THIS IS THE PLANNING DEPARTMENT'S QUARTERLY REPORT.

THIS IS THE THIRD QUARTER.

AS YOU CAN SEE THE PLANNING APPLICATIONS FOR THIS LAST QUARTER IN 2023 WERE A LITTLE BIT LESS THAN HOW MANY WE PROCESSED THIS QUARTER.

THERE WAS ABOUT EIGHT MORE IN 2024.

HOWEVER, OUR FEES WERE A LITTLE BIT LESS.

WE'RE DOWN ABOUT 50% AND THE REASON FOR THAT IS BECAUSE OF THE KINDS OF APPLICATIONS THAT WE'VE PROCESSED. BEFORE PLANNING ARE OUR MOST THE MOST APPLICATIONS THAT WE PROCESS.

THIS YEAR WE HAD A BUNCH OF BOARD OF ADJUSTMENT APPLICATIONS, SO A LOT OF PEOPLE WERE TRYING TO DO INFILL OR WORK WITH THEIR EXISTING STRUCTURES.

IN TERMS OF THE APPLICATIONS THAT WERE PROCESSED AND APPROVED BY CITY COUNCIL WE HAD EIGHT APPLICATIONS, I'M SORRY, NINE A COUPLE OF REPLAT APPLICATIONS, THREE TO BE EXACT, ONE IN JULY, TWO IN AUGUST AND THEN ONE IN SEPTEMBER AND APPARENTLY MY MATH IS OFF.

THAT'S ACTUALLY FOUR AND THEN WE HAD A COUPLE OF ZONING CHANGE APPLICATIONS AND ONE SPECIFIC USE PERMIT APPLICATION. AND THEN AS YOU CAN ALSO SEE, WE ONLY HAD ONE FINAL PLAN AND ONE PRELIMINARY PLAN.

SO THAT'S NOT THAT'S A LITTLE BIT ABNORMAL FOR US.

I SUSPECT IT'LL PROBABLY BE THE SAME TOWARDS THE END OF THE YEAR AS WELL.

IN TERMS OF GIS, WE'VE BEEN USING KIMLEY-HORN FOR OUR GEOGRAPHIC NEEDS, GIS NEEDS.

WE DO HAVE A NEW GIS ANALYST HE STARTED TODAY, SO HE'S TRYING TO GET HIMSELF ACCLIMATED.

HE'S BEEN WORKING AT A COUNTY, SO HE'S GOT TO GET USED TO CITY GOVERNMENT.

BUT WE'VE BEEN DOING OKAY WITH REGARDS TO THE REQUEST FOR INFORMATION.

WE NEED TO LOOK AT ALLOWING LIGHT INDUSTRIAL MANUFACTURING IN THE C-2 THOROUGHFARE ZONING DISTRICT WITH AN

THAT SEEMS TO BE CAUSING SOME PEOPLE SOME HEARTACHE.

AMEND OUR RESIDENTIAL ZONING AND PD DISTRICTS FOR LOT SIZES AND THEN THIS LAST ONE, WHICH WAS PASSED, I BELIEVE, AT THE LAST MEETING, OR IT MAY BE COMING FORWARD AT THIS MEETING, BUT TO ALLOW SMOKE OR VAPE SHOPS WITH THE SPECIFIC USE PERMIT IN C-1 AND C-1A ZONING DISTRICT, TATTOO OR BODY PIERCING STUDIOS WITH SPECIFIC USE PERMIT, AND THE C-0, C-1 AND C-1A ZONING DISTRICT, AND ALSO BY RIGHT IN C-2 LIGHT INDUSTRIAL AND HEAVY INDUSTRIAL AND THAT'S ONE OF THE REASONS I UNDERSTAND THAT WAS DONE, WAS TO ENCOURAGE DIFFERENT AND DIVERSE BUSINESSES, NOT ONLY IN THOSE DISTRICTS, BUT ALSO IN OUR DOWNTOWN.

WE DO HAVE QUITE A FEW APPLICATIONS UNDER REVIEW AND AS YOU CAN SEE, THERE'S A WHOLE HOST OF BOARD OF ADJUSTMENT APPLICATIONS AND AGAIN, WE WILL CONTINUE TO ASSIST IN THE DEVELOPMENT AND CREATION OF SOME OF THESE PROJECTS WHICH YOU'VE HEARD BEFORE.

