THIS IS LIKE THIRD THROUGH FIFTH GRADE, AND THEY'VE HAD A REALLY GOOD TIME AND WE'VE GOTTEN A LOT OF REPORTS BACK FROM PARENTS.

IT WAS ACTUALLY ABOUT 2800 MORE CALLS AND THE THREE MONTHS COMPARED TO LAST.

ACCIDENTS ARE ALSO UP FROM OUR LAST ARREST ARE UP.

BEFORE YOU GO TOO DEEP.

WE'VE HAD 120 COURSES WITH 616 CONTACT HOURS.

SO FAR THIS YEAR AS WELL.

THIS IS WHAT WE DO EVERY TWO YEARS THAT WE DO WITH THE TEACHERS AND THE STAFF AT DISD PRIOR TO THE START OF THE SCHOOL YEAR AND ALSO WE HOSTED THE TEXAS CITIZENS ON PATROL CONFERENCE AT THE CONFERENCE CENTER IN WHICH WE HAD IT WAS AROUND 100 DIFFERENT CITIZENS ON PATROL GROUPS THAT SHOWED UP.

AND WE HOSTED ALL THOSE CLASSES AND EVERYTHING FOR THEM.

THIS WAS THE THIRD TIME THAT DECATUR HAS HELD THAT CONFERENCE.

WE'RE THE ONLY CLP GROUP THAT IS ACTIVE IN THE TEXAS CITIZENS ON PATROL ASSOCIATION TO HOST A CONFERENCE THREE TIMES.

SO WE LIKE COMING TO DECATUR, TEXAS.

THEY LOVE COMING TO DECATUR AND TO CARLA'S STAFF.

WE HAD NOTHING BUT TREMENDOUS COMPLIMENTS FROM THEM AND EVERYTHING THAT THEY DID.

WASN'T THE SAME FOR THE HOTEL, BUT THE CONFERENCE CENTER WAS PHENOMENAL.

SO THE AMOUNT OF COMPLIMENTS THAT CAME FROM THE OTHER CITIES, NOT JUST TO THE POLICE DEPARTMENT, BUT ALSO TO THE CONFERENCE CENTER AND THE FOOD AND THE ENVIRONMENT WAS SPECTACULAR.

YEAH, I MEAN, WE IT'S AMAZING THAT WE HAVE THE LUXURY.

I KNOW WE'RE TALKING PD, BUT I'M GOING TO BRAG ON CARLA AND HER FOLKS.

BECAUSE EVERY TIME WE HOST SOMETHING OR WE HAVE SOMETHING THERE PEOPLE ARE BLOWN AWAY THAT THE CITY OF DECATUR CITY OUR SIZE HAS A FACILITY LIKE THAT WE HAVE, YOU KNOW, THE ABILITY TO USE AND PUT THINGS OUT.

SO KUDOS TO CARLA AND HER STAFF.

WE ALSO DID OUR TOPPING OUT CEREMONY, WHICH MANY OF YOU ATTENDED AND YOU KNOW, THE TOP THAT RIGHT PHOTO THAT YOU SEE THERE. THAT LOOKS NOTHING LIKE WHAT IT DOES TODAY.

IF YOU HAVE NOT DRIVEN BY OR BEEN BY THE NEW PLACE IN A WHILE, IT HAS CHANGED DRAMATICALLY AND IT IS CHANGING LIKE EVERY SINGLE DAY. WE HAVE SOME OF, I THINK, PROBABLY THE BEST HIGH SCHOOL SROS THAT THERE ARE.

WITH AMY AND STEVE AND THEY NEVER MISS AN OPPORTUNITY TO DRESS UP OR BE PART OF THE FESTIVITIES AT THE HIGH SCHOOL.

SO THEY DO A REALLY GREAT JOB THERE, AND THAT'S ALL I'VE GOT.

NOW THERE ARE OTHER TYPES OF REUSE, SUCH AS COMING DIRECTLY OFF THE WASTEWATER PLANT YOU COULD USE FOR IRRIGATION.

BUT IF WE WERE DOING REUSE AND RECAPTURE, WE WOULD HAVE TO DO BOTH WASTEWATER AND WATER TREATMENT FACILITY AT THE SAME TIME OR DO WE EVEN HAVE AN OPTION TO DO THEM AT DIFFERENT TIMES? YOU CAN DO THEM AT DIFFERENT TIMES.

