WHEREAS FOR GENEROUS, EXCUSE ME, FOR GENERATIONS, THE BRAVE MEN AND WOMEN OF THE CITY OF DECATUR POLICE DEPARTMENT HAVE ANSWERED THE CALL TO SERVE AND PROTECT OUR COMMUNITY.

OUR LAW ENFORCEMENT OFFICERS EMBODY THE COURAGE AND HONOR THAT REPRESENT THE BEST OF DECATUR, AND WHEREAS IN MOMENTS OF DANGER AND DESPERATION, THE FIRST PEOPLE WE TURN TO ARE LAW ENFORCEMENT OFFICERS.

THESE OFTEN UNSUNG HEROES RISKED THEIR LIVES SO THAT WE MAY THAT WE CAN LIVE IN PEACE AND IN SECURITY.

THEY PLAY SUCH AN INTEGRAL PART IN OUR SOCIETY.

THEY ARE THE GUARDIANS OF OUR WAY OF LIFE, AND THEY DESERVE OUR SUPPORT, AND WHEREAS WE OWE DUTIFUL RESPECT AND HUMBLE GRATITUDE TO THE CITY OF DECATUR POLICE OFFICERS WHO WORK TIRELESSLY TO PROTECT, AND THEY SACRIFICED SO MUCH TO MAINTAIN AND DEFEND OUR CIVIL ORDER AND OUR COMMUNITY.

THANK YOU FOR THAT WE STARTED A CONVERSATION IN JUNE OF 23 ABOUT IMPACT FEES.

THAT WAS KIND OF AN IMPACT FEE 101 WORKSHOP.

THEN WE INVITED KIMLEY-HORN BACK IN SEPTEMBER ON THE 25TH FOR A PRESENTATION WITH SOME POTENTIAL ACTION STEPS, AND FROM THAT POINT UNTIL NOW, WE'VE LEARNED THAT OUR LAST IMPACT FEE UPDATE WAS DONE IN 2011.

SO WE'RE WELL DUE FOR AN IMPACT FEE UPDATE, AND WHAT I'M PROPOSING TO YOU TONIGHT IS FROM OUR PARTNERS AT KIMLEY-HORN ON PAGE EIGHT OF YOUR PACKET. IT TALKS ABOUT A SCHEDULE AND A TASK LIST WITH A TIMELINE.

THERE'S ESSENTIALLY EIGHT KEY TASKS THAT WILL GET US THROUGH A FEE STUDY AND UPDATE WITH BENCHMARKS ALONG THE WAY FOR COUNCIL INPUT, AND THEN WE'LL WE HOPE TO PUT THIS INTO OCTOBER 1ST, WHICH WILL BE FY 25 BUDGET.

SO THE TOTAL FOR THE STUDY IS A NOT TO EXCEED NUMBER OF 145,000.

THAT IS A DOLLAR VALUE THAT WE CAN COVER OUT OF FUND TWO, WHICH IS OUR WATER WASTEWATER UTILITY FUND, AND WE ARE IN A FINANCIAL POSITION TO TAKE THIS ACTION, IF YOU SO CHOOSE, TO ALLOW US TO DO SO.

MAYOR AND COUNCIL, IF YOU'LL REMEMBER, BACK ON THE 25TH OF SEPTEMBER 23, WE HAD KIMLEY-HORN AND NEWGEN PARTNER TOGETHER IN THAT PRESENTATION, AND THEY REMINDED US THAT YOU KNOW, THE FOUNDATION REALLY WAS OUR COMP PLAN THAT WAS DONE IN 2020 AND BY UPDATING OUR IMPACT FEES, WE COULD ALSO STAND TO UPDATE OUR WATER AND WASTEWATER RATES, AND SO THROUGH A STUDY WITH NEWGEN ON, I BELIEVE ON PAGE 20 OF YOUR PACKET HIGHLIGHTS AN 11 STEP PROCESS THAT HAS A COMPLEMENTING TIMELINE TO ALSO TO FY 2025, AND IF YOU SO APPROVE US TO SPEND UP TO 45,000 FOR THE SCOPE AND THE PROJECT, WE CAN HAVE THAT DONE IN PREPARATION FOR FY 25 AS WELL.

THIS IS A FUND TWO WATER WASTEWATER UTILITY EXPENSE, AND WE ARE IN A FINANCIAL POSITION TO MAKE THIS HAPPEN IF YOU SO ALLOW US.

THE CONTINUED NEED AT THE SITE WHERE THE NEW POLICE FACILITY WILL GO, ALONG WITH UPDATING TO KEY WATER LINES IN THE CITY AND PROVIDING SCADA EQUIPMENT TO CONTROL THE WATER AND WASTEWATER FLOW DATA, AND I WANT TO TURN THE MIC OVER TO MURPHY DAVIS JR., WHO'S PRESIDENT AT CENTURY MANAGEMENT, TO KIND OF KICK OFF FURTHER CONVERSATION.

THERE'S A WHOLE TEAM OF PEOPLE THAT CAME TOGETHER ALONG WITH NATE AND HIS TEAM TO GET THIS DEAL TO MARKET BUT OUR JOB IS TO WORK WITH THE UNDERWRITER, MAKE SURE THAT THE DEAL IS PROPERLY PRESENTED TO THE INVESTORS THAT ARE OUT THERE, AND BASICALLY, WE HELP TO ENSURE THAT WE GET THE BEST PRICING THAT WE POSSIBLY CAN ON ALL OF THESE DEALS ONCE WE DETERMINE WHAT WE'RE GOING TO DO.