THERE'S DEVELOPMENT POTENTIAL ON 380 IN THE PALOMA TRAILS SUBDIVISION, WE'VE BEEN SPEAKING TO TWO COMMERCIAL PROPERTIES OR PROJECTS THAT ARE INTERESTED IN LOCATING NOUVELLE TERRACE LOFTS. HAVEN'T HEARD ANYTHING FROM THEM.

TWO AND A HALF GETTING IN WITH A LOT OF FIRE, COMMERCIAL STRUCTURE AND WATER MAPPING SO WE CAN GET THESE FIRES KNOCKED OUT FASTER.

WE BROUGHT TCC HERE FOR AN EIGHT HOUR DAY ON SITE WITH ALL OUR STAFF TO USE BUILDINGS AND PROPERTIES AROUND TOWN FOR HIGH ANGLE RESCUE.

YOU KNOW, IF LET'S NOT GO TO A DRILL TIRE, LET'S GO TO A BUILDING WE MIGHT ACTUALLY USE.

HEALTH INSPECTIONS AND THEN CODE ENFORCEMENT AND SO I'LL RUN THROUGH EACH ONE OF THOSE SEPARATELY.

BUILDING INSPECTIONS DIVISION.

THERE YOU SEE A PICTURE OF THE NEW APARTMENTS THAT ARE GOING UP ON DEER PARK.

MOVING ALONG VERY QUICKLY OVER THERE.

IT LOOKS REALLY GOOD AND THEY ARE MOVING AT A FAST CLIP.

YEAR TO DATE PERMITS AND VALUATIONS AND FEES.

VALUATIONS ARE AT A SIX YEAR HIGH AND YOU'LL SEE THAT IN THE GRAPHS HERE IN JUST A MINUTE.

FOR WHERE WE'VE BEEN AT OVER THE LAST FEW YEARS.

SEVERAL COMMERCIAL AND INDUSTRIAL PROJECTS AS WELL AS SOME RESIDENTIAL PROJECTS HAVE BEEN PERMITTED AND STARTED CONSTRUCTION DURING THE LAST QUARTER.

SEVERAL MORE IN THE REVIEW PROCESS ALONG THE WAY.

OUR NEW GOVT WELL PERMITTING SOFTWARE CAME ONLINE WITH BUILDING INSPECTIONS AND PERMITTING IN JULY.

IT'S BEEN RECEIVED VERY WELL.

THEY SEEM. EVERYBODY SEEMS TO THINK THAT IT'S A LOT SMOOTHER PROCESS.

I THINK WILL EVEN CAUGHT ME ON THAT ONE DAY, BECAUSE HEALTH AND CODE ENFORCEMENT HAVE BEEN IN THAT MODULE WITH THEIR MODULES SINCE JANUARY OF THIS YEAR, SO WE WERE THE THIRD MODULE TO COME ONLINE.

PLANNING IS CURRENTLY WORKING ON GETTING THEIR INFORMATION IMPLEMENTED INTO THAT SYSTEM, AND HOPEFULLY WE'LL BE ONLINE SOMETIME IN MID TO LATE NOVEMBER. THE BUILDING STANDARDS COMMISSION COMPLETED THEIR REVIEW OF THE BUILDING CODES THAT WE PROPOSED FOR ADOPTION, ALONG WITH THE LOCAL AMENDMENTS TO GO ALONG WITH THAT.

YOU'LL SEE THOSE ON THE AGENDA FOR TONIGHT WITH A PROPOSED EFFECTIVE DATE OF JANUARY 1ST, 2025.

IT GIVES US A LITTLE BIT OF TIME TO PUT THAT OUT THERE AND MAKE SOME INFORMATION READILY AVAILABLE TO THE CONTRACTORS THE BUILDING PERMITTING.

YOU CAN SEE THE YEAR TO DATE TOTAL FOR PERMITTING AT 617.

COMPARED TO 586 AND 2023 AT THIS TIME.

341 PLAN REVIEWS COMPLETED BY BUILDING DEPARTMENT THIS YEAR, COMPARED TO 310 LAST YEAR.

THAT'S THE MOST PERMITS THAT WE'VE ISSUED BACK THROUGH 2018 AND I DON'T THINK THEY GOT ANY BIGGER BEFORE THAT EITHER.

SO WE ARE ISSUING MORE PERMITS FOR SURE AND THIS NEW PERMITTING SOFTWARE HAS BEEN A GREAT DEAL FOR MOVING THOSE THROUGH THERE A LOT QUICKER.

VALUATION OF BUILDING PERMITS.

THIS IS CONTRACTOR DECLARED VALUATIONS AND YOU CAN SEE THAT 2024 YEAR TO DATE WE'RE SITTING AT JUST UNDER $84 MILLION AND DECLARED VALUATION.