SO I THINK AND THAT'S PROBABLY THE LONG TERM STRATEGY IS, YOU KNOW, YOU'VE GOT A SET AMOUNT OF WATER YOU GET FROM THE LAKE FROM TARRANT REGIONAL.

SO IT MIGHT NOT BE ADVANTAGEOUS TO GO DOWN THAT ROAD OF DOING REUSE UNTIL, YOU KNOW, WE START GETTING CLOSE ON THAT.

SO AS LONG AS WE WOULD, WE WOULD BUILD IT WITH THE OPTION TO LATER BE ABLE TO DO IT.

IT'S GOT THE ELECTRICAL, A LOT OF THE PIPES, THE SITE, THE BUILDINGS WHERE WE'RE NOT HAVING TO DO AS MUCH LIKE WE WOULD ON A BRAND NEW, FRESH PIECE OF PROPERTY.

WE WANTED TO PUT SOME OVERSIGHT IN PLACE FOR OUR DOWNTOWN AREAS AND THE CLOSE PROXIMITY OF THOSE BUILDINGS THAT ARE INCLUDED WITH THAT AND SO THIS WOULD ALLOW THE A VAPE SHOP OR SMOKE SHOP TO GO INTO ONE OF THESE BUILDINGS DOWNTOWN, BUT IT WOULD ALSO REQUIRE A SPECIFIC USE PERMIT, AND THAT WOULD BE ABLE TO REGULATE THE AMOUNT OF INVENTORY THAT THEY WERE ABLE TO HAVE ON HAND.

THEREFORE PROTECTING OUR DOWNTOWN AREA WITH THAT, BECAUSE OF THE THE CLOSE PROXIMITY OF THE BUILDINGS THAT ARE THERE AND THAT ONE, WE DID CREATE A WHOLE NEW USE CATEGORY OF SMOKE AND VAPE SHOPS.

C-O ZONING DISTRICTS DO NOT ALLOW FOR READY INVENTORY OF SELLS OR SELLS MERCHANDISE.

SO WE DID NOT INCLUDE IT WITH THE C-O ZONING DISTRICT, BUT WE DID ADD A SPECIFIC USE PERMIT TO C-1 AND C-1A ZONING DISTRICTS, AND CONTINUED THE USE IN THE C-2, LEHIGH AND PD DISTRICTS.

AS FAR AS THE LEGALITY OF THIS, IT'S COVERED IN THE LOCAL GOVERNMENT CODE 211 AND ALLOWS THE MUNICIPALITY TO SET REGULATIONS FOR LEGALLY AMENDING THE ZONING DISTRICT AND THAT'S INCLUDED IN THERE.

C-1 PRIMARILY LOW INTENSITY RETAIL AND SERVICE USES NEAR EXISTING RESIDENTIAL AREAS AND THEN THE C-1A ZONING DISTRICT WHICH HAS THE INTENDED USE OF PROVIDING FOR AND AND STRENGTHENING THE DEVELOPMENT OF THE MIXED USE, PEDESTRIAN ORIENTED NATURE OF THE EXISTING NINE BLOCK HISTORIC DOWNTOWN AREA THAT SURROUNDS THE COURTHOUSE.

SO KIND OF WORKING BACK FROM THAT POINT, OUR PARTNERS AT DOUBLE CREEK CAPITAL HAVE HELPED US WITH A SITE THAT WE'VE IDENTIFIED.

THE NEW PROPOSED SITE WOULD BE WEST OF HIGHWAY 287.

AS YOU KNOW, IT'S A CHALLENGE TO GET FROM ONE SIDE OF THE HIGHWAY TO THE OTHER.

SO THAT'S WHY WE'VE IDENTIFIED THIS SITE AND ITS LOCATION WILL SERVE, AS YOU CAN SEE, A LOT OF THE DIFFERENT HIGHLIGHTED AREAS.

THOSE ARE DEVELOPMENTS THAT ARE INBOUND THAT THIS FIRE STATION WILL COMPLEMENT AND SERVE WELL.

PLUS IT WILL PUT US ON THE 51 IMMEDIATE 51 CORRIDOR.
