AND TO START THE THE NIGHT'S MEETING.

[PRESENTATIONS, RECOGNITION]

I'M GOING TO COME AROUND.

. WHEREAS WE ARE HERE TODAY TO PAY HONOR AND TO CELEBRATE THE OUTSTANDING VOLUNTEER CAREER OF AND WHEREAS MR. EATON'S EXEMPLARY DEDICATION TO THE WISE COUNTY WATER SUPPLY BOARD AS A BOARD MEMBER BEGAN APRIL 14TH, 1992 AS CHAIRMAN FOR MAY 16TH, 2018, THROUGH 2024.

AND WHEREAS, HE SERVED LOYALLY AND WITH EXCELLENCE, HELPING TO POSITION THE CITY OF DECATUR FOR GENERATIONAL GROWTH AND DEVELOPMENT.

AND WHEREAS MR. EATON HAS ENRICHED THOSE FORTUNATE ENOUGH TO KNOW AND SERVE WITH HIM.

HE EXEMPLIFIES THE BEST OF DECATUR AND WISE COUNTY AND IS A SHINING EXAMPLE OF AND WHEREAS MR. EATON HAS COMMITTED MANY VOLUNTEER HOURS TO THE WISE COUNTY WATER SUPPLY DISTRICT AND HAS ADVOCATED FOR THE BETTERMENT OF WATER SUPPLY AND QUALITY IN DECATUR, MR. EATON HAS REPRESENTED THE CITY OF DECATUR WELL, AND NOW THEREFORE, BE IT KNOWN TO ALL PRESENT THAT I, MELINDA REEVES, MAYOR PRO TEM OF THE CITY OF DECATUR, DO HEREBY PROCLAIM APRIL 8TH, 2024, AS ROY EATON APPRECIATION DAY THROUGHOUT THE CITY OF DECATUR.

WE FURTHER URGE ALL OF THE CITY OF DECATUR TO JOIN US AS WE EXTEND OUR SINCERE APPRECIATION FOR HIS DISTINGUISHED SERVICE AND BEST WISHES. THANK YOU [APPLAUSE]. WELL, I WILL JUST SAY THAT THIS THIS THIS VALUES GOOD RELATIONSHIPS AND PARTICULARLY GOOD RELATIONSHIP WITH THE TARRANT REGIONAL WATER DISTRICT, WHICH I KNOW THAT NATE AND GREG ARE CONTINUING THE RELATIONSHIP THAT STARTED WAY BACK IN 1965.

AND DECATUR'S FUTURE IS SOLID BECAUSE WE HAVE A SOLID LONG RANGE WATER SUPPLY FROM LAKE BRIDGEPORT, FROM THE TARRANT REGIONAL WATER DISTRICT. AND IT'S A IT'S A IT'S A GREAT THING.

AND WE'RE READY FOR GROWTH.

AND WE KNOW YOU HAD A LARGE PART IN THAT AND WE CAN'T THANK YOU ENOUGH REALLY.

THE WISE COUNTY MESSENGER HAS SHARED WISE COUNTY STORY FOR THE LAST 144 YEARS.

AND WHEREAS, WHILE REMAINING COMMITTED TO ITS 140 YEAR OLD PRINT HERITAGE, THE WISE COUNTY MESSENGER IS INFORMING MORE PEOPLE THAN EVER THROUGH DIGITAL NEWS AND ADVERTISING.

THESE DIGITAL FIRST STRATEGIES HAVE LED TO ROBUST GROWTH AND NOW INCLUDES AN AUDIENCE OF 70,000 75,000 READERS ACROSS ALL MEDIA AND PLATFORMS, AND A WEBSITE THAT GENERATES 20,000 PAGE VIEWS PER DAY.

WHEREAS THE WISE COUNTY MESSENGER HAS BEEN CONSISTENTLY RECOGNIZED AS ONE OF THE BEST WEEKLY NEWSPAPERS IN TEXAS, GARNERING DOZENS OF REGIONAL, STATE, AND NATIONAL AWARDS.

