correct condition to date. Case is proposed to be on the May 18, 2026, agenda for action if a resolution is not made. STAFF MET WITH MR. AGUILAR IN OUR OFFICE ON JANUARY 27TH, 2026, TO PROVIDE GUIDANCE IN PERMITTING AND AND MET HIM ON THE LOCATION ON MARCH THE 3RD, 2026 TO DISCUSS OPTIONS AND TO SEE THE EXTENT OF THE WORK THAT WAS ALREADY DONE.
AS YOU CAN SEE, THE HOUSE WAS INVOLVED IN A FIRE AT ONE TIME.
THEY'VE DONE ELECTRICAL WORK. YOU CAN SEE RIGHT THERE.
SO IT'S OBVIOUSLY NOT SAFE OR STRUCTURALLY SOUND.
I'VE DONE ELECTRICAL, PLUMBING AND EVERYTHING WITHOUT ANY PERMITS AND THE STRUCTURAL SUPPORT HAS BEEN INSTALLED TO SUPPORT ADDED LIVING SPACE ON A SECOND STORY.
NO LOAD PASS CAN BE ACCOUNTED FOR. SO THE HOUSE.
RIGHT NOW, AS IT IS, IT'S OBVIOUSLY A DANGER.
