IF YOU'LL RECALL, BACK IN 2022, I BELIEVE JULY, AUGUST OF 2022, YOU HAD JUST CHANGED CITY MANAGER, AND ONE OF THE PROJECTS THAT WAS WELL UNDERWAY AT THAT TIME WAS A COMPLETE POLICY REWRITE.

AND THOSE POLICIES WERE PUBLISHED IN AUGUST, I BELIEVE, OF 22.

AND SINCE THEN WE'VE HAD A HANDFUL OF UPDATES, CHANGES, ADDITIONS.

BUT REALLY, IT'S TIME FOR KIND OF A DEEP SCRUB.

AND AS PART OF THAT PROCESS, WE WANT TO CHANGE THE WAY OUR POLICIES LOOK, FEEL AND PERFORM ALSO.

SO, JOSEPH, IF YOU WOULD GIVE ME MY PRESENTATION, PLEASE, SIR.

IN YOUR PACKET, I GAVE YOU A MEMO WITH A NEW PROCEDURE TO CONCEPTUALIZE, AND PART OF THAT WAS ASKING IF YOU'D BE WILLING TO GIVE US A LITTLE BIT OF FLEXIBILITY IN BRINGING POLICIES TO YOU.

WE WANT TO PROVIDE A CLEAR FRAMEWORK FOR IDENTIFYING, CLASSIFYING, REVIEWING AND APPROVING POLICIES WITHOUT OVERBURDENING THE COUNCIL MEETINGS BECAUSE THERE'S WELL OVER 100 ITEMS IN OUR POLICY MANUAL.

BUT WE WANT TO CONTINUE TO LET YOU HAVE AUTHORITY OVER THE THINGS THAT ARE REQUIRED BY CHARTER, HAVE AUTHORITY OVER THE THINGS THAT CHANGE THE EMPLOYEES BENEFITS, THINGS THAT ARE REQUIRED FOR YOU TO HAVE AUTHORITY OVER ACCORDING TO STATE LAW OR LEGAL COUNSEL OR QUITE FRANKLY, BEST PRACTICES. SO WHAT WE'VE PUT TOGETHER FOR YOU IS A PROCEDURE.

AND I'LL START BY KIND OF DETAILING WHAT THE CHARTER SAYS.

AND SO IF WE LOOK AT THE DRAFT PROCEDURE AND THAT STARTS ON PAGE THREE OF YOUR PACKET, IF YOU'RE IF YOU HAPPEN TO BE FOLLOWING ALONG IN THE PACKET.

THAT PROCEDURE ALLOWS FOR US TO INITIATE A CHANGE, CLASS THE CHANGE BE IT SUBSTANTIVE OR NON-SUBSTANTIVE.

THEN IT WOULD BE A NON-SUBSTANTIVE CHANGE. SO THESE ARE SUBSTANTIVE CHANGES REVIEW ELEMENTS.

SO IF IT HAS ANYTHING TO DO WITH THE LABOR CODE, GOVERNMENT CODE, THE CHARTER, CITY ORDINANCES STANDING, ANYTHING TO DO WITH FEDERAL EMPLOYMENT LAWS, ALL OF THOSE, ANY ITEM LIKE THAT WOULD REQUIRE YOUR SITUATIONAL AWARENESS AND YOUR APPROVAL, WHETHER IT'S JUST AN EXISTING POLICY THAT WE'RE REORGANIZING OR WE'RE MAKING SOME SORT OF SUBSTANTIAL CHANGE.

STAKEHOLDER CONSULTATION. SO BY THE TIME A POLICY WOULD COME HERE, EITHER IT'S BEEN THROUGH HR, LEGAL MYSELF AND THROUGH OUR SENIOR TEAM, WHICH IS POLICE, FIRE, PUBLIC WORKS, BUILDING, FINANCE AND THEN EVENTUALLY THROUGH THE MANAGEMENT GROUP AS WELL.

SO THE REST OF THE DEPARTMENT HEADS AND THE THEORY THERE IS IF THE DEPARTMENT HEADS AGREE AND DON'T SEE ANY ISSUES, WE CAN KEEP IT MOVING ALONG AS A CHANGE. ONCE APPROVED, EITHER UNDER MY AUTHORITY OR UNDER YOUR AUTHORITY, WE WOULD DISTRIBUTE THE POLICIES USING A TOOL THAT WE HAVE IN OUR MICROSOFT SUITE CALLED FORMS. FORMS WOULD ALLOW US TO DISTRIBUTE EACH OF THESE POLICIES OUT AND TRACK ELECTRONICALLY WHO'S RECEIVED THEM.

THEY CAN VERIFY THAT THEY'VE RECEIVED THE POLICIES, READ AND UNDERSTOOD THE POLICIES.

AND THEN, OF COURSE, THERE WOULD BE EXCEPTIONS FOR THOSE EMPLOYEES WHO AREN'T COMFORTABLE WITH ELECTRONIC VERIFICATION.