MOST RECENTLY RECOGNIZED AS THE SOLE RECIPIENT OF THE EMERGENCY MANAGEMENT ASSOCIATION OF TEXAS OUTSTANDING MEDIA AWARD IN 2023 FOR CONTRIBUTING DURING RECENT WILDFIRES.

AND WHEREAS FOR MORE THAN A CENTURY, THE MESSENGERS AWARD WINNING NEWS COVERAGE HAS RECORDED WISE COUNTY'S TRIUMPHS AND TRAGEDIES, PROMOTING GOVERNMENT TRANSPARENCY AND ACCOUNTABILITY, WHILE ALSO OFFERING AN IMPORTANT PLATFORM TO HELP THE COMMUNITY THRIVE.

AND WHEREAS ROY AND JANINE EATON HAVE OWNED THE WISE COUNTY MESSENGER FOR 51 YEARS, BRINGING A STANDARD OF EXCELLENCE, INVESTMENT IN THE COMMUNITY AND KEY INNOVATIONS, IN 1976, THE MESSENGER BEGAN PRINTING AND DISTRIBUTING A FREE DAILY PRINT PRODUCT CALLED THE WISE COUNTY UPDATE, WHICH QUICKLY BECAME PART OF THE MORNING READING ROUTINE FOR THOUSANDS OF MESSENGER STAFF OF MESSENGER OF MESSENGER SUBSCRIBERS. THE MESSENGER STAFF CONTINUES TO PRODUCE THE UPDATE, PROVIDING VITAL INFORMATION TO THE COMMUNITY.

ON OUR SALES COMPARISONS FOR FISCAL YEAR 23-24 WE ARE CURRENTLY AT A 16% INCREASE OVER THE PREVIOUS YEAR, WITH QUITE A BIT OF TIME LEFT IN THIS FISCAL YEAR, SO WE'RE EXCITED ABOUT THAT.

MISS JOHNSON HAS DONE A LOT OF PROMOTIONS, AS YOU GUYS KNOW, WITH MOTHER'S DAY AND DIFFERENT THINGS LIKE THAT.

THE NEXT SOURCE OF REVENUE $346,000 TO DATE.

COURT FINES ALSO $346,000.

BUILDING AND PLANNING.

SERVICE FEES $203,000.

CONFERENCE CENTER REVENUES, AS TIM MENTIONED, UP SUBSTANTIALLY FROM WHERE THEY WERE LAST YEAR, WHICH IS A GREAT SIGN AT $327,000 AND THEN SALES TAX $3.3 MILLION FOR THE FIRST SIX MONTHS OF FY 24.

AND HERE IS THAT EXACT SAME DATA COMPARED TO OUR BUDGET.

SO IF WE GO FROM THE TOP DOWN, GREEN REPRESENTS OUR ACTUAL REVENUES COMING IN.

BLUE IS THE BENCHMARKED AGAINST THE EXPECTED BUDGET.

SO AS YOU SEE FROM THE TOP DOWN, PROPERTY TAX IS RIGHT ON TRACK AT ABOUT 99% COLLECTION.

SALES TAX IS VERY STRONG AT 75% OF THE ANTICIPATED BUDGET.

FRANCHISE, HOTEL AND MIXED DRINK TAX IS SLIGHTLY LOWER THAN 50% AT THIS POINT IN TIME IN THE YEAR.

I WOULD NOTE THAT MOST OF OUR HOTEL TAXPAYERS ARE PAY ON A QUARTERLY BASIS, SO MY SUSPICION IS WE HAVE NOT YET RECORDED THE FIRST QUARTER OF SALES TAX COLLECTIONS.

SO THAT'S WHY THAT NUMBER SEEMS LOW.

IF WE LOOK AT THIS AGAIN IN A FEW DAYS, IT WILL PROBABLY BE CLOSER TO THE 50% MARK WHERE IT SHOULD BE.

COURT FINDS VERY HEALTHY DEVELOPMENT FEES ARE RIGHT ON TRACK AT JUST BELOW 50%.

AND THEN THE CONFERENCE CENTER IS ACTUALLY OVER CLOSER TO 60% OF ITS TOTAL PROJECTED BUDGET REVENUES.

