THE PROPOSED PROPERTY TAX RATE THAT WE ARE SETTING IN MOTION TONIGHT, WELL, IT WAS ACTUALLY SET IN MOTION LAST COUNCIL SESSION WOULD BE 0.58116 $0.08, WHICH IS A SIX HOLE CENT REDUCTION AND THE PROPOSED PROPERTY TAX RATE AND IT'S BROKEN OUT IN MAINTENANCE AND OPERATION AT 0.41679 $0.03.

AND THEN OUR INS OR OUR DEBT RATE 0.164375.

A LITTLE BIT MORE DATA ON THE TAX RATE ITSELF.

AS I STATED, IT IS A SIX CENT REDUCTION.

IT WILL GENERATE $577,729 IN ADDITIONAL REVENUE FOR THE CITY.

OF THOSE REVENUES, $136,202 COMES STRAIGHT FROM NEW CONSTRUCTION.

AND WE'RE MAINTAINING OUR EXEMPTIONS FOR 65 AND OLDER AND OUR THEY REMAIN AT 25,000.

THE IMPACT TO THE HOMESTEAD VALUE.

WE WENT OVER THIS IN DETAIL LAST TIME.

SOME SOME THINGS I WANT TO POINT OUT TO YOU.

THE TAX RATES DECREASING BY ALMOST 10%, WHICH OUR AVERAGE HOMESTEAD TAXABLE VALUE WENT UP BY JUST OVER 12%.

THAT MEANS THAT THE AVERAGE TAX ON A HOMESTEAD IS GOING UP JUST SHY OF 1%.

GAIN FOCUS AND STAY FOCUSED THROUGH THE BUDGET PROCESS.

JUST WANT TO COMMEND YOU FOR YOUR EFFORTS THERE AND SAY A QUICK THANK YOU FOR BEING EMPLOYEE FOCUSED, SPECIFICALLY FOR COMPENSATION, RETENTION AND TRAINING.

YOU'RE HELPING US TO MEET FUND BALANCE OR ATTEMPT TO MEET FUND BALANCE GOALS AND OUR GENERAL FUND AND OUR WATER FUND.

SO THE TAX PORTION WOULD BE RIGHT AT 2.2 MILLION AND THE CITY'S PORTION WOULD BE 4.5 MILLION.

SO I WENT OVER THIS IN DETAIL LAST TIME WE WERE TOGETHER, BUT I WOULD JUST POINT OUT THAT OUR REVENUES EXCEED OUR EXPENDITURES, AND THAT'S WHAT WE'RE LOOKING FOR IN A MUNICIPAL BUDGET. AND SOME OF THE HIGHLIGHTS THERE OF OUR EXPENDITURES, $350,000 IN SALARIES IN THE FORM OF COLA AND VARIOUS OVERTIME COMPONENTS, A HANDFUL OF NEW POSITIONS, SPECIFICALLY POLICE, ANIMAL CONTROL, CONFERENCE CENTER AND OUR BUILDING INSPECTIONS DEPARTMENT.

AND THEN A QUICK REMINDER, WE DO HAVE $600,000 REMAINING IN ARPA FUNDS THAT WILL NEED TO BE USED OR ACCOUNTED FOR BY THE YEAR END OF 24.

SO IF WE TAKE THE LARGE DOCUMENT THAT YOU HAVE THERE IN FRONT OF YOU AND YOU PUT IT ON A THEY CALL THIS A TREE CHART, THIS IS WHAT IT LOOKS LIKE.

YOU CAN SEE OUR CITY CONTINUES TO INVEST HEAVILY IN PUBLIC SAFETY, STARTING FROM THE LEFT AND WORKING TO THE RIGHT.

AS THE VARIOUS LINES DECREASE, THEIR BOX BECOMES SMALLER AND SMALLER.

THE POINT SHOWING YOU THIS IS THAT PUBLIC SAFETY IS A PRIORITY INDICATOR, BUT WE ALSO BUDGET APPROPRIATELY IN OTHER AREAS SUCH AS OUR STREETS, PARKS, BUILDING SERVICES AND SO ON.

SO SWITCH GEARS TO FUN TO WATER REVENUE.

AGAIN, OUR EXPENDITURES ARE LESS THAN OUR REVENUES, BUT ONLY SLIGHTLY.

IF WE APPLY THE SAME CHART TO THE WATER FUND, IT WOULD LOOK LIKE THIS.

YOU CAN SEE THAT IN FUND.

WE CALL IT FUND TO WATER AND SEWER.

WE CAPTURE THE GENERAL FUND FOR PUBLIC WORKS WATER SALES IN TERMS OF FINISHED WATER, UTILITY MAINTENANCE, UTILITY BILLING, TRASH COLLECTION, REFUSE AND THEN WASTEWATER. AND IT SEEMS LIKE EVERYTHING THESE DAYS HAS A TECHNOLOGY SERVICES ELEMENT TO IT.

SO WE HAVE A LINE ITEM THERE FOR TECHNOLOGY SERVICES AS WELL.

AND OUR DEBT. IF WE ADD THE DEBT INTO THE BIG PICTURE HERE, YOU COULD SEE THAT OUR GENERAL FUND IS PROBABLY THE LARGEST OF WHAT WE DEAL WITH IN TERMS OF OUR LARGE THREE ACCOUNTS.

SO GENERAL FUND, 15.8 MILLION.

WATER AND SEWER, 6.9.

AND THEN OUR DEBT SERVICE JUST RIGHT OVER $2 MILLION.

SO JUST A COUPLE OF REMINDERS HERE TONIGHT.

YOU'LL SEE THE FIRST READING OF AN ORDINANCE TO APPROVE THE TAX RATE AND A FIRST READING OF THE ORDINANCE TO APPROVE THE BUDGET.