NOW SOME OF THAT IS OUT THERE IN THE FORM OF THE PD THAT VALUATION IS CAPTURED IN THIS.

BUT IT'S ALSO TWO APARTMENT COMPLEXES THAT ARE ON THE GROUND OUT THERE AND SO ALL THAT TOGETHER COMES OUT TO ABOUT 50 MILLION OF THAT 84 AND THEN YOU CAN SEE THE 2023 CONTRACTOR VALUATIONS WAS JUST RIGHT AROUND $15.5 MILLION AND THEN THERE'S THE VALUATIONS.

YOU CAN SEE THAT THE VALUATIONS ARE FAR EXCEEDING ANYTHING THAT WE'VE SEEN IN SEVERAL YEARS.

PERMIT FEES COLLECTED 2024, SITTING AT $664,000.

NOW, THIS DOES INCLUDE PERMIT FEES, PLAN REVIEW FEES, WATER METER AND IMPACT FEES.

THOSE ARE ALL LUMPED TOGETHER IN THAT AND SO SOME OF THESE BIGGER PROJECTS, ESPECIALLY THE APARTMENT COMPLEXES WHERE YOU HAVE LARGER IMPACT FEES, THOSE FEED INTO THAT ALSO. SO IT'S A LITTLE DECEIVING, BUT IT'S HARD TO SEPARATE THOSE FEES OUT AND THEY'RE WE'RE WORKING ON THAT.

IN THE NEW PERMITTING SOFTWARE.

WE COULDN'T FIND A WAY TO CAPTURE IT IN THE OLD ONE, BUT WE ARE WORKING THROUGH IT ON THIS ONE AND HOPE TO BE ABLE TO SEE THAT IN THE COMING MONTHS.

AND THEN THERE YOU CAN SEE AND IN BAR GRAPH, THE FEES ARE A LITTLE BIT DOWN FROM 2022.

BUT OTHER THAN THAT THEY'RE STILL UP THERE IN A PRETTY GOOD SPOT AND THAT'S A COMBINATION OF A COUPLE OF THINGS.

IT'S THE TYPE OF PROJECTS THAT WE'RE PERMITTING AND BRINGING IN, BUT ALSO IT HAS TO DO WITH THE CORRECTIONS THAT WE'VE MADE ON THE PERMITTING FEES THAT WE'VE BROUGHT IN.

WE'VE ELIMINATED SOME OF THOSE FEES, WE'VE MODIFIED SOME OF THEM, AND SOME OF THEM ARE BEING ADJUSTED TO MAKE THOSE MORE CORRECT AND WHERE THEY'RE AT. BUILDING INSPECTIONS COMPLETED DURING THIS QUARTER 1241 AND YOU CAN SEE LAST YEAR WAS AT 1392 AND GOT THE SAME BAR GRAPH FOR THAT.

YOU CAN SEE THOSE STAY RIGHT THERE IN THAT SAME AREA WITH THOSE NUMBERS.

OUR HEALTH INSPECTIONS DIVISION, IF ANYBODY HASN'T HAD A CHANCE TO GO BY CHERRY PIE AND HAVE BREAKFAST OR BRUNCH OVER THERE, YOU SHOULD TRY IT.

SO ANY MUNICIPALITY THAT ADOPTS A SWIMMING POOL CODE OR REGULATIONS STILL HAS TO FOLLOW CHAPTER 757 OF THE HEALTH AND SAFETY CODE AND CHAPTER 202 OF THE TEXAS PROPERTY CODE, WHICH DEFINES WHAT THOSE POOL BARRIERS ARE AND WHAT THEY CAN BE MADE OUT OF AND WHERE THEY CAN BE, HOW TALL THEY CAN BE, THE GATES, ALL OF THOSE THINGS THAT ARE WITH IT AND THAT'S WHAT WE'VE FOCUSED ON.

THIS IS THAT SAFETY ASPECT OF IT.

WE DON'T WANT TO HAVE ANY RESPONSES TO ANYTHING THAT INVOLVES A POOL.

SO IF YOU THINK ABOUT THE PURPOSE OF A LANDFILL, THAT COULD IMPACT THE QUALITY OF THE AQUIFER LONG TERM.

IN 2020, WE WERE ABLE TO INCREASE OR GAIN ON THAT AND GAINED A CLASS THREE RATING FOR RESIDENTIAL AND COMMERCIAL. AND THEN THIS LAST GRADING CLASS THAT WE WENT THROUGH, WE ENDED UP WE STAYED, WE MAINTAINED OUR THREE AT RESIDENTIAL SINGLE ONE AND TWO FAMILY RESIDENTIAL.

