[1. DISCUSSION OF CITY OF DECATUR FISCAL YEAR 2023/24 PROPOSED BUDGET Specific items for discussion: 1) Property Tax Rate 2) 2023/24 Proposed Budget 3) Other.]

WELL, FOUR OF THEM FOR YOU, MAYOR AND COUNCIL.

GOOD EVENING. GOOD EVENING.

SO WE ARE GOING TO WALK THROUGH AND DISCUSS THE BUDGET FOR FY 2024, SPECIFICALLY HOW IT RELATES TO A TAX RATE THAT I WILL ASK YOU TO PROPOSE IN ONE OF THE FOLLOWING ITEMS. SO KEEP IN MIND SOME IMPORTANT DATES AS WE WALK THROUGH THE PROPOSAL.

WE DON'T WANT TO LOSE SIGHT OF THESE DATES.

TONIGHT, WE'LL ASK YOU TO APPROVE BY RESOLUTION THE CERTIFIED PROPERTY TAX VALUES.

WE WILL WORK TO SET A PUBLIC HEARING FOR BUDGET FY 24 BUDGET.

WE'LL ALSO WORK TO PROPOSE A 2023 TAX RATE AND SCHEDULE A PUBLIC HEARING FOR THAT FUTURE COUNCIL SESSIONS.

WE WILL HOLD PUBLIC HEARING AND READINGS OF AN ORDINANCE TO ADOPT THE TAX RATE AND THE BUDGET AND THEN ON OR ABOUT SEPTEMBER 11TH, HOPE TO HAVE THE BUDGET AND THE TAX RATE BOTH CONFIRMED AND PUT INTO MOTION.

SO WE'LL START WITH OUR TAXABLE PROPERTY VALUE DISCUSSION IN THE IN THE YEAR THAT WE'RE IN NOW, FY 23, OUR CURRENT TAXABLE VALUES WERE 1,030,915,000 AND SOME CHANGE.

THAT WAS A 10% INCREASE FROM FY 2022.

AND IN THAT YEAR WE WELCOMED JUST OVER $10 MILLION IN NEW CONSTRUCTION.

THIS YEAR, OUR VALUES HAVE GONE TO 1 BILLION, 244 MILLION AND SOME CHANGE, WHICH IS ABOUT A 20% INCREASE.

AND OF THAT 20% INCREASE, ABOUT 10% OF IT WAS IN THE FORM OF NEW CONSTRUCTION AT 23 MILLION.

SO WHAT DOES THAT LOOK LIKE WHEN WE APPLY IT TO A FIVE YEAR LOOK BACK? SO YOU CAN SEE ALL THE WAY TO THE RIGHT OF THE SCREEN THERE, OUR PROPERTY CERTIFIED TAXABLE VALUES, OUR ANTICIPATED TAX COLLECTION.

AND THE CHANGE IS ONLY A 7% CHANGE FROM WHERE WE WERE LAST YEAR.

AND THAT IS IN TERMS OF TAX COLLECTION, ABOUT A 7.8% INCREASE.

OUR CURRENT PROPERTY TAX RATE IS 64.5 CENTS, AND $0.44 OF THAT IS DEVOTED TO MAINTENANCE AND OPERATION.

$0.20 IS DEVOTED TO INS, WHICH IS OUR DEBT SERVICE FUND.

WITH THE INCREASE IN TAXABLE VALUES COMING IN AT A BILLION AND A QUARTER THAT WILL, IF YOU FOLLOW HOW TRUTH AND TAXATION WORKS, THAT FORCES THE OVERALL TAX RATE DOWN SO THAT YOU'RE NOT OVER TAXING THE RESIDENTS.

SO WHAT WE'RE PROPOSING IS ABOUT A 6% OR SIX CENT, RATHER SIX CENT DECREASE IN THE OVERALL TAX RATE.

NOW THE RATE WE ARE PROPOSING IS HIGHER THAN THE NO NEW REVENUE RATE, BUT IT WILL BE BELOW THE DE MINIMIS RATE.

IT'LL GENERATE AN ADDITIONAL $577,000 IN NEW REVENUES.

136,000 OF THAT IS IN NEW CONSTRUCTION.

