AND WHEREAS, ON THAT FATEFUL DAY, FOUR JET PLANES WERE HIJACKED AND CRASHED INTO THE NEW YORK TRADE CENTER AND THE PENTAGON IN ARLINGTON, VIRGINIA.

THE FOURTH PLANE, UNITED AIRLINES FLIGHT 93, WAS DIRECTED TO WASHINGTON, D.C., BUT ITS PASSENGERS BRAVELY ATTEMPTED TO TAKE BACK CONTROL AND THE PLANE CRASHED INTO A FIELD NEAR SHANKSVILLE, PENNSYLVANIA.

AND WHEREAS, THE SACRIFICE MADE BY HEROIC PASSENGERS, FIREFIGHTERS, POLICE OFFICERS, EMTS, CONSTRUCTION WORKERS, COLLEAGUES AND STRANGERS REMIND US OF THE COURAGEOUS AND TENACIOUS CHARACTER OF OUR CITIZENS AND OUR NATION.

AND WHEREAS, IN REMEMBRANCE AND HONOR OF THE INNOCENT VICTIMS AND SACRIFICES MADE BY FIRST RESPONDERS WHO LOST THEIR LIVES, AND OF ALL THE FAMILIES LEFT BEHIND, LET OUR NATION CONTINUE TO EMERGE STRONGER AND MORE RESILIENT BY SERVING OUR COMMUNITIES AND LIFTING THE LIVES UP OF OUR FELLOW CITIZENS.

WANTED TO SHARE JUST A COUPLE OF THINGS ABOUT THE BUDGET.

FIRST OF ALL, THANK YOU AGAIN TO OUR COUNCIL BUDGET COMMITTEE WHO CAME ALONGSIDE STAFF AND MADE PRIORITIES FOR WHICH WE CRAFTED THIS BUDGET FROM ITS EMPLOYEE FOCUSED. IT'S BALANCED, MEANING THAT OUR REVENUES EXCEED OR MATCH OUR EXPENSES, AND IT REALLY PROVIDES FOR SOME AREAS OF GROWTH WITHIN THE CITY.

SO NOT MUCH HAS CHANGED FROM THE VERY FIRST TIME YOU SAW THE BUDGET IN ITS ENTIRETY.

THERE IS A SCHEDULE A THAT STARTS IMMEDIATELY AFTER PAGE ONE.

I BELIEVE IN YOUR COUNCIL PACKET THAT FOLLOWS THE ORDINANCE THAT GOES IN DETAIL ON THE BUDGET.

I WILL TELL YOU WE'VE HAD A COUPLE OF CLERICAL CORRECTIONS IN SOME SALARY LINES AS WE WERE ENTERING THEM INTO THE SYSTEM, BUT OTHER THAN THAT THERE ARE NO SIGNIFICANT CHANGES AND IF YOU SO DESIRE, I'VE CRAFTED SOME LANGUAGE THAT YOU MAY USE TO DRAFT A MOTION.

I JUST WANT TO POINT OUT A COUPLE OF HIGHLIGHTS FOR THOSE IN ATTENDANCE AND THOSE THAT MAY BE WATCHING AT HOME.

IT IS A SIX CENT DECREASE IN RATE OVERALL FROM WHERE WE WERE IN THE TAX YEAR OF 22.

IT WILL GENERATE AN ADDITIONAL $577,000 IN ADDITIONAL REVENUES AND THE NEW CONSTRUCTION VALUES THAT WE SAW IN OUR COMMUNITY THIS PAST YEAR EQUATED FOR $136,000 OF THAT.

SO THIS YEAR THE CITY AND WE HAVE TO SAY IT THIS WAY THE CITY RAISED M&O TAXES BY APPROXIMATELY -$26.87 PER $100,000 OF VALUE.

JUST A REMINDER THAT WE MAINTAIN OUR DISABILITY AT $65 FOR THE VALUE OF $25,000.

I WANT TO JUST POINT OUT A COUPLE OF BIG ITEMS AND THEN THE REST ARE MAINTENANCE, IF YOU WILL.

IF YOU'LL RECALL, WE HAD AN ORDINANCE DATING BACK TO 2010 TO ALLOW FOR THE COLLECTION OF CREDIT CARD FEES ASSOCIATED WITH TRANSACTIONS DONE ACROSS THE CITY.

WE CLEANED UP THE LANGUAGE SPECIFIC TO THAT ORDINANCE AND PUT IT IN THE FEE SCHEDULE STARTS ON PAGE 67 OF YOUR PACKET.

THAT WAS A BIG CHANGE TO THE FEE SCHEDULE IN TERMS OF LANGUAGE.

WE DID NOT CHANGE THE ABILITY TO COLLECT THOSE FEES.

WE SIMPLY CHANGED THE LANGUAGE TO MAKE IT MORE CLEAR THAT THEY WOULD APPLY.

AND THEN THERE'S A FEW ITEMS THAT WERE NEW TO US.

FOR EXAMPLE, I BELIEVE IT'S PAGE 72 OF YOUR PACKET, A COUPLE OF NEW FEES IN OUR BUILDING DEPARTMENT TECHNOLOGY BEING ONE OF THEM. A LOT OF TIMES THE COST FOR TECHNOLOGY CAN BE QUITE EXPANSIVE AND EXTENSIVE.

AND SO ONE OF THE THINGS THAT WE'RE DOING TO RECOUP SOME OF THOSE FEES ASSOCIATED WITH TECHNOLOGY AND THE BUILDING DEPARTMENT IS ADDING A FLAT FEE TO HELP AT THE AT THE RATE OF 2% ON THE ON THE COMMERCIAL AND RESIDENTIAL PROJECTS OVER $250,000.

THERE'S A COUPLE OF OTHER NEW FEES, BUT FOR THE MOST PART, THE REMAINDER OF THE ITEMS THAT ARE IN RED IN YOUR PACKET ARE EITHER IN LINE WITH CPI, CONSUMER PRICE INDEX OR KEEPING UP WITH THOSE CITIES CLOSELY TO US.

SO WE DO BUDGET AMENDMENTS TO CLEAN THAT UP AND MAKE IT APPEAR LEVEL OR LEVEL IT OUT, IF YOU WILL.

THIS YEAR LIKE I SAID, WE'RE ASKING FOR A PICKLEBALL COVERED PAVILION FOR COVERED PICKLEBALL COURTS.

SO WHAT WE'RE GOING TO TRY TO DO IS UTILIZE THE EXISTING BASKETBALL COURTS OUT THERE.

THERE'S TWO COURTS. WE'RE GOING TO USE ONE OF THEM, COVER IT AND MAKE THREE FULL SIZE PICKLEBALL COURTS.