BUT WE MOVED UP TO A CLASS TWO IN THE COMMERCIAL AND SO WE'RE REAL PROUD OF THAT AND WANT TO KEEP MOVING FORWARD WITH THOSE CLASSIFICATIONS TO DO BETTER AND BETTER FOR THE CITY OF DECATUR.

I WANTED TO GIVE YOU A BRIEF REVIEW OF WHAT THE CLAIM SITUATION IS THIS YEAR THAT OBVIOUSLY DRIVES WHAT THE RENEWAL LOOKS LIKE.

FOR THE SECOND YEAR IN A ROW, WE'RE AT A 150% PLUS CLAIMS LOSS RATIO AND LAST YEAR FOR A 12 MONTH PERIOD, IT WAS 151%. THIS YEAR IT'S 157%.

SO IT'S ACTUALLY TICKED UP A BIT AND AS YOU CAN IMAGINE, IF THAT KEEPS ROLLING FORWARD, THAT JUST MAKES NEGOTIATIONS EXTREMELY DIFFICULT.

SO THE DIFFERENTIAL IN THE CLAIMS THAT WERE PAID OUT VERSUS PREMIUMS PAID IN, THERE WERE $763,000 MORE PAID OUT IN CLAIMS THAN WAS PAID IN PREMIUMS. SO OBVIOUSLY THAT'S A IT'S A DIFFICULT NEGOTIATING POSITION.

THE RENEWAL STARTING POINT WITH BLUE CROSS BLUE SHIELD FOR THE PLANS WITH NO CHANGES WAS A 35% INCREASE, WHICH WOULD HAVE BEEN ABOUT $497,000 OF INCREASE. WE WERE ABLE TO NEGOTIATE THAT DOWN TO A $235,000 INCREASE, APPROXIMATELY BASED ON THE CURRENT CENSUS, WHICH IS WENT FROM 35% TO A 16.6 AND AGAIN, THAT'S WITH NO CHANGES IN THE PLAN DESIGN.

THE MARKET DID NOT COME IN VERY STRONG.

THERE WERE A LOT OF DECLINES, AS YOU CAN IMAGINE, WHEN YOU HAVE A CLAIMS LOSS RATIO THAT HIGH, IT'S OBVIOUSLY A LOT OF PEOPLE DON'T WANT TO INVEST IN SOMETHING THEY FEEL THEY'RE GOING TO LOSE MONEY IN.

SO NEVERTHELESS, UNITED HEALTH CARE WAS LEADING OF THE ONES THAT DID QUOTE AND THERE ARE SOME KEY DIFFERENTIALS IN THE UNITED HEALTH CARE PLAN THAT WE DID DISCUSS AND WE I COMMEND YOUR TEAM ON HAVING A RATHER LARGE INSURANCE COMMITTEE.

SO THERE'S A LOT OF PEOPLE INVOLVED IN THAT.

THERE'S A LOT OF INPUT WE PRESENT TO THEM THE DATA AND THE MARKET FINDINGS AND ALL OF THE NUANCES OF THAT, AND THEY'RE VERY INVOLVED IN IT AND THERE WE TRY TO MAKE SURE THAT EVERYBODY UNDERSTANDS THE INFORMATION THAT'S GOING TO IMPACT THEM GOING FORWARD.

SO I THINK THAT PROBABLY MORE THAN ANY OTHER ORGANIZATION, I THINK THE INVOLVEMENT THERE IS COMMENDABLE.

SO ON THE WAY THAT WE LIKE TO PRESENT THIS IS WE WANT TO GIVE YOU KIND OF THE CLOSEST APPLES TO APPLES PLAN THAT EACH CARRIER HAS COMPARED TO WHAT YOU HAVE.

IT'S NEVER A PERFECT MATCHUP, BUT IT'S AS CLOSE AS THAT CARRIER GETS AND THEN SECONDLY, WHAT WE LIKE TO DO IS SHOW YOU KIND OF A STEP AND WHAT I MEAN BY THAT IS, IS AN ADJUSTMENT IN PLANS TO GET SOME RATE RELIEF THAT WOULD BE TOLERABLE AND WE, YOU KNOW, WE MEASURE THAT BY KIND OF THE FEEDBACK FROM THE GROUP, FROM THE INSURANCE COMMITTEE. SO WHEN WE LOOK AT THAT ON THE FIRST PAGE, WHAT YOU'RE SEEING IS THE BLUE CROSS PLANS IN GRAY.

