AND WE'RE PRETTY PROUD OF IT.

IT LOOKS GREAT.

YEAH, SURE. THAT'S SO GOOD.

SO BEING RESPECTFUL OF EVERYBODY'S TIME AND I KNOW THAT GREG ALWAYS TAKES MOST OF IT, SO I'M GOING TO MOVE ON.

TONIGHT WE'LL BE COVERING OUR INCIDENTS, TRAINING, PREVENTION ACTIVITIES AND HIRING PROCESS THAT WE JUST COMPLETED.

THIS YEAR WE'RE SITTING AT 726 FIRST HALF.

LAST YEAR WE WERE AT 1433 AND FIRST HALF THIS YEAR, 1588 KEY THERE.

WE'RE TICKING UP JUST A LITTLE BIT ALL THE TIME.

SO WE'RE AT 11% TOTAL.

SO IF WE ADD TO PROJECTIONS, WE'LL WE'LL GO OVER 3000.

SO SEVERAL MONTHS AGO I TOLD YOU ABOUT THE NEW PLATFORM SYSTEM THAT WE WERE IMPLEMENTING.

CHIEF MERCER HAD 49 INSPECTIONS OVER THE QUARTER, 20 COE OR CERTIFICATE OCCUPANCIES, 13 PUBLIC EVENTS, 35 DEVELOPMENT OR PREVENTION MEETINGS GOING ON ALL THE TIME, ATTENDED CAREER DAYS FIVE TIMES IN THE SCHOOLS.

AND THEN WE'VE HAD SEVERAL CPR CLASSES WITH A TOTAL OF 24 STUDENTS.

NEXT IS KIND OF A PART OF PREVENTION THAT I WANT TO BRING TO YOUR ATTENTION, BECAUSE IT GOES THIS GOES LIVE ON AUGUST 1ST.

SO YOU AS COUNCIL AND I'VE BEEN TELLING SOME OF THE STAFF, YOU MAY HEAR ABOUT THIS.

THIS IS A NEW PROJECT THAT WE JUST SIGNED ON ABOUT A MONTH AGO.

PRETEND LIKE THIS IS A THIRD PARTY INSPECTION CONTRACTOR THAT'S NEVER ON SITE.

THAT DOESN'T COST US ANY MONEY.

THAT'S THE BEST PART.

SO WHAT THEY DO IS THROUGH MAIL PHONE CALLS IS THEY WORK TO MAINTAIN THROUGH SERVICE PROVIDERS THE COMPANIES THAT ARE OUT THERE DOING THE INSPECTIONS OF SPRINKLER SYSTEMS, ALARM SYSTEMS, PORTABLE FIRE EXTINGUISHERS.

THOSE ARE COMMON THINGS THAT WE FIND ON INSPECTIONS, WHICH USUALLY DRIVES A REINSPECTION.

SO WITH THEM, THEY WORK WITH THOSE PROVIDERS.

AND THEN ONCE THOSE PROVIDERS GET THAT STUFF UPDATED, THEY'RE REQUIRED TO ENTER IT.

SO THEN TO THE RIGHT, YOU WILL SEE A STATUS PAGE THAT WE CAN CONSTANTLY LOG INTO AND MANAGE AND LOOK AT THE SYSTEMS THROUGHOUT THE TOWN. HOPEFULLY BY REDUCING THE AMOUNT OF RE INSPECTIONS WITH OUR NEW INSPECTOR AND CHIEF MERCER, WE WILL BE ABLE TO GET CLOSER TO THAT 100% COMPLIANCE FOR A YEAR, WHICH IS HUGE TOWARDS THAT ISO RATING.

AND I KEEP REMINDING YOU THAT'S ONE OF OUR GOALS IS TO DRIVE THAT ISO TO A ONE AT SOME POINT TO THE LEFT IS AN EXAMPLE OF THE LETTER THAT THEY ACTUALLY EMAIL SEND OUT IN ORDER TO HELP GAIN COMPLIANCES WITH THE DIFFERENT VENDORS.

SO ANY LOCAL BUSINESSES THAT HAVE EXTINGUISHERS, IF THEY'RE NOT TESTED, YOU'RE GOING TO GET A LETTER.

IF YOU DON'T HANDLE IT IN 30 DAYS, THEN I'LL PROBABLY JUST COME SEE YOU.

THIS IS THIS YEAR'S GROUP.

THEY DID ROPE TRAINING, HOSE, WATER SUPPLIES, DID SOME HISTORICAL STUFF WITH THEM.

AND SO FAR I GET THE RETURN THAT WE'VE BEEN VOTED THE BEST VISIT AS WE WERE THE FIRST YEAR.

AND THEN OF COURSE, THERE'S ALWAYS FRIENDLY COMPETITIONS THAT OCCUR.

THIS WAS RECENTLY AT WALMART OVER THE CHILDREN'S HOSPITAL, US TRYING TO RAISE MONEY AND THE PD TRYING TO RAISE MONEY AND SEE WHO DO THE MOST.

AND THEY SHOULD HAVE CALLED ME OUT.

I RAN UP THERE AND PUT SOME MONEY IN SO WE COULD HAVE PULLED THIS ONE OFF, BUT THEY DIDN'T.

SO BACK IN MAY WE LOST TWO FULL TIME MEMBERS.

IT'S A COMMON THING THAT WE'VE BEEN THROUGH THROUGH THE YEARS.

THEY GO TO THE METROPLEX.

THEY MAKE MORE CALLS, THEY MAKE MORE MONEY, AND THEY GO.

SO THIS TIME WE DECIDED TO DO A HIRING PROCESS.

ONE OF THE MAIN THINGS THAT DROVE THAT WAS, REMEMBER, WE ARE STILL WAITING, HOPEFULLY TO GET A SAFER GRANT.

ONE OF THE THINGS, IF WE ACCEPT A SAFER GRANT, WE HAVE 90 DAYS TO HIRE THOSE 12.

SO IT WAS A GOOD TEST RUN RIGHT NOW, ONE TO SEE WHAT KIND OF PEOPLE THAT WE COULD DRAW.

AND WE DREW SOME GREAT ONES AND SEE HOW MANY.

WELL, WE HAD 38 APPLICATIONS.

12 OPTED OUT OF THE PROCESS BEFORE THEY GOT THERE.

26 WENT THROUGH THE INITIAL WHICH ONE OF THEM BEING PATTY SAID, HAVE SEVERAL FALL OUT OF THAT.

SO WE WENT WITH 17 TO MOVED ON TO INTERVIEWS.

BUT WE'RE AT ABOUT 383 PERMITS ISSUED FOR 2023 COMPARED TO 305 FOR LAST YEAR.

UH, PLAN REVIEWS ARE ON THE INCREASE.

AGAIN, THERE'S SMALLER PROJECTS, HOME REMODELS, COMMERCIAL REMODELS, SMALL THINGS LIKE THAT, BUT THEY ARE ON THE INCREASE.

AND SO WE ARE SEEING MOVEMENT IN THAT DIRECTION.

HERE'S WHERE YOU START SEEING THE NUMBERS THAT ARE DIFFERING FROM LAST YEAR DUE TO ECONOMY IS WHAT I HEAR MOSTLY

BUT WE DO HAVE SOME LARGER PROJECTS THAT ARE MOVING FORWARD.

THEY'VE BEEN THROUGH THE PLANNING PROCESS.

THEY'VE BEEN APPROVED ON THEIR PLANNING.

WE'RE JUST WAITING FOR THEM TO