SO IF WE APPLY OUR MAINTENANCE AND OPERATION PROPOSED TAX RATE TO THE $100,000 OF HOME VALUE, IT WOULD ACTUALLY BE A DECREASE IN TAXES.

IT'S IMPORTANT TO POINT OUT HERE THAT THE CITY DOESN'T CONTROL HOME VALUES.

WE ONLY CONTROL THE TAX RATE.

SO BY OUR EFFORTS TO LOWER THE TAX RATE, IT APPLIES TO LOWERING THAT $100,000 VALUE PER $100,000 VALUE OF PROPERTY.

AND THEN WE'RE MAINTAINING THE DISABILITY EXEMPTION AND THE OVER 65 EXEMPTION.

FROM OUR FRIENDS AT THE APPRAISAL DISTRICT.

THE MEDIAN EXCUSE ME, AVERAGE HOMESTEAD TAXABLE VALUE IS $267,000, WHICH IS UP FROM $238,000.

AND THAT REPRESENTS ABOUT A 12% INCREASE IN THE COST OF A HOMESTEAD, AN AVERAGE HOMESTEAD IN THE CITY OF DECATUR.

OUR DECREASE IN TAXES BY $0.06 IS EQUALS ABOUT A 9% DECREASE IN TAX.

THE BUDGET FOCUS.

WHEN WE MET AS A AS A COUNCIL COMMITTEE, YOU GUYS WERE VERY CLEAR THAT YOU WERE FOCUSED ON EMPLOYEES, BOTH CURRENT AND FUTURE EMPLOYEES, AND YOU WANTED TO MAKE SURE THAT WE COMPENSATED THEM THE RIGHT WAY, RETAINED THAT TALENT HERE LOCALLY IN THE CITY, AND THEN TRAINED THEM TO THE MOST APPROPRIATE LEVEL.

AND SO THE PRIORITIES IN THIS BUDGET WERE MODELED AFTER YOUR REQUEST TO BE EMPLOYEE FOCUSED.

WE ALSO ARE VERY COGNIZANT OF OUR FUND BALANCE GOALS.

IN THE GENERAL FUND. WE'RE LOOKING TO HAVE 25% OF OUR EXPENDITURES, AND THEN IN OUR WATER FUND WE'RE LOOKING TO HAVE 20% OF OUR EXPENDITURES.

SOME OF THE CAPITAL PRIORITIES THIS YEAR THAT COUNCIL AND STAFF HELPED TO PRIORITIZE WERE STREET PAVING AND SIDEWALKS, LEASING OF PUBLIC SAFETY

VEHICLES, BUILDING REPAIRS.

AND THAT'S KIND OF AN IN GENERAL THING FOR ALL OF OUR FACILITIES AND THEN PARK MAINTENANCE AND THE ASSOCIATED EQUIPMENT TO DO THAT.

SO WE'LL GIVE YOU A BUDGET KIND OF AT A VERY HIGH LOOK.

OUR BUDGET IS BALANCED, WHICH MEANS THAT OUR OPERATING EXPENSES OR RATHER OUR REVENUES ARE HIGHER THAN OUR EXPENSES.

AND THAT TAKES THE PLACE IN PERSONNEL WITH A 3% COLA INCREASE ACROSS THE BOARD, WITH THE EXCEPTION OF POLICE AND FIRE.

THEY GET A FORMAL STEP PLAN THAT ALLOWS FOR YEAR OVER YEAR GROWTH INSIDE OF A SEVEN YEAR WINDOW.

WE'RE MAINTAINING OUR HEALTH CARE COSTS AT 10,000 PER EMPLOYEE, WHICH IS A BIG DEAL.

AND THEN WE ARE PROVIDING SOME NEW POSITIONS FOR BUILDING THE BUILDING INSPECTION DEPARTMENT, CONFERENCE CENTER POLICE AND ACO MEANS THE ANIMAL CONTROL OFFICE.

WHICH WILL BE BRINGING THAT BACK UNDER THE CITIES DEPARTMENT INSTEAD OF ALLOWING FOR THE COUNTY TO DO THAT FOR US.

BOTH OF US ARE JUST GROWING SO FAST IT MAKES IT MAKES SENSE TO PULL THE ANIMAL CONTROL BACK IN UNDER HOUSE.

