WHEREAS SIGNIFICANT RENOVATIONS BEGAN IN 2010, INCLUDING THE ADDITION OF TWO NEW AUDITORIUMS, STADIUM SEATING, AND THE RESTORATION OF THE ORIGINAL LARGE AUDITORIUM MARKING THE TRANSFORMATION OF PLAZA CINEMA 4.

THE THEATER CONVERTED TO DIGITAL PROJECTION AND 3D CAPABILITIES IN 2012, AND MOST RECENTLY IN 2024, UPGRADED TWO AUDITORIUMS WITH LUXURY RECLINERS AND ROCKERS AND FURTHER SEATING ENHANCING IS UNDERWAY IN 2025.

AND WHEREAS PLAZA CINEMA 4 PROUDLY UPHOLDS ITS MOTTO, SMALL TOWN FEEL WITH AN UPTOWN LOOK BY OFFERING AFFORDABLE, HIGH QUALITY ENTERTAINMENT THROUGH THEIR PARTNERSHIP, SUPPORTING OF LOCAL BUSINESSES AND PROVIDING VALUABLE FIRST TIME EMPLOYMENT OPPORTUNITIES FOR YOUTH ACROSS WISE COUNTY, FOSTERING BOTH PERSONAL AND PROFESSIONAL GROWTH.

AND WHEREAS, PLAZA CINEMA 4 STANDS AS ONE OF THE TOP PERFORMING SMALL THEATERS IN THE REGION, THANKS TO THE ENDURING BELIEF IN AN INVESTMENT IN THE DECATUR AND WISE COUNTY COMMUNITY.

RECOGNITION, BUT I WANT TO THE SEATS IN THE HOUSE THREE AND FOUR. I WAS CONCERNED ABOUT THE LOSS OF SEATS, BUT I WAS CONCERNED ABOUT NOT HAVING THE QUALITY THAT EVERYBODY ELSE HAS. SO WE DID A COMBINATION OF SEATS AND RECLINERS AND ROCKERS.

AND THEN I WENT BACK TO HIM AGAIN FOR THE LAST TWO HOUSES, AND WE SETTLED ON THAT.

WE DIDN'T NEED TO LOSE THE SEAT COUNTS AS MUCH AS WE COULD AS WE DID IN HOUSE THREE AND FOUR, SO HOPEFULLY THIS WORKS OUT. BUT I REALLY APPRECIATE HIM TAKING HIS TIME TO COME UP THERE SEVERAL TIMES AND BOUNCING IDEAS OFF OF EACH OTHER.

THIS IS TRULY A WONDERFUL PLACE TO RAISE A FAMILY, BUILD FRIENDSHIPS AND CALL HOME.

AND PART OF WHAT MAKES IT SO IS THE WORK THAT EACH AND EVERY ONE OF YOU DO.

I'M THANKFUL FOR THE CLEAN STREETS, THE BEAUTIFUL PARKS, AND ACTIVE AND BEAUTIFUL AIRPORT.

I'M A PRIVATE PILOT. I LOVE THE AIRPORT, LOVE WALKING JONES PARK AND WATCHING AIRPLANES DO TOUCH AND GOES.

I'M THANKFUL FOR OUR SAFETY PROVIDED BY OUR POLICE OFFICERS, FIREFIGHTERS, PARAMEDICS FOR THE CREWS WHO KEEP THE UTILITIES WORKING FOR PAVED ROADS, AND FOR EVERY OTHER DEPARTMENT THAT WORKS SO HARD TO MAKE DECATUR SECOND TO NONE.

MAYOR, COUNCIL AND ALL CITY OFFICIALS, YOU HAVE OUR GRATITUDE.

AND SO TONIGHT, FIRST OF ALL, I WANT TO SAY THANK YOU.

SECOND, I WANT TO TAKE A MOMENT TO HIGHLIGHT OUR CITY MANAGER.

HE DID NOT PUT ME UP TO THIS. AND IN FACT, I BELIEVE THAT HE'D BE A LITTLE BIT EMBARRASSED.

BUT SO OFTEN, PUBLIC SERVANTS ONLY GET NOTICED WHEN THERE'S SOMETHING THAT'S GOING WRONG AND RARELY CELEBRATED WHEN THEY'RE DOING THINGS RIGHT.

AND SO NATE IS A MAN OF UNQUESTIONABLE CHARACTER, A MAN OF FAITH, A HUSBAND, A FATHER WHO TEACHES HIS CHILDREN BY EXAMPLE.

HE WORKS TIRELESSLY UNDER PRESSURE, NEVER COMPLAINING, AND ALWAYS FOCUSES ON THE SUCCESS OF OUR CITY.

