State Street, Suite 203. (Specific Use Permit Application 25-0001—Ms. Magnolia Bickford, on behalf of Magnolia Rose Aesthetic)]

THE COMMISSIONERS WILL RESERVE ALL QUESTIONS UNTIL AFTER THE PUBLIC HEARING IS CLOSED AND THE DISCUSSION ITEM IS OPENED.

THE PUBLIC HEARING IS NOW OPENED AT 5:32. LISA? YES, SIR. LISA HANNON, SENIOR PLANNER FOR THE RECORD, I'D LIKE TO ENTER OUR STAFF REPORT INTO THE RECORD IN ITS ENTIRETY BY REFERENCE.

THIS IS SPECIFIC USE PERMIT 25-0001 FOR 206 NORTH STATE STREET, SUITE 203.

IT IS FOR A SPECIFIC USE PERMIT TO ALLOW PERMANENT MAKEUP APPLICATION AND AS A SECONDARY USE, AND A TATTOO SHOP IN A C-1A DECATUR SQUARE BUSINESS DISTRICT ZONING DISTRICT.

SO THE ORDINANCE WAS REWRITTEN IN 2015, AND IT WOULD ALLOW A PERMANENT MAKEUP AS A SECONDARY USE IN THE C-1A, C-1, AND CO ZONING DISTRICTS, AND BY RIGHT IN THE C-2 ZONING DISTRICTS.

ADDITIONALLY, OCTOBER OF 2024, THE DECATUR ZONING ORDINANCE WAS AMENDED TO ALLOW SMOKE OR VAPE SHOPS WITH A SPECIFIC USE PERMIT, AS WELL AS TATTOO BODY PIERCING WITH A SPECIFIC USE PERMIT IN THE C-1, C-1A, C0, C-1, AND C-1 A ZONING DISTRICTS AND BY RIGHT IN THE C-2 LIGHT INDUSTRIAL, HEAVY INDUSTRIAL AND PD ZONING DISTRICTS.

THESE SHOW YOUR EXISTING LAND USE AND EXISTING ZONING AND THE PROPERTY OWNER NOTIFICATION RESPONSE MAP.

WE HAVE NOT RECEIVED ANY OPPOSED IN FAVOR OR NEUTRAL.

SITE PLAN AND FLOOR PLAN. WE DID HAVE ONE A COUPLE MONTHS AGO.

I BELIEVE IT WAS UNIT 205 AS WELL. THE PROPOSED APPLICATION FOR THE PERMANENT MAKEUP AND TATTOO STUDIO AND SITE PLAN ARE IN SUBSTANTIAL COMPLIANCE WITH GRANTING THE SPECIFIC USE PERMIT, AND STAFF RECOMMENDS APPROVAL OF SUP 25-0001.
