BEFORE WE GET STARTED ON THAT, I WANT TO TAKE A MINUTE TO THANK NOT ONLY THE ENTIRE COUNCIL, BUT SPECIFICALLY THOSE WHO SERVED ON THE BUDGET COMMITTEE IN HELPING ME GET THIS FAR WITH THE BUDGET. AND I ALSO WANT TO THANK STAFF FOR POURING IN THE TIME TO PREPARE US ALL TO GRAPPLE WITH THIS BUDGET. IT'S BEEN AN INTERESTING COUPLE OF MONTHS DEALING WITH THIS BUDGET AND GETTING TO THE POINT WHERE I'LL RECOMMEND A TAX RATE TONIGHT AND CARRYING OUT ALL THE STEPS THAT ARE REQUIRED ACCORDING TO OUR CHARTER AND THE TAX OFFICE. SO BEFORE WE GET TOO FAR DOWN INTO THE WEEDS OF THE DOLLARS AND CENTS, I DO WANT TO REMIND YOU OF A FEW TERMS THAT MAY BE FOREIGN TO YOU, EXCEPT FOR THIS TIME OF YEAR. WHEN WE TALK ABOUT DEFINITIONS, THE NO NEW REVENUE TAX RATE IS LAST YEAR'S LEVY DIVIDED BY THE CURRENT TOTAL TAXABLE VALUE FOR THIS YEAR, MEANING THAT YOU WOULD NOT INCREASE ANY REVENUE PAST THAT POINT. SO NATURALLY, IN A HEALTHY MUNICIPALITY, THAT NUMBER WOULD STEADILY FALL BECAUSE THE CITY WOULD BE GROWING, WHICH WE ARE VERY PLEASED TO REPORT THAT THE NEXT TERM IS THE NO NEW REVENUE, MAINTENANCE AND OPERATIONS RATE. THAT IS THE PORTION OF THE RATE THAT EXCLUDES ANY OF OUR DEBT OBLIGATIONS. AND YOU'LL HEAR ME REFERENCE THAT AS WE GET CLOSER TO THE END OF THE PRESENTATION. AND IT JUST SIMPLY MEANS LAST YEAR'S LEVY, MINUS LAST YEAR'S DEBT, DIVIDED BY THE TOTAL VALUE THAT WE HAVE THIS YEAR, AND THEN THE VOTER APPROVAL RATE THAT ALLOWS FOR US TO GROW OUR MAINTENANCE AND OPERATIONS SIDE OF THE HOUSE BY 3.5% AND THEN ACCOUNT FOR ANY NEW DEBT WE TOOK ON BETWEEN LAST YEAR'S TAX RATE AND THIS YEAR'S TAX RATE, PROVIDED THAT WE TOOK THAT DEBT ON IN THE CERTIFICATE OF OBLIGATION FASHION. SO THOSE ARE SOME TERMS THAT WE'LL SEE AGAIN AS THE PRESENTATION MOVES ALONG. SO THE DATES THAT WE'LL POINT OUT TONIGHT, AND THIS WILL BE OUR ROADMAP FOR GETTING A TAX RATE AND A BUDGET APPROVED THIS YEAR. TONIGHT YOU'LL APPROVE BY A RESOLUTION THE CERTIFIED PROPERTY TAX VALUES. YOU'LL SCHEDULE A PUBLIC HEARING FOR ADOPTING THE BUDGET. AND YOU'LL SCHEDULE A PUBLIC HEARING AFTER PROPOSING A TAX RATE TO GET TO A TAX RATE THIS YEAR. AND THEN ON THE 26TH, YOU'LL HAVE THE FIRST READING OF BOTH OF THOSE. AND THEN ON SEPTEMBER 9TH, YOU'LL HAVE THE SECOND READING AND ADOPT BY ORDINANCE YOUR TAX RATE AND YOUR BUDGET. ALL RIGHT. TAXABLE PROPERTY VALUES. CURRENTLY THIS YEAR IN FY 2024, WE ARE AT HUNDRED AND 93 TOTAL TAXABLE DOLLARS. FOR FY 25, WE WILL BE AT 1,378,121,520 FOR TOTAL TAXABLE VALUES. THAT'S AN INCREASE OF 10% OVERALL IN THE TOTAL TAXABLE VALUE. AND OF THAT 10%, 19 MILLION OF IT IS DEVOTED TO NEW CONSTRUCTION. SO THOSE WERE NUMBERS THAT WE DIDN'T HAVE ACCESS TO WHEN WE WERE ALL TOGETHER AS A GROUP. THE LAST TIME WE SPOKE BUDGET WE DID SEE THOSE TOWARDS THE END OF JULY. SO WE PUT THAT ON A SLIDE SHOW. CAN YOU GIVE ME THE SCREEN CONTROL, PLEASE? THANK YOU. AND I'M PROPOSING THIS YEAR THAT YOU TAKE THE VOTER APPROVAL RATE, WHICH IS 0.577551 CENTS AND THEN YOU CAN SEE THERE OUR MAINTENANCE AND OPERATION DID REDUCE, BUT BECAUSE OF