YOU GUYS HAVE ARE WELL AWARE THAT WE'VE BEEN GRAPPLING WITH COMING TO AN AGREEMENT ON THE DISTRICT BOUNDARIES OF OUR FIRST EVER TIRZ.

JUST A REMINDER FOR THOSE THAT MIGHT BE WATCHING OR JOINING US HERE TODAY.

TAX INCREMENT REINVESTMENT ZONE IS WHAT THE ACRONYM TIRZ STANDS FOR.

THE CONCEPT OF A TIRZ IS THAT THERE'S NO IMPACT TO THE CURRENT TAX PAYING CITIZEN ONCE THE DISTRICT IS CREATED.

IT WOULD SIMPLY BE PORTIONS OVER THE CURRENT VALUE THAT GET COLLECTED WOULD GO INTO A FUND DEDICATED FOR INFRASTRUCTURE PURPOSES IN THE DISTRICT, SO DEDICATED INFRASTRUCTURE FUNDS FOR THE FUTURE.

SOME BENCHMARKS THAT WE HAVE TO WATCH VERY CAREFULLY ARE THE 50% MARK, MEANING NOT MORE THAN 50% OF YOUR TOTAL TAXABLE VALUE CAN BE CAPTURED IN A TIRZ DISTRICT.

AND THEN THE OTHER BENCHMARK IS 30% OF THE VALUE CANNOT BE CAPTURED IN THE FORM OF RESIDENTIAL USE.

SO THOSE ARE THE TWO THINGS THAT WE'RE WATCHING OUT FOR.

WE'VE BEEN WORKING WITH PETTY AND ASSOCIATES TO GET TO THIS POINT TONIGHT, WHERE WE CAN LAY THE MAP OUT IN FRONT OF YOU, AND WHAT I WAS HOPING FOR TONIGHT WAS JUST A KIND OF A ROUNDTABLE WORKSHOP DISCUSSION OVER WHAT THE DISTRICT LOOKED LIKE TODAY IN ITS CONCEPT FORM, VERSUS WHAT YOU WOULD DESIRE IT TO LOOK LIKE.

WHAT I'M TRYING TO GET TO IS LIKE THE 90% MARK ON A DISTRICT BOUNDARY, TO GIVE IT BACK TO OUR CONSULTANTS AND HAVE THEM GET TO WORK ON CREATING OUR FIRST TIRZ DISTRICT.

NEXT WILL COME ONCE THE DISTRICT'S BEEN IDENTIFIED, THE NEXT PIECE WILL BE ALL THE CAPITAL IMPROVEMENT PLANS THAT WILL NEED TO GO INTO THE CREATION OF THE TOURS.

YES. AS LONG AS YOU'RE BRINGING INFRASTRUCTURE IN THE FORM OF WATER, SEWER, ROADS, SIDEWALKS, THINGS LIKE THAT, ANYTHING THAT WAS THOUGHT OUT AHEAD OF TIME AND LANDED IN THE CAPITAL IMPROVEMENTS LIST.

WE'VE BEEN RESEARCHING WAYS TO POINT DEVELOPMENT IN CERTAIN DIRECTIONS FOR OUR CITY AND THE PALOMA TRAILS DEVELOPMENT AGREEMENT HAS IN IT LANGUAGE THAT REQUIRES US TO ESTABLISH A TIRZ SPECIFICALLY FOR THEIR DEVELOPMENT.

AND THROUGH WORKING WITH OUR PARTNERS AT PETIT AND ASSOCIATES, WE DETERMINED THAT WE COULD USE THIS AS A TOOL TO DO MUCH MORE THAN JUST HELP THAT DEVELOPMENT ALONG.

AND SO THAT'S WHAT WE'RE INTENDING TO DO HERE, IS MAKE IT A MUCH LARGER TOOL FOR THE BETTERMENT OF THE COMMUNITY AT LARGE, INSTEAD OF JUST THAT PROJECT.

WELL, I GUESS THAT WOULD BE THE OTHER THING I THINK WOULD BE IMPORTANT.

AND I BELIEVE AND I WILL OBVIOUSLY LET THE REMAINDER OF COUNCIL RESPOND TO THAT.

BUT I ALSO APPRECIATE THE PROACTIVENESS OF THIS.

SO RAW LAND THAT WILL BE DEVELOPED OR COULD BE DEVELOPED IN A SPECIFIC AREA OF THE CITY.

SO WE HAVE A LITTLE BIT TOO MUCH RESIDENTIAL IN THIS CURRENT LAYOUT.

I THINK WE NEED TO DIG INTO THE DETAIL.

AND I THINK THAT WOULD SUBSTANTIALLY HELP OUR RESIDENTIAL PERCENTAGE.

RIGHT. AND JUST THINKING ABOUT GOING FORWARD, IF WE COME TO A PLACE WHERE WE AGREE ON A CURRENT DISTRICT, AS LONG AS WE'RE IN THE PARAMETERS ESTABLISHED, WE CAN CONTINUE TO AMEND THE TIRZ DISTRICT.

THAT'S RIGHT. IT CAN BE. IT CAN BE AMENDED ANNUALLY, IF YOU SO CHOOSE.

AND ONCE IT'S ESTABLISHED THAT 30% RESIDENTIAL PIECE GOES AWAY.

AND OBVIOUSLY THAT IS BECAUSE OVER TIME THESE AREAS OR POCKETS GET BUILT OUT.

FOR SOME TIME NOW, OUR PARTNERS IN THE SOUTH END OF WISE COUNTY HAVE BEEN DEALING WITH SOME GROWTH IN THE SAME FASHION THAT WE HAVE BEEN DEALING WITH IT, AND THEY HAVE BEGUN PUTTING THEIR HEADS TOGETHER ON A LONG TERM SOLUTION.

AND THEIR PROBLEM IMMEDIATELY TODAY IS A LACK OF CONTINUED GROUNDWATER AS A RESOURCE, WHICH IS A LITTLE DIFFERENT FROM OUR PROBLEMS SINCE WE'RE SURFACE WATER USERS.

BUT WHAT I'M ASKING FOR TONIGHT IS FOR US TO COME ALONGSIDE THEM AS PARTNERS IN THEIR LONG-TERM PLANNING.

THIS RESOLUTION WOULD ALLOW FOR ME TO PARTICIPATE AT YOUR DIRECTION IN THEIR PLANNING GROUP THAT THEY'VE ESTABLISHED.

IT WOULD ALSO ALLOW ME TO SPEND UP TO $10,000 FROM OUR WATER AND SEWER FUND TO HELP WITH ANY NECESSARY EXPENSES, SUCH AS LEGAL OR ENGINEERING FEES, THAT THEY'RE GOING TO INCUR AS THEY TRAVEL DOWN THE ROUTE OF EITHER CREATING LEGISLATION FOR A NEW WATER AUTHORITY, OR FOR JUST GETTING THEIR HEADS WRAPPED AROUND THE ENGINEERING PIECE FOR LONG TERM WATER SUSTAINABILITY.

IT'S WHAT THE PRESIDENT HAS DONE.
