WE HAD 15,201 OPERATIONS FOR 14,043 WERE FROM VISITING AIRCRAFT AND 1158 WERE BASED OR BASED OUT AT THE AIRPORT. THIS IS FOR QUARTER ONE.

THIS CHART JUST SHOWS YOU OPERATIONS BY THE DAY OF THE WEEK, HOW MANY WE HAD PER DAY FOR THE QUARTER.

SO IT LOOKS LIKE THE BIG WINNER IS THURSDAY 3149.

FOR AVGAS, WE HAD 15,494 GALLONS OF AVGAS AND THEN JET FUEL 4774, A TOTAL OF 20,268 $0.09 PER GALLON. 18, 24 AND $0.12. JUST A FEW MORE UPDATES ABOUT THE AIRPORT.

WE'RE STILL WAITING FROM THE FAA ON THE APPROVAL FOR THE AIRPORT LAYOUT PLAN.

HEATH JUST CHECKED LATE LAST WEEK, AND THEY STILL HAVE IT AND THEY HAVEN'T HEARD ANYTHING.

THAT'S A HEALTHY CHANGE. BETWEEN 24 AND 25 WAS IT WAS DID WE HAVE A RAINIER SPRING.

ON OUR CELLULAR METERS. WE HAVE 22,873M IN THE SYSTEM, AND WE'VE GOT 816 UPGRADED SO FAR.

I'M SURE YOU'RE ALL AWARE THAT DEVELOPMENT SERVICES WENT THROUGH A REORGANIZATION TOWARDS THE FIRST OF THIS YEAR.

WE MAINTAINED TWO SEPARATE DEPARTMENTS WITH BUILDING AND PLANNING.

WITH MYSELF AS THE DEVELOPMENT SERVICES DIRECTOR AND BUILDING OFFICIAL AND LISA HANNAN AS THE DEVELOPMENT SERVICES ASSISTANT DIRECTOR AND THE PLANNING DIRECTOR FOR THE DEPARTMENT. SOME OF THE UPDATES FOR THIS DEPARTMENT FOR THE FIRST QUARTER, AS WE DID GO THROUGH THAT AND IMPLEMENT THAT REORGANIZATION HAD 49 HOURS OF TRAINING COMPLETED ACROSS THE DEPARTMENT FOR THE FIRST QUARTER.

THE FIRST VISTA PARK FOUNDATIONS HAVE BEEN POURED, AND THEN THERE'S 45 ADDITIONAL PERMITS THAT ARE IN VARIOUS STAGES OF PERMITTING AT THIS POINT COMPLETED THE ANNEXATION OF THE NATURE CREEK DEVELOPMENT, ALONG WITH THE ZONING AND COMPREHENSIVE PLAN AMENDMENTS FOR THAT DEVELOPMENT. SO DEVELOPMENT SERVICES ENCOMPASSES PERMITTING, INSPECTIONS, HEALTH CODE ENFORCEMENT, PLANNING, AND GIS. WE'LL START OFF WITH BUILDING, PERMITTING AND INSPECTIONS.

THE TA TRAVEL CENTER THAT'S NEARING COMPLETION.

I'VE ACTUALLY GOT AN APPOINTMENT WITH THEM FIRST THING TOMORROW MORNING TO LOOK AT A TEMPORARY CERTIFICATE OF OCCUPANCY.

THERE'S CERTAIN PORTIONS OF THE BUILDING THAT'S NOT QUITE READY TO OCCUPY, BUT WE FEEL LIKE WE CAN GET THEM OPEN ON THE GOLDEN CHICK AND THE CONVENIENCE STORE PORTION OF THAT TO TRAVEL CENTER. DURING THE FIRST QUARTER OF 2025.

WE HAD 209 PLAN REVIEWS ACROSS THE DEPARTMENT WITH PLANNING, HEALTH AND BUILDING PLAN REVIEWS.

ISSUED A TOTAL OF 178 BUILDING PERMITS. THE VALUATION FOR THOSE BUILDING PERMITS CAME IN AT JUST UNDER $2.3 MILLION. SOME OF THE HIGHLIGHTS OF THAT FIRST QUARTER INCLUDE.

WE HAD THREE NEW HOME PERMITS THAT WERE ISSUED DURING THAT TIME.