THE NEW CONSTRUCTION VALUES, WE ACTUALLY GREW MAINTENANCE AND OPERATION. AND THEN OF COURSE, YOU ALL REMEMBER THE FCO 2024 DEBT PACKAGE THAT WE ISSUED THAT COVERED PUBLIC SAFETY, THE FINISH OUT OF THE POLICE FACILITY WATER AND WASTEWATER PROJECTS. THERE ARE SEVERAL PIECES OF DEBT THAT WE ISSUED IN THAT 2024 SERIES, WHICH IS WHY YOUR INS OR YOUR DEBT TAX HAS INCREASED TO A SMALL AMOUNT THERE. SO, I AM PROPOSING A PROPERTY TAX RATE FOR YOU TO FOLLOW. THAT IS THE VOTER APPROVAL RATE OF 0.577551 CENTS. IT IS HIGHER THAN OUR NO NEW REVENUE RATE, BUT IT DOES NOT PUT US IN THE POSITION TO BE SUBJECT TO ROLLBACK. IT'S A 0.003 $0.05 DECREASE IN THE OVERALL TAX RATE. TAKING THIS OPTION WILL GENERATE $729,559 IN ADDITIONAL REVENUE, WITH A 110,000 OF THAT BEING IN THE FORM OF NEW CONSTRUCTION. AND IF YOU'LL REMEMBER, EVERY YEAR WE GRAPPLE WITH THE LANGUAGE THAT'S USED IN THE PUBLIC POSTINGS. AND SO WE DO HAVE TO SAY THIS YEAR THE CITY RAISED TAXES BY APPROXIMATELY -$3.62 PER $100,000 OF HOME VALUE. AND WE ARE MAINTAINING OUR DISABILITY EXEMPTION AT 25,000. SO WHEN WE REACH OUT TO THE COUNTY FOR THEIR AVERAGE HOMESTEAD TAXABLE VALUE THIS YEAR, THEY HAVE US AT $256,939. LAST YEAR WE WERE AT 267 AND $94 $267,094. THAT IS A 12% SHOULD BE DECREASED THERE. THAT'S A TYPO. SO THAT MEANS THAT THE AVERAGE HOMEOWNER IS GOING TO SEE ABOUT A $68 DECREASE IN THEIR TAXES OR A 2.5%. AND YOU CAN SEE THERE ON THE VERY BOTTOM, THE TOTAL LEVY ON ALL PROPERTIES IS GOING FROM 7.2 MILLION TO 7.9 MILLION. AND SOME CHANGE. SO THAT'S UP ABOUT 10%. AND I WOULD REMIND EVERYBODY THIS IS JUST THE CITY'S PORTION OF THE TAX RATE. OBVIOUSLY THERE ARE OTHER OUR OTHER PARTNERS HAVE THEIR OWN TAXES AND THEY'RE GOING THROUGH THE SAME PROCESSES THAT WE ARE RIGHT NOW AT THIS TIME DURING THE SEASON. SO THAT'S WHERE WE'RE AT ON TAX RATE. AND WE'LL COME BACK TO THIS ITEM HERE IN JUST A MOMENT. LET'S TALK ABOUT HOW WE FOCUSED ON OUR BUDGET THIS YEAR. THE COUNCIL HAS CONSISTENTLY BEEN EMPLOYEE FOCUSED. AND THIS YEAR THAT LOOKED LIKE HIRING AND RETAINING AND DOING SOME RESTRUCTURING OF OUR DEPARTMENTS. WE MAINTAINED OUR FUND BALANCE GOALS 25% IN THE GENERAL FUND AND THEN 20% IN OUR FUND TWO OR OUR WATER FUND. WE CONTINUE TO PRIORITIZE STREET PAVING, LEASING OF PUBLIC SAFETY VEHICLES, BUILDING REPAIRS, AND THAT'S BUILDING REPAIRS FOR ALL OF OUR BUILDINGS AND THEN MAINTENANCE TYPE EQUIPMENT, WHETHER THAT BE IN PUBLIC WORKS OR OTHER FACILITIES. SO, THIS YEAR, FOCUSING ON PERSONNEL. I AM PLEASED TO REPORT TO YOU THAT WE HAVE A BALANCED BUDGET, MEANING THAT OUR EXPENSES ARE NOT MORE THAN OUR REVENUES AND PERSONNEL. WE'VE CREATED A MERIT PROGRAM. WE HAVE FUNDED THE STEP PLAN FOR PUBLIC SAFETY. THAT'S POLICE AND FIRE. WE'VE MAINTAINED OUR HEALTH CARE COSTS AT 100% PER EMPLOYEE. WE ARE ALLOWING FOR NEW EMPLOYEES OR PROVIDING THIS BUDGET PROVIDES FOR NEW EMPLOYEES, FOR POLICE, FIRE AND PUBLIC WORKS. AND THEN WE'RE CONTINUING TO LEAN ON OUR TECHNOLOGY SERVICES CONTRACTS. IF YOU'LL RECALL, WE ENTERED INTO THOSE CONTRACTS TO KIND OF FLIP OUR TONE