THOSE ARE THE THREE OPTIONS THAT YOU CURRENTLY HAVE.

NEXT TO THAT IS WHERE IT SAYS BLUE CROSS ALTERNATES.

THAT IS WHAT WE ARE CALLING A STEP, MEANING THAT THERE'S SOME ADJUSTMENT AND THE DEDUCTIBLES AND OR THE CO-PAYMENTS TO TRY TO GET SOME RATE RELIEF AND THOSE WERE WITHIN KIND OF THE TOLERABLE RANGES.

AND THAT GETS YOU AN ADDITIONAL ROUGHLY 5% OF RATE ADJUSTMENT.

WHEN WE GO ONE SET OF COLUMNS OVER FROM THAT, YOU SEE THE UHC AND IT'S LABELED APPLES TO APPLES IN PARENTHESES THERE.

THERE ARE SOME THINGS ABOUT THAT PLAN THAT ARE NOT APPLES TO APPLES, BUT AGAIN, THIS IS AS CLOSE AS THEY GET TO WHAT YOUR CURRENT OFFERINGS ARE AND KEEPING THE PPO STRUCTURE, KEEPING KIND OF THE OUT-OF-POCKET MAXIMUM STRUCTURES, THE COPAYS WITHIN AS CLOSE AS THEY GET WITHIN THOSE PLAN OFFERINGS AND THAT GETS YOU TO A 14.3 AND I WOULD COMPARE THAT ONE MOST CLOSELY TO THE 16.6 YOUR CURRENT PLAN.

SO ONE THING I WOULD DRAW YOUR ATTENTION TO THOUGH, IS ON THE OFFICE VISIT CO-PAYMENTS FOR SPECIALISTS.

THEY HAVE A TIERED CO-PAYMENT SYSTEM.

A LOT OF OUR LOCAL SPECIALISTS ARE IN THE HIGHER TIER, SO IT WOULD HAVE THE IMPACT OF BEING A HIGHER CO-PAYMENT AND THEREFORE, IF YOU WERE TO EVEN THAT OUT, I WOULD CALL THAT A RELATIVE WASH WITH WHAT YOUR CURRENT PLAN IS IN TERMS OF OF RATING.

IF YOU DON'T MIND TURNING TO THE NEXT PAGE, ALL OF THE BLUE CROSS PLANS AND THE GRAY AND THE ALTERNATES ARE THE SAME.

THEY'RE ALL WE'VE ADDED. HERE IS WHAT WE'RE CALLING THE STEP YOU KNOW, ON THE UNITED HEALTH CARE PLAN OR THE ALTERNATE PLANS.

THIS PLAN HAS MORE OF THAT DESIGNATION DIFFERENTIAL FOR NOT ONLY PRIMARY CARE, BUT SPECIALISTS AND HOSPITALS.

SO WHAT THAT DOES MEANS IS THAT IF PEOPLE ARE UTILIZING WHAT UHC IS DESIGNATING AS THEIR HIGHER QUALITY PROVIDERS, THEY'RE GOING TO GET A LOWER CO-PAYMENT.

THE TROUBLE IS WITH THAT HERE IS THAT THERE'S A LOT OF THOSE PROVIDERS ARE NOT IN THAT LOWER DESIGNATION.

THEREFORE, YOU KNOW, IT'S GOING TO RESULT IF THEY WANT TO STAY LOCALLY IN THOSE HIGHER COPAY BRACKETS, THAT ONE DOES REALIZE MORE RATE RELIEF.

HOWEVER, THERE IS A LOT OF DISRUPTION THERE.

IT'S MY OPINION.

AFTER VISITING WITH THE COMMITTEE, WHICH WAS RATHER LARGE, THAT THERE'S A DEFINITE, I WOULD SAY, AN OVERWHELMING DESIRE TO STAY WITH THE BLUE CROSS PRODUCT AND I'LL, LET NATE AND JUDY CHIME IN ON WHETHER THAT WOULD BE WITH THE EXISTING OR THE ALTERNATES, BUT I WOULD JUST SAY THAT FROM A PROVIDER STANDPOINT, FROM A CO-PAYMENT AND OUT OF POCKET ALL THOSE THINGS.

I THINK BLUE CROSS WAS THE DESIRED CHOICE OVERWHELMINGLY AND I WOULD ADD TO THAT THE REST OF YOUR ANCILLARY PRODUCTS, THE LIFE AND DISABILITY AND DENTAL, THOSE THINGS ARE PACKAGED WITH BLUE CROSS AS WELL.