HE EXEMPLIFIES SERVANT LEADERSHIP, CONSTANTLY LIFTING OTHERS UP RATHER THAN SEEKING RECOGNITION FOR HIMSELF.

I'VE SEEN NATE MANY TIMES OVER THE LAST SEVERAL YEARS, WEEP OVER FELLOW COWORKERS AND PRAY FERVENTLY FOR THEM FOR TIMES WHEN THEY HAVE BEEN EXPERIENCING TRIALS AND TRIBULATIONS, THE LEVEL OF CARE THAT HE SHOWS AND THAT HE LEADS, IN MY FRAME OF REFERENCE, IS UNEQUIVOCAL. AND THOUGH MANY MAY NEVER SEE JUST HOW MUCH HE DEEPLY CARES FOR THEM.

WATCHING NATE AND HIS WIFE AMBER INTERACT IS A BLESSING.

THEY HAVE A STRONG RELATIONSHIP AND WORK TOGETHER AS A TRUE TEAM.

HIS THREE YEAR OLD SON BEN, CAN ALREADY NAME MORE PEOPLE IN THE CITY THAN I CAN, AND HIS DAUGHTERS ALWAYS BRING SMILES AND JOY WHEREVER THEY GO.

THERE'S NO ONE, IN MY VIEW, THAT DEMONSTRATES A GREATER LOVE FOR THIS CITY, AND EXEMPLIFIES THE TRAITS THAT I WANT TO SEE IN A CITY MANAGER THAN NATE MARA.

AND THIRD, THIS EVENING I WOULD LIKE TO JUST CLOSE BY PRAYING OVER OUR CITY, OUR MAYOR, AND OUR COUNCIL MEMBERS.

A HANDFUL OF COUNCIL MEMBERS AND STAFF, WE HAVE REDUCED THAT DEBT PROFILE DOWN TO THE ABSOLUTE NECESSARY ITEMS. SO WE PULLED IT DOWN FROM $65 MILLION DOWN TO $35 MILLION.

WHAT I WANT TO DO TONIGHT IS GIVE YOU AN UPDATE ON THOSE DOLLARS, TELL YOU WHERE WE'RE DESIGNATING THOSE FUNDS, AND JUST CONFIRM THAT WE ARE, IN FACT, ON THE SAME PAGE ABOUT MOVING FORWARD WITH THE NEXT ROUND OF DEBT OBLIGATIONS.

ALL RIGHT. SO I'LL START OFF BY JUST REMINDING EVERYONE THAT OUR FOCUS AREA HERE IS WATER, WASTEWATER AND THE FIRE STATION. AND WE BUCKET THOSE INTO PUBLIC HEALTH, PUBLIC SAFETY.

AND SO I WANT TO TALK QUICKLY. WHEN WE TALK PUBLIC HEALTH, WE'RE TALKING ABOUT THINGS THAT AFFECT THE ENVIRONMENT.

CLEAN WATER, CLEAN SEWER SYSTEMS. I THINK IT GOES WITHOUT SAYING THAT ITEMS LIKE THAT ENSURE THAT OUR COMMUNITY IS RESILIENT AND THEY'RE PREPARED TO THRIVE.

PUBLIC WELFARE FURTHERING OUR SANITARY EFFORTS, FURTHERING OUR INFRASTRUCTURE THAT SUPPORTS ACCESSIBILITY, MOBILITY AND THAT SORT OF THING. AND THEN PUBLIC SAFETY.

IT GOES WITHOUT SAYING THAT'S POLICE, FIRE, DISASTER RESPONSE AND PREPAREDNESS AND THEN PUBLIC HEALTH.

SO THAT BEING SAID, YOU'LL SEE I'VE TIED ALL OF THESE TO SOME SORT OF PRIORITY THAT WE HAVE FOR FUNDING.

SO FIRST OF ALL, WE'LL START WITH OUR PUBLIC HEALTH FUNDING PRIORITIES.

SO NORTHSIDE GRAVITY SEWER LINES, 3.0 MGD WATER TREATMENT, WATER PLANT EXPANSION AND A NEW 1.0 MGD WASTEWATER TREATMENT PLANT EXPANSION AND A WATER TREATMENT PLANT EXPANSION.

NOW THESE PROJECTS, AS WE TALK ABOUT THEM TONIGHT, THESE ARE NOT THE ENTIRETY OF THE PROJECTS.

THESE ARE WHAT WE CALL 30% DESIGN OR 30% ENGINEERING FEES.

THESE ARE THE FEES THAT WOULD GET US TO THAT 30% MARK AND KEEP THE PROJECT MOVING ALONG.

THINK ABOUT IT IN TERMS OF PHASING. WE CAN TAKE ON THE ENGINEERING FIRST.