HR WILL HANDLE ALL THE TRACKING RELATIVE TO THAT.

AND THEN, OF COURSE, IF A POLICY CHANGES ENOUGH THAT IT WOULD REQUIRE TRAINING OR A WORKSHOP WE'LL CERTAINLY FACILITATE THAT AS WELL, AND OBVIOUSLY I WANT TO GET US INTO A CYCLE WHERE WE'RE RENEWING POLICIES A LITTLE MORE FREQUENTLY.

IF YOU'LL REMEMBER HISTORICALLY, AS WE'VE APPROVED OUR POLICY REVISIONS, THEY'VE BEEN IN ONE LARGE DOCUMENT AND THE DOCUMENT IS JUST A LITTLE DATED. IT'S OVERLY CUMBERSOME FOR ME AND STAFF, IT'S A LITTLE CONFUSING.

SO WE'RE PROPOSING AND WE'RE USING A BENCHMARKING CITY HERE THAT DOES IT VERY WELL.

WE'RE PROPOSING TO SPLIT THEM OUT ON THE WEBSITE AND UNDER THE HR SECTION OF OUR WEBSITE BY CHAPTER AND THEN SECTION.

SO IF YOU'RE LOOKING FOR A SPECIFIC ITEM, YOU'LL BE ABLE TO FIND JUST THAT ONE POLICY DOWNLOAD IT, PRINT IT, SAVE AND FORWARD WHATEVER IT IS YOU NEED TO DO WITH THAT ONE SPECIFIC POLICY.

SO ALL OF THOSE WORDS TO SAY, IF YOU APPROVE ITEM TWO, THIS IS ESSENTIALLY WHAT IT WOULD LOOK LIKE IN TIME, IF YOU ALLOW US TO TAKE A STREAMLINED APPROACH TO UPDATING OUR POLICIES, EACH OF THE BLUE BOXES REPRESENT A POINT WHERE ACTION WOULD BE TAKEN. SO ADMIN REVIEW, MANAGEMENT REVIEW APPROVALS, WHETHER THAT'S YOUR APPROVAL OR MY APPROVAL SIMPLY THEN ONCE IT'S APPROVED, IT WOULD GET PDF AND TAKEN TO THE WEBSITE, AND THEN FROM THERE IT LANDS IN HR FOR DISTRIBUTION TO ALL EMPLOYEES.

THE EMPLOYEES WILL HAVE A CHANCE TO HEAR AND UNDERSTAND WHAT'S GOING ON, BECAUSE THE PEOPLE THAT CALLED ME SAID, THIS IS ALREADY A DONE DEAL. AND I SAID, WELL, I DON'T KNOW WHAT YOU'RE TALKING ABOUT.

NO, MA'AM. IN THIS PARTICULAR SITUATION, SINCE WE'RE DEALING WITH EVERY SINGLE POLICY BETWEEN NOW AND JANUARY 1ST, POLICIES WILL COME TO YOU IN CHUNKS, PIECES OF CHAPTERS TO BE APPROVED.

THAT IS CORRECT. YOU'RE. YOU'RE GOING TO HAVE SOME UPSET EMPLOYEES, FROM WHAT I'VE HEARD, BECAUSE I'VE GOTTEN TOO MANY CALLS. I THINK IT WOULD, AS SOMEBODY THAT'S DEALT WITH ADMINISTRATIVE POLICIES AND I KNOW YOU HAVE TOO, I MEAN, I THINK THERE'S A PROCESS IN WHICH YOU CAN DISCERN GOOD POLICY VERSUS NOT A GOOD POLICY.

BUT AS FAR AS ACTION WHERE YOU'RE HAVING A DELIBERATION OVER THAT WITH EMPLOYEES, THAT'S, I DON'T KNOW IF THAT'S A VERY COMMON PRACTICE AS FAR AS MAKING IT, I WOULD THINK WE COULD AT LEAST DO A SURVEY MONKEY OR SOMETHING TO GET FEEDBACK ON WHAT THEY FEEL. AND THE PEOPLE THAT CALLED ME ARE SPECIFICALLY UPSET ABOUT THE HOLIDAY CHANGES.

WELL, THOSE AND SO. I DON'T KNOW ABOUT ANY OF THE OTHER ONES, BUT I JUST KNOW THAT A LOT OF PEOPLE HAVE CALLED.

SO IF WE'RE ABLE TO COMPENSATE FOR THE HOLIDAY INSIDE OF THE PAY PERIOD THE HOLIDAY OCCURS, IT WOULD BE STRAIGHT TIME ON TOP OF THE OTHER EARNINGS THEY HAVE IN THAT PAY PERIOD, AND THE HOLIDAY PROBLEM WOULD NOT BE PUSHED TO A FUTURE PAY PERIOD, OR PUSHED INTO A SITUATION WHERE IT AFFECTS YOUR PTO BANK.
