IF YOU'LL REMEMBER, BACK IN NOVEMBER OF 2021, ANNA GAVE YOU A PRESENTATION ON THE USE OF AMERICAN RESCUE FUNDS THAT WERE GIVEN TO THE CITY IN THE FORM OF $1.7 MILLION, AND THOSE WERE GIVEN WITH THE PURPOSES OF SPENDING IN SIX DIFFERENT CATEGORIES, RESPONDING TO PUBLIC HEALTH TO INCLUDE THE NEGATIVE ECONOMIC IMPACTS, REVENUE LOSS, PREMIUM PAY, INVESTING IN WATER AND SEWER INFRASTRUCTURE, AND THEN INVESTING IN BROADBAND INFRASTRUCTURE.WE TOOK THOSE TWO ITEMS OR TWO TRANCHES, IF YOU WILL, IN OVER TWO BUDGET YEARS FOR A TOTAL OF $1,761,267.48.
THE FUNDS IDEALLY WERE GIVEN BY THE FEDERAL GOVERNMENT TO LOCAL MUNICIPALITIES WITH THE INTENT OF HELPING EVERYONE ESSENTIALLY GET BACK ON THEIR FEET POST-PANDEMIC.
THAT WAS THE BASIC INTENT OF AMERICAN RESCUE PLAN FUNDS.
THE SCREEN SAYS UP HERE, LESS THAN 10 MILLION.
THAT'S A REMINDER FOR ME TO TELL YOU THAT COMMUNITIES THAT RECEIVE LESS THAN $10 MILLION ARE ALLOWED TO GUIDE THE USE OF THOSE FUNDS AT THIS LEVEL, THROUGH USING LOCAL RULES AND REGULATIONS THAT HAVE BEEN PUT IN PLACE THROUGH THEIR ELECTED BODY, AND THEN OF COURSE, THE RULES AND REGULATIONS THAT APPLY TO STAFF SPENDING MONEY IN A FISCALLY RESPONSIBLE WAY.
TONIGHT, I JUST WANT TO RECAP WHERE WE'VE GONE SINCE THOSE FUNDS WERE GIVEN TO US.

FIFTY-SIX THOUSAND WAS SPENT ON CONFERENCE CENTER UPDATES.
WE PUT A NEW SIGN OUT THERE AND UPDATED THEIR PHONE SYSTEM, WHICH BROUGHT THEM IN WITH THE REST OF THE CITY ON A COMPLETELY NEW PHONE SYSTEM AND THE UPDATES ACROSS THE CITY ON THAT.
THE NEXT ITEM WAS NONPROFIT SUPPORT, AND I DO HAVE A SMALL TYPO HERE.
THERE WERE EIGHT NONPROFIT GROUPS WHO APPLIED FOR $5,000 GRANTS, AND THROUGH A COMPETITIVE PROCESS, THOSE WERE ALL ISSUED OUT TO THE SUM OF $40,000.
THE NEXT ITEM WAS PREMIUM PAY.
$36,900 WAS GIVEN TO 62 CITY OF DECATUR EMPLOYEES WHO WERE BELOW THE STATE RESIDENT AVERAGE ANNUAL WAGE.
THIS WAS A WAY TO TELL OUR TEAM, THANK YOU, THEY CONTINUED TO WORK THROUGH THE COVID CRISIS OR PANDEMIC RESPONSE RATHER, BUT THEY WEREN'T NECESSARILY LABELED AS ESSENTIAL EMPLOYEES, SUCH AS EMS OR FIRE POLICE, THAT SORT OF THING.
THIS HAS BEEN A BIG AND VERY APPROPRIATE USE OF FUNDS OUT OF THIS AMERICAN RESCUE PLAN FUNDING.
$513, 222 SO FAR HAS BEEN SPENT IN MODERNIZING POLICE AND FIRES RADIO NETWORK AND THE SOFTWARE ASSOCIATED WITH ALL THE WAY THROUGH THE DISPATCHING CONSOLE INTO THE CARS THAT THE OFFICERS AND FIRE DEPARTMENT ARE IN.
THERE WERE NEW TOOLS FOR OFFICER AND RESPONDER SAFETY, AND ESSENTIALLY, WE WERE JUST STRENGTHENING OUR NETWORK AND MODERNIZING IT A LITTLE BIT.
WE ADDED A LAYER OF PROGRAMMING AND SOME HARDWARE FOR REDUNDANT COMMUNICATIONS BETWEEN CITY OF DECATUR UNITS AND NON-CITY OF DECATUR UNITS, AND THAT'S NOT SPECIFIC TO JUST RESPONDING IN WISE COUNTY.
FOR EXAMPLE, FIRE WAS ABLE TO LEVERAGE SOME OF THIS FUNDING TO GET QUAD BAND RADIOS, IF I BELIEVE THAT'S CORRECT, CHIEF, TO WHERE THEY CAN NOT ONLY TALK TO RESPONDERS IN THE IMMEDIATE AREA, BUT IF WE RECEIVE A NEXT COUNTY OVER RESPONSE, FOLKS FROM TARRANT COUNTY OR ANOTHER COUNTY, THEY CAN DIAL IN THEIR RADIOS TO BE ABLE TO COMMUNICATE WITH THOSE RESPONDERS.
THE NEXT ELEMENT IS NETWORK SECURITY ENHANCEMENTS, SO $202,750 WENT TOWARDS CYBERSECURITY INFRASTRUCTURE, SPECIFICALLY, OFFSITE BACKUPS, THREAT DETECTION AND ELIMINATION.
SOFTWARE, WE'RE LEVERAGING THIRD-PARTY CYBERSECURITY AND NETWORKING FOLKS TO HELP US.