SO VERY STRONG BUDGET IN TERMS OF REVENUE SOURCES.

GO AHEAD RONNIE. I'M JUST GOING TO LET YOU HAVE THAT.

THIS IS A BENCHMARKING AGAINST WHERE WE WERE IN FY 2023 FOR THE EXACT SAME TIME PERIOD.

SO FIRST SIX MONTH LOOK, COMPARING FY 24 TO FY 23, SAME SET OF DATA.

AND YOU CAN SEE THERE THAT WE'RE TRACKING FAIRLY CONSISTENT WITH SALES TAX BEING SIGNIFICANTLY AHEAD OF WHERE WE WERE AT THE SAME TIME IN FY 23.

SO ALL THE OTHER BENCHMARKS ARE RIGHT ON TRACK.

IT'S A VERY STRONG REVENUE SOURCE.

MOVING ON TO SALES TAX COLLECTIONS AGAIN, FIRST SIX MONTHS OF FY 24.

YOU CAN SEE THOSE REPRESENT THE COLLECTIONS FOR EACH MONTH.

NOW REMEMBER SALES TAX IS COLLECTED FOR TWO MONTHS ACTIVITY IN THE [INAUDIBLE].

SO FOR EXAMPLE YOU SEE THERE IN FEBRUARY WE COLLECTED $918,000 IN SALES TAX REVENUE.

AND YOU WOULD TEND TO THINK THAT PEOPLE DID A LOT OF CHRISTMAS SHOPPING.

THAT WAS ACTUALLY REFLECTIVE OF AN AUDIT COLLECTION FOR YEAR END 2023.

AND THEN YOU SEE WE TURN AROUND IN MARCH AND GAVE THE MAJORITY OF THAT RIGHT BACK THROUGH A BALANCING RETURN TO THE STATE.

SO IF YOU GO TO THE NEXT SLIDE THERE RONNIE, IT'LL MAKE A LITTLE MORE SENSE.

IF WE LOOK AT OUR AUDIT CORRECTION, YOU CAN ACTUALLY SEE THAT FEBRUARY'S ACTIVITY WAS UP BY 2.25% AND THEN MARCH RIGHT BEHIND THAT, UP BY ABOUT 7.23%. AND BASICALLY THAT AUDIT WAS A WASH WITH US GIVING BACK SOME FUNDS.

SO IT IS INTERESTING HOW THOSE EBB AND FLOW, BUT THEY ALMOST ALWAYS FOLLOW EITHER A YEAR END CLOSE OUT OR A QUARTER AUDIT FUNCTION AT THE STATE LEVEL.

GET INTO EXPENDITURES.

NOW CATEGORIZE THESE BY ASSOCIATION.

SO HERE YOU SEE PUBLIC SAFETY, ANIMAL SERVICES, POLICE, COURT OR JUSTICE FUNDS, FIRE, AND THEN TECHNOLOGY SERVICES.

EACH OF THESE DEPARTMENTS ARE RIGHT ON TRACK WITH WHAT WE'RE LOOKING FOR HERE ON THIS SLIDE AND THE TWO SLIDES THAT FOLLOW IS TO MAKE SURE THAT THEIR EXPENSES ARE AT OR BELOW 50%. SINCE WE'RE AT THE 50% MARK FOR OUR BUDGET YEAR, AND YOU CAN SEE THAT OUR DEPARTMENT HEADS ARE GOOD STEWARDS OF THEIR BUDGET FUNDS.

THIS IS PUBLIC WORKS, AIRPORT STREETS, CEMETERY, PARKS AND THEN PUBLIC WORKS ADMIN OR GENERAL FUND.

YOU CAN SEE HERE THAT AGAIN THE DEPARTMENT HEAD WHICH IS GREG ACTUALLY TACKLES PRETTY WELL ALL OF THIS PAGE RIGHT HERE.

HE'S A VERY GOOD STEWARD OF HIS FUNDS.

THIS IS CITY SERVICES.

SO THIS WOULD BE EVERYTHING THAT'S NOT CAPTURED IN PUBLIC WORKS OR PUBLIC SAFETY.