SOME OF OUR OTHER OPERATING EXPENDITURES, AS I MENTIONED, PREVIOUSLY, REPAIR AND MAINTENANCE TO AGING BUILDINGS, PUBLIC SAFETY TRAINING AND DEVELOPMENT.

AND THEN AS YOU APPROVED IN THE LAST COUNCIL MEETING, TECHNOLOGY SERVICES CONTRACTS.

SO WE CAN'T TALK BUDGET AND OR PROPERTY TAX RATE WITHOUT THE FULL PICTURE.

AND THAT INCLUDES TALKING ABOUT OUR SALES TAX COLLECTIONS.

YOU CAN SEE WITH A FIVE YEAR LOOK BACK, WE'RE VERY STEADY YEAR OVER YEAR AND ADDING TO THE SALES TAX COLLECTIONS AND WE SUSPECT A SIMILAR GROWTH PATTERN TO CONTINUE INTO FY 2024.

WE'RE PROJECTING A 5% INCREASE OF JUST OVER FOUR AND ONE HALF MILLION FOR THE CITY AND 2.2 FOR OUR EDC.

SO VERY GOOD SIGN, VERY POSITIVE GROWTH TREND FOR US, FOR US IN THE CITY.

AND 5% IS BEING VERY RESPONSIBLE IN TERMS OF OUR EXPECTATIONS.

SO IF WE LOOK AT OUR REVENUES FIRST ON THE LEFT THERE, AS I STATED BEFORE, 577,000 AND 729IN NEW PROPERTY TAX, SALES TAX INCREASE AT 5%.

CONFERENCE CENTER RECEIPTS HAVE INCREASED SUBSTANTIALLY.

CARLA AND HER TEAM ARE DOING A FANTASTIC JOB KEEPING THE GROWTH GOING AT THE CONFERENCE CENTER.

VERY PROUD OF THAT.

COURT FINES AND FEES HAVE INCREASED SUBSTANTIALLY AS THE CHIEF IS NEARING FULL STAFF AND SEEING THAT AS A RESULT OF THE ACTIVITY ON THE STREETS. AND THEN OTHER SOURCES OF INCREASES AS THE ACTIVITY IN AND ABOUT THE CITY TRENDS UPWARD, SO DO THINGS LIKE HOTEL TAX AND THE ASSOCIATED TAXES THAT GO WITH THAT AND THEN BUILDING FIRE AND PLANNING FEES AS IT RELATES TO NEW CONSTRUCTION.

OUR GENERAL FUND EXPENDITURES ON THE RIGHT HAND SIDE THERE, THE BULK OF THAT $350,000 YOU SEE IS A 3% SALARY INCREASE.

AND THEN THERE'S SOME FUNDS IN THERE FOR STEP RAISES AND OVERTIME WITH PUBLIC SAFETY, AGAIN, NEW POSITIONS.

ONE OF THE ITEMS THAT YOU PRIORITIZED AND WE APPRECIATE LAST YEAR WAS LONGEVITY PAY.

SO BUT MAKING SURE THAT WE APPROPRIATELY BUDGET FOR THAT WAS A BIG PRIORITY FOR US.

AND THEN OBVIOUSLY AT THE VERY BOTTOM THERE YOU SEE $600,000 IN UNSPENT ARPA FUNDS.

THOSE ARE THE AMERICAN RESCUE PLAN ACT FUNDS THAT WE WILL SPEND BEFORE THE YEAR CLOSES BECAUSE WE DON'T WANT TO LOSE THOSE FUNDS.

THE FUND TO WATER REVENUES, 6.9 MILLION IN REVENUES AND JUST RIGHT AT 6.9 IN EXPENDITURES.

THE BIG ITEMS OF INCREASE HERE, OBVIOUSLY NEW ACCOUNTS COME ON LINE, NEW CONSTRUCTION COMES TO TOWN.

SO THE INCREASE IN COLLECTION HAPPENS.

BUT THE BIG INCREASE ON COST OF OPERATING EXPENSES IS IN OUR CHEMICAL COSTS.

GREG TOLD ME, BUT I DON'T RECALL.

IT'S THE COST OF CHEMICALS IS JUST THROUGH THE ROOF.

SO THAT'S WHERE THE BULK OF THE INCREASE IN EXPENDITURES COME.