WITH TECHNOLOGY, TAKE A LOT OF WEIGHT OFF OF OUR IN-HOUSE STAFF, BUT THEN ALSO ALLOW FOR SOME SECURITIES, BIG BROTHER, IF YOU WILL, WATCHING OUT FOR US IN THE BACKGROUND. AND THEN, OF COURSE, WE'RE ALL FAMILIAR WITH THE DEBT SERVICES, PUBLIC SAFETY AND OUR INFRASTRUCTURE THAT WE TOOK ON. SO WE'LL TALK ABOUT SALES TAX COLLECTIONS. WE'RE ANTICIPATING A 3% INCREASE. SO, IF WE LOOK AT WHERE 2024 IS PERFORMING RIGHT NOW, IT PUTS US RIGHT AT 6.7 MILLION FOR YEAR END FOR FY 24 AND SO WE SIMPLY DID THE MATH AND CREATED A 3% INCREASE ON THAT PROJECTION TO LAND US RIGHT AT ABOUT 6.9 [00:10:06] MILLION IN SALES TAX COLLECTIONS. AND THEN OF COURSE, EDC GETS THEIR PORTION AND WE GET OUR PORTION. AND AGAIN, YOU CAN SEE FAIRLY STEADY GROWTH AS THE YEARS COME ALONG. WE ARE CONSERVATIVE IN SALES TAX THIS YEAR. I FEEL LIKE THAT'S JUST KIND OF WHERE WE'RE AT IN THE ECONOMY AND HOW PEOPLE ARE SPENDING THEIR DISPOSABLE INCOME. I'M VERY COMFORTABLE WITH 3%. AND I BELIEVE OUR, OUR COUNCIL BUDGET COMMITTEE FELT THE SAME. SO IF WE LOOK AT IF WE WERE TO ONLY LOOK AT ONE SLIDE TONIGHT, I WOULD SHOW YOU THIS SLIDE. OUR GENERAL FUND REVENUES THIS YEAR ARE PROJECTED TO BE $17,142,946. AND THEN OUR EXPENSES VERY CLOSELY THIS YEAR, $17,142,805. SO ON THE REVENUE SIDE OF THE HOUSE, THAT'S AN INCREASE OF $1,208,588. AND THEN ON THE EXPENSE SIDE OF THE HOUSE, THAT'S AN INCREASE OF $1,106,864. I'LL POINT OUT THE EXPENSES $300,000 IN THE MERIT PROGRAM CREATION AND THEN THE COMMITMENT TO OUR PUBLIC SAFETY STEP PAY. AND THEN OUR NEW POSITIONS. TWO IN POLICE, ONE IN FIRE, ONE IN DISPATCH AND TWO IN PUBLIC WORKS. WE REMAIN COMMITTED TO LONGEVITY AND CERTIFICATION PAY FOR OUR STAFF. AND THEN THE PUBLIC SAFETY EXPENSES. JUST A REMINDER THAT WE TRANSFERRED A LOT OF THE I'LL SAY, PUBLIC SAFETY SPECIFIC TECHNOLOGY FUNDS OUT OF THE TECHNOLOGY BUDGET, INTO THE POLICE BUDGET AND FIRE BUDGET WHERE APPROPRIATE. WHILE THAT WAS LESS. AND THEN JUST A REMINDER THAT WE HAVE ONE MORE CALENDAR YEAR TO SPEND, THE ARPA FUNDS THAT WERE GIVEN TO US AS PART OF THE COVID RELIEF ACT. SO WE HAVE $600,000 REMAINING IN THOSE ARPA FUNDS, AND THEY WILL HAVE TO BE SPENT BY THE END OF WE PREFER BY THE END OF FY 25. ON THE REVENUE SIDE OF THE HOUSE, YOU SEE US REFLECT THE 3% INCREASE IN SALES TAX. THEN, OF COURSE, CONFERENCE CENTER RECEIPTS CONTINUE TO TREND UPWARDS. AND THEN EVERYTHING RELATED TO BUILDING, PLANNING AND FIRE PERMITTING FEES ALL ARE TRENDING IN AN UPWARD FASHION. SO WE APPLIED ANYWHERE FROM A 15 TO 20% LOGIC TO THOSE REVENUE SOURCES TO COME UP WITH THAT $300,000 TOTAL INCREASE. OKAY, I'LL SWITCH GEARS BRIEFLY TO THE WATER FUND, WHICH IS FUND TWO. THIS WOULD BE, THIS WOULD MARK OUR TOWN AS A PIONEER AND DRAW SIGNIFICANT INTEREST FROM ACROSS THE COUNTRY. ECONOMIC AND COMMUNITY DEVELOPMENT. THE RENAMING COULD SERVE AS A CATALYST FOR THE DEVELOPING OF A MULTI-USE PUBLIC SERVICE AREA AT THE AIRPORT. THIS COULD INCLUDE LARGE GRAVEL PARKING LOTS, PORTABLE RESTROOMS, ELECTRIC POLES, RV HOOKUPS, FOOD TRUCKS, LOCAL VENDORS, FARMER'S MARKET, ETC.