THOSE VALUES ARE NOT INCLUDED IN THAT CONTRACT EVALUATION.

STATE LAW DOES NOT ALLOW US TO ASK FOR THE VALUATION OF A NEW RESIDENTIAL OR ANY TYPE OF RESIDENTIAL DEVELOPMENT OR CONSTRUCTION.

AND SO MOST OF THOSE CONTRACTORS ARE NOT PROVIDING THAT VALUATION.

SO WE DON'T INCLUDE EVALUATION FOR THAT IN THERE.

SO THERE IS SOME MISSING INFORMATION THERE. WE DID HAVE 15 CERTIFICATES OF OCCUPANCY THAT WERE ISSUED DURING THAT FIRST QUARTER AND SIX DEMOLITION PERMITS AND I HIGHLIGHT THOSE SIX DEMOLITION PERMITS, BECAUSE YOU'LL SEE WHENEVER YOU SEE DEVELOPMENTS START UP, YOU'RE GOING TO SEE DEVELOPMENT DEMOLITION PERMITS THAT ARE COMING IN CONJUNCTION WITH THAT.

SO JUST LIKE YOUR THE TAKE FIVE OIL CHANGE THAT'S ABOUT TO START.

HE RESIGNED, MOVED ON TO ANOTHER JOB. WE DID GET THIS JOB POSTED AS QUICKLY AS WE COULD, AND HR HAS HELPED US RECEIVE ABOUT FIVE APPLICATIONS. WE HAVE SOME, INTERVIEWS THAT ARE GOING TO BE CONDUCTED LATER THIS WEEK.

OUR HEALTH INSPECTIONS DIVISION ISSUED 48 PERMITS DURING THE QUARTER, COMPLETED 91 INSPECTIONS DURING THAT TIME, BROUGHT IN JUST OVER $3,000 IN PERMIT FEES, AND INCLUDED TWO NEW FOOD ESTABLISHMENTS, ONE NEW MOBILE FOOD UNIT, AND 12 TEMPORARY EVENT PERMITS.

THOSE TWO NEW FOOD ESTABLISHMENTS WERE THE CHISHOLM DEPARTMENT STORE AND THE LORI'S GIFTS IN THE MEDICAL CITY CAMPUS.

BOTH OF THOSE FACILITIES HAVE TEMPERATURE CONTROL FOR SAFETY FOODS THAT THEY'RE SELLING IN THOSE STORES AND SO THEY HAVE A PERMIT TO GO ALONG WITH THAT. THE FOOD TRUCK CHALLENGE IS UNDERWAY, OR PREPARATION IS UNDERWAY, AS WELL AS THE DECATUR CELTIC FESTIVAL.

CODE ENFORCEMENT. OPENED 40 CASES DURING THE FIRST QUARTER OF THE YEAR AND CLOSED 21 CASES DURING THAT TIME ALSO. THOSE CASES INCLUDED FIVE HIGH WEED AND GRASS CASES.

A MINIMUM OF $3 MILLION OF CAPITAL EXPENDITURE ON QUALIFIED EXPENDITURES WITHIN 12 MONTHS FOLLOWING THE COMMENCEMENT OF CONSTRUCTION.

A CERTIFICATE OF OCCUPANCY WITHIN 12 MONTHS FOLLOWING THE COMMENCEMENT OF CONSTRUCTION.

THE FACILITY WILL BE OPERATIONAL WITHIN ONE MONTH OF RECEIPT OF CERTIFICATE OF OCCUPANCY AND ON THE JOB CREATION SIDE, WITHIN SIX MONTHS FOLLOWING THE COMMENCEMENT OF OPERATIONS.

SO ON THIS PARTICULAR PROJECT, OUR FINANCIAL ASSISTANCE IS EQUAL TO 7% OF TOTAL QUALIFIED EXPENDITURES EXPENDED AT THE PROPERTY, NOT TO EXCEED $280,000 IN TOTAL. SO AS AN EXAMPLE, BECAUSE THIS IS STRUCTURED SLIGHTLY DIFFERENTLY FROM OTHER PROJECTS WE'VE BROUGHT BEFORE YOU. I WANT TO PROVIDE KIND OF A SCENARIO TO HELP YOU UNDERSTAND JUST IN DETAIL.