AND THEN OF COURSE, WE'RE REPAIRING AND MAINTAINING FACILITIES THAT ARE GETTING MORE AGE WITH EVERY YEAR.

WE ARE GOING TO PRIORITIZE WHEN WE WORK ON OUR CAPITAL PROJECT FUNDS FOR WATER MONITORING EQUIPMENT.

IF YOU RECALL, WE DISCUSSED SCADA HISTORICALLY THAT WILL BE IN AN UPCOMING CAPITAL PROJECT, AND THEN OUR BOND PAYMENTS FOR FY 24 REMAIN THE SAME.

AND THAT'S WHAT THIS SLIDE REPRESENTS.

OUR DEBT SERVICE FUND REVENUES, 2 MILLION, $60,051, WHICH IS ACTUALLY A DECREASE.

IF YOU NOTICED, OUR DEBT TAX, OUR TAX ACTUALLY FELL BY $0.04.

84 TOWNHOMES IN PHASE TWO B AND IT WOULD ALSO CHANGE THE 1C2 LOT THAT'S ON THE PLAT TO TWO C1, RESTRICTED COMMERCIAL RESTRICTED BUSINESS COMMERCIAL LOTS IN PHASE TWO A.

PART OF OUR MOTIVE WAS WE'RE GOING FROM HIGH DENSITY MULTIFAMILY AND RETAIL USES TO SINGLE FAMILY DETACHED.

AND SO IN BETWEEN THOSE TWO USES, WE THOUGHT IT WAS APPROPRIATE TO GO WITH SINGLE FAMILY ATTACHED TOWNHOME UNITS TO KIND OF PHASE THAT AS WE GO ACROSS OUR SITE.

WE REMOVED THE LOTS, AS TROY SAID, ON THE WEST SIDE FROM AN ENGINEERING STANDPOINT, THAT MIDDLE KIND OF CUL DE SAC, OPEN SPACE IS KIND OF WHERE THE SITE BREAKS.

IT BREAKS TO THE EAST AT ONE SIDE AND IT BREAKS TO THE WEST ON THE OTHER SIDE.

SO AS WE GOT MORE INTO THE DETAILS OF OUR ENGINEERING PLAN, WE REALIZED IN ORDER TO NOT HAVE ANY OFF SITE IMPACT FOR WATER, WE NEEDED TO ADD THE DETENTION THERE ON THE WEST SIDE. SO I THINK WE LOST ABOUT FOUR LOTS THERE, 4 OR 5 LOTS THERE TO PUT DETENTION ON THAT WEST SIDE AND IT WILL BE DETENTION SLASH RETENTION.

ONE OF THE PLANNING PARADIGMS THAT WE'VE CHANGED HERE IS ALL OF THOSE LOTS ON THE SOUTH SIDE OF OUR MAIN ENTRANCE THERE, FACE OPEN SPACE.

SO THERE'S NOT GOING TO BE DRIVEWAYS IMPEDING ACCESS TO THAT MAIN ROAD.

HELPS BRACKET THE ENTRANCE TO THE SUBDIVISION.

SO AS YOU DRIVE IN THERE, YOU'VE GOT THE CHURCH ON YOUR LEFT HAND SIDE AND ON THE RIGHT HAND SIDE YOU HAVE A ROW OF TOWNHOMES THAT ARE FRONT FACING ONTO OPEN SPACE WITH A TRAIL THAT GOES THROUGH THERE. WE REALLY THINK IT HELPS FRAME THE SUBDIVISION AS YOU KIND OF COME INTO THE SUBDIVISION FROM THE WEST.

AGAIN, WE LIMITED THE CUL DE SAC THERE, AS TROY NOTED.

ONE OF THE PROBLEMS WITH NEW DEVELOPMENT IS OFFSITE WATER.

WE'VE GONE ABOVE AND BEYOND THE CITY STANDARDS WITH THIS DESIGN.

FROM DETENTION POND STANDPOINT, WE'RE ACTUALLY RETAINING MORE WATER THAN THE CITY STANDARDS ARE TODAY.

JUST AS TROY SAID, YOU KNOW, WE'RE RESPONSIBLE FOR OUR DOWNSTREAM NEIGHBORS.

WE WANT TO DO EVERYTHING WE COULD TO MITIGATE ANY OF THAT VELOCITY DOWNSTREAM ON THE WATER.