ACQUIRE THE LAND ALONG THE WAY, WORK TO ALIGNMENT FOR PIPES AND THAT SORT OF THING, AND THEN MOVE INTO CONSTRUCTION AND SUBSEQUENT PHASES.

WE HAD THREE BIDDERS. ONE CAME BACK AS INCOMPLETE.

ONE CAME BACK EXTREMELY HIGH AT 369,000. AND THE THIRD BID, WHICH IS FROM EAGLE LABS, IS THE ONE WE ARE RECOMMENDING FOR APPROVAL TONIGHT AT $241,820. THIS IS A ONE YEAR CONTRACT WITH TWO ONE YEAR RENEWAL TERMS. AND JUST AS A SIDE NOTE, EAGLE LABS HAS BEEN SECURING CHEMICALS FOR THE CITY FOR ALMOST 20 YEARS.

YOU MAY REMEMBER LAST BUDGET CYCLE WE DISCUSSED A ELEVATED SKYWATCH TOWER FOR SECURITY PURPOSES.

AND WE APPROVED CHIEF AND HIS TEAM TO SOURCE ONE OF THOSE HAVE ONE BID OUT, AND THEY DID SO.

AND THEN SINCE THEN, WE WERE FORTUNATE ENOUGH TO HAVE THE OPPORTUNITY TO GET A PAIR OF THEM FOR A DOLLAR EACH.

BUT WE WERE ALREADY COMMITTED TO THIS LEASE. SO IF IT SOUNDS STRANGE THAT WE'RE COMING TO YOU TO COMPLETE OUR COMMITMENT JUST THINK OF IT AS GETTING THREE FOR THE PRICE OF ONE. AND THAT'S A VALUABLE RESOURCE THAT OUR LAW ENFORCEMENT TEAMS WILL BE ABLE TO USE DOWNTOWN EVENTS.

RIGHT. HIGH AREAS OF SHOPPING LIKE DURING CHRISTMAS AND THAT SORT OF THING.

REUNIONS, THAT SORT OF THING. BUT THE COMMITMENT HERE IS A THREE YEAR LEASE THAT WAS APPROVED IN THE BUDGET.

THE EXISTING FUNDS THAT WERE IN THE LEASE LINE.

AND AS A REMINDER, CHIEF CAMPBELL, AT THE TIME WE PUT THIS TOGETHER, HE COMMITTED TO COVERING HALF OF IT OUT OF HIS SPECIAL ACCOUNT, WHICH IS SEARCH AND SEIZURE FUND THROUGH PARTNERSHIPS WITH OTHER AGENCIES.

AND SO THE PRICE YOU SEE HERE WOULD BE HALF COVERED BY THAT SPECIAL FUND, HALF COVERED BY THE LEASE COMMITMENTS THAT WE'VE MADE THROUGH THE BUDGETING PROCESS.

AND AGAIN, IT'S A THREE YEAR TERM, JUST LIKE ALL THE OTHER LEASES WE'VE TAKEN ON THROUGH THIS COMPANY.

IF YOU ALLOW US TO MOVE FORWARD, IT PUTS US ON A TIMELINE AND IT ALLOWS US TO RECEIVE UP TO $290,000 TOWARDS HIGH SPEED CONNECTIVITY DOLLARS THAT CAN BE USED TO INCREASE THE CONNECTIVITY OF THE SERVICES THAT SUPPLY THE LIBRARY.

A LOT OF MOVING PIECES ON THIS GRANT. TONIGHT WE'RE JUST SIMPLY LOOKING FOR THE NOD TO KEEP MOVING FORWARD.

WHAT THIS COULD LOOK LIKE IS DOLLARS TO BRING HIGH SPEED FIBER TO THE INTERNET OR TO THE LIBRARY, RATHER. AND THEN WE WOULD HAVE TO PICK UP THE COST, THE MONTHLY COST FOR THAT SERVICE.

OR WHAT IT COULD LOOK LIKE, OR VARIOUS PIECES OF EQUIPMENT WITHIN THE LIBRARY THAT SPEED UP CONNECTIVITY OR PROTECT STAFF FROM VISITORS AND VISITORS FROM STAFF, VICE VERSA IN THE CYBER WORLD. AND I WOULD JUST ASK, DAWN, IS THERE ANYTHING I MISSED THAT YOU WOULD WANT TO ADD TO THAT AT THIS POINT? THAT WOULD CREATE PRIVACY WORK BOOTHS. SO LIKE A, THINK PHONE BOOTH, BUT IN MODERN TIMES, WHERE YOU COULD BRING YOUR LAPTOP IN, PLUG IN CHARGE, CLOSE THE DOOR, HAVE QUIET TIME, WORK ON DOCUMENTS OR READ YOUR BOOK, OR DO HOMEWORK, SCHOOLWORK.