THOSE WERE WE WERE ABLE TO NEGOTIATE A MULTIYEAR RATE GUARANTEE.

SO THERE'S NO INCREASES ON ANY OF THOSE PRODUCTS.

THEY'RE ABLE TO STAY WITHOUT DISRUPTION AND WITHOUT A PRICE INCREASE.

SO THAT'S A GOOD DEAL AND IT ALSO THOSE CARRY A FORWARD A RATING DISCOUNT ON YOUR MEDICAL PIECE.

SO THESE MEDICAL RATES ARE IN CONSIDERATION OF KEEPING THAT PACKAGE TOGETHER.

I APPRECIATE THAT, COUNCIL, MAYOR, IF YOU RECALL THROUGH THE BUDGET PROCESS, WE'VE REMAINED PRETTY CONSISTENT IN OFFERING UP $10,000 PER EMPLOYEE IN TERMS OF A THAT'S A BUDGET FIGURE THAT WE USE TO CONTRIBUTE TOWARDS OUR INSURANCE PREMIUMS ON A MONTHLY BASIS AND IF WE STUCK WITH THE BLUE CROSS BLUE SHIELD OPTION, IT WOULD RESULT WITH SOME ADDITIONAL OUT-OF-POCKET COMING FROM THE EMPLOYEES AND YOUR TWO LARGEST USE GROUPS ARE EMPLOYEE ONLY AND EMPLOYEE CHILDREN, AND THEY REPRESENT 43 AND 57 IN TERMS OF NUMBER OF FOLKS ON EACH OF THOSE PLANS AND FOR THE FIRST TIME SINCE I'VE BEEN AN EMPLOYEE HERE, WE WOULD BE ASKING THOSE TWO GROUPS AND OTHERS TO CONTRIBUTE OUT OF POCKET MONTHLY TO HELP OFFSET THE COST OF KEEPING THE BLUE CROSS BLUE SHIELD.

WE TALKED ABOUT THAT AT LENGTH WITH OUR MANAGEMENT TEAM AND THE EMPLOYEE GROUP THAT REPRESENTS THE INSURANCE COMMITTEE, AND EVERYBODY SEEMED TO BE, FOR THE MOST PART, IN FAVOR OF SPENDING A LITTLE OF THEIR OUT OF POCKET DOLLARS FROM THEIR PAYCHECK TO KEEP THE QUALITY THAT THEY HAD WITH BLUE CROSS BLUE SHIELD KEEP THE FAMILIARITY WITH THEIR PLAN THAT THEY HAD.

THE ONLY THING I WOULD SAY CONTRASTING THAT IS IF WE DID TAKE THE STEP THAT BRIAN'S TALKING ABOUT, AND WE WENT TO THE ADJUSTED OUR OFFERING AND ADJUSTED OUR PLAN PROVIDER, IT WOULD BE A SUBSTANTIAL SAVINGS.

WE WOULD BE ABLE TO KEEP THE NO COST TO THE EMPLOYEES IN THOSE GROUPS.

BUT OUR CONCERN INTERNALLY AND OUR MANAGEMENT TEAM HAS ECHOED THAT IS THAT WE MIGHT BE TAKING A STEP DOWN IN COVERAGE.

SO I JUST WANT TO PUT THAT ON THE TABLE FOR EVERYBODY TO CONSIDER.

IT WOULD BE A MOVE OF US ASKING, FOR EXAMPLE, AN EMPLOYEE ONLY WOULD GO FROM NO COST TO THEM ON A MONTHLY BASIS TO $56.58 A MONTH, AND THEN AN EMPLOYEE, CHILDREN PERSON WHO WAS RECEIVING THIS INSURANCE WOULD GO FROM ZERO COST TO $110 A MONTH. SO THERE'S AND THEN DEPENDING ON WHAT OTHER PLANS YOU TAKE PAST THAT, THERE'S ADDITIONAL COSTS.

OBVIOUSLY IF YOU BUY UP OR INCREASE THE OFFERING, THE PRICE OBVIOUSLY GOES UP.

I WOULD RELY ON JUDY TO FILL IN WHERE I MAY HAVE MISSED THE GAP, BUT I JUST WANTED YOU TO HAVE THAT BUDGETARY BACKGROUND IN ADDITION TO WHAT BRIAN TOLD YOU ABOUT THE QUALITY OF THE PLANS.