SO THIS, THIS MORNING HILLTOP, WHO IS THE UNDERWRITER ON THIS DEAL WENT TO THE MARKET WE HAD DONE A PRE PRICING CALL LAST WEEK TO KIND OF DETERMINE WHAT RATES WE WERE GOING TO SET, AND I ENCOURAGED HILLTOP TO BE PRETTY AGGRESSIVE AS FAR AS THE PRICING OR LOWER YIELDS FOR THE CITY, BASICALLY IS WHAT I TOLD THEM I'D LIKE TO DO, AND ONE OF THE REASONS IS BECAUSE WE ARE WE'RE REALLY KIND OF THE FIRST NEGOTIATED DEAL THAT CAME TO MARKET THIS YEAR WE'RE TRYING TO GET THE FUNDS TO THE DISTRICT AND EVERYTHING LIKE THAT, BUT WE WANTED TO KIND OF GET OUT AHEAD OF ALL THE ISSUANCE THAT COMES AFTER CHRISTMAS AND EVERYTHING ELSE, BECAUSE LAST YEAR, YOU KNOW NEW DEALS KIND OF STOP ABOUT THE 15TH OF THE MONTH IN DECEMBER AND THEN START AGAIN THIS WEEK, AND THERE WAS $9 BILLION OF NEW ISSUANCE JUST IN THE MUNICIPAL MARKET FOR THIS WEEK.

SO WE CAME OUT EARLY THIS MORNING, GOT THE DEAL DONE AND CAME BACK AT 11:30.

WE GOT THE PRICING I'VE GIVEN YOU JUST A LITTLE BIT OF A PACKET THAT YOU SHOULD HAVE IN FRONT OF YOU I'M NOT GOING TO GO THROUGH THE ENTIRE PACKET, BUT JUST WANTED TO POINT OUT A FEW PRESCIENT POINTS HERE IF YOU LOOK AT THE FIRST PAGE THAT'S JUST GOING TO BREAK DOWN THE SOURCES AND USES FOR THE DIFFERENT DEALS.

SO IT BREAKS THE DEALS OUT INTO THREE DIFFERENT SECTIONS, BUT AS FAR AS ISSUANCE, WE DID ALL OF THE DEAL AS ONE DEAL TOGETHER FOR DECATUR.

ONE OTHER THING I'D LIKE TO POINT OUT WE WORKED WITH NATE AND HIS TEAM AND WENT TO MOODY'S AND GOT AN UPDATED RATING FOR THE CITY, AND THE CITY GOT A AA3 RATING.

SO THAT'S A VERY GOOD RATING THEY GAVE YOU A STABLE RATING, SO THERE'S NO NEGATIVE RATING THERE.

SO EVEN WITH THE ADDITIONAL DEBT THAT MOODY'S KNEW WE WERE ISSUING, THEY GAVE US A AA3.

SO THAT HELPS.

THAT ALWAYS HELPS ON YOUR INTEREST RATE.

IT LOWERS YOUR INTEREST RATE ONE OTHER THING I'D LIKE TO POINT OUT ON PAGE TWO THE BONDS ARE CALLABLE IN 2034.

THIS IS PRETTY STANDARD WITH MUNICIPAL DEALS, BUT IT GIVES YOU THE ABILITY.

I KNOW RATES HAVE GONE UP OVER THE LAST COUPLE OF YEARS IT GIVES YOU THE ABILITY TO REFINANCE THE RATES IF RATES GO DOWN LOWER IN THAT TEN YEAR PERIOD.

SO, YOU KNOW, YOU'RE NOT LOCKED IN FOR 30 YEARS.

YOU'RE LOCKED IN FOR TEN, AND THEN YOU CAN CALL THE BONDS AT ANY TIME AFTER THAT PERIOD AND THEN FINALLY I JUST WANTED TO POINT OUT ON THE SUMMARY STATISTICS.

I THINK THIS IS, YOU KNOW, THE MOST IMPORTANT PART FOR YOU AS THE COUNCIL ON PAGE THREE, IF YOU'LL LOOK AT

IT CAME IN AT 440.

SO THE MUNICIPAL MARKET HAS IMPROVED OR THE YIELDS HAVE COME DOWN, YOU KNOW, LOWER COST SINCE THAT DATE.

SO WE WENT FROM A 440 DOWN TO A 426, AND THAT'S MAINLY BASED ON RATES JUST MOVING, BUT I WANTED TO POINT THAT OUT, AND THE ALL-IN TRUE INTEREST COST IS THE REAL COST TO THE CITY.

SO THERE'S A LOT OF I KNOW A LOT OF PERCENTAGES AND EVERYTHING ON THESE SHEETS, BUT THAT'S THE REAL COST OF THE ISSUANCE AND ISSUING THE BONDS AND THE COST TO THE CITY.

SO THAT'S I THINK ABOUT ALL ALL I HAVE RIGHT NOW, BUT I'D BE HAPPY TO ANSWER ANY QUESTIONS THAT YOU MAY HAVE.

CERTIFICATES OF OBLIGATION SERIES 2024, PROVIDING FOR THE PAYMENT OF SAID CERTIFICATES OF OBLIGATION BY THE LEVY OF AN AD VALOREM TAX UPON ALL TAXABLE PROPERTY WITHIN THE CITY, AND A LIMITED PLEDGE OF THE NET REVENUES DERIVED FROM THE OPERATION OF THE CITY'S WATERWORKS AND SEWER SYSTEM, PROVIDING THE TERMS AND CONDITIONS OF SUCH CERTIFICATES OF OBLIGATION AND RESOLVING OTHER MATTERS.