AND IT WOULD APPEAR THAT THERE'S ADDITIONAL SPENDING OUT OF ADMIN.

BUT I WOULD JUST REMIND YOU THAT BY THE CLOSE OF THIS CALENDAR YEAR, WE HAVE TO HAVE EITHER ALLOCATED OR SPENT THE REMAINING ARPA FUNDS THAT WERE DIVVIED OUT DURING THE COVID TIMES.

AND SO A BIG CHUNK OF THOSE FUNDS ARE FLOWING THROUGH ADMIN RIGHT NOW IN THE FORM OF TECHNOLOGY SERVICES UPDATES.

SO OPPORTUNITIES FOR US TO ENHANCE OUR CYBER SECURITY OR OUR NETWORK SECURITY PHONE SYSTEM UPGRADES, THINGS LIKE THAT, THOSE ARE BEING SPENT THROUGH THE ADMIN FUNDS.

SO THAT'S WHY THAT LOOKS OUT OF OUT OF CHARACTER THERE COMPARED TO THE OTHER DEPARTMENTS, WHICH ARE MAIN STREET, LIBRARY, PLANNING, CONFERENCE CENTER, AND THEN INSPECTION OR BUILDING SERVICES ALL ON TRACK.

SO WE'LL SWITCH GEARS HERE TO UTILITIES FUND.

YOU HEAR US CALL THIS INTERNALLY.

WE CALL THIS FUND TWO.

THIS IS WHERE WATER, WASTE WATER AND REFUSE TRASH AND RECYCLING ALL FUNNEL THROUGH OUR UTILITIES FUND.

SO ON THE LEFT THERE FY 24, OUR BUDGETED AMOUNT WAS $6.9 MILLION.

AND WE'RE CURRENTLY AT 41% OF REVENUES RETURNED IN THAT BUDGET LINE.

AND THE REASON WHY IT'S A LITTLE BIT OFF OF THE 50% MARK IS BECAUSE MARCH'S BILLING HASN'T BEEN COMPLETED JUST YET.

SO I WANT TO BRAG A LITTLE BIT MORE ON THE UTILITIES GROUP HERE IN JUST A MOMENT.

ON THE RIGHT IS FY 23.

SO YOU CAN SEE WE'RE RIGHT ON TRACK WHERE WE SHOULD BE IN TERMS OF UTILITIES AND THEIR REVENUE SOURCES.

LET'S TALK ABOUT EXPENDITURES OUT OF FUND TWO.

IT ADDRESSES SHUT OFFS, OUR WATER SHUT OFFS.

SO THESE ARE FOLKS THAT GO PAST DUE AND THEN THEY DON'T THEY HAVE TROUBLE PAYING THEIR UTILITY BILL AND THEY GET ON THE SHUT OFF LIST.

SO HUGE PROCESS IMPROVEMENT THERE, A LOT OF POSITIVE FEEDBACK FROM OUR CUSTOMERS, AND I JUST WANT TO TAKE A MOMENT TO GIVE A SHOUT OUT TO JEN AND HER TEAM AND THE UTILITY BILLING TEAM OVER IN THE PUBLIC WORKS DEPARTMENT THAT'S HELPED US GET THESE ITEMS STRAIGHTENED OUT.

AND ULTIMATELY, IT'S IT'S LANDED ON A BETTER PROCESS FOR THE CUSTOMERS.

MUNICIPAL COURT CURRENTLY REPORTS UP THROUGH THE FINANCE DEPARTMENT.

TYPICALLY, IT'S ABOUT A TWO YEAR PROCESS IN WHICH THEY COMPLETE THREE THREE WEEK SESSIONS AT DIFFERENT UNIVERSITIES.

THE FIRST UNIVERSITY IS AT TEXAS A&M, THE SECOND IS TEXAS WOMEN'S UNIVERSITY, AND THEN THE THIRD, THEY FINISH UP BACK AT SAM HOUSTON STATE IN HUNTSVILLE.

AND BASICALLY, YOU KNOW, THEY'RE THEY'RE GROUPED INTO CLASSES WITH OTHER OFFICERS AND INDIVIDUALS ACROSS THE STATE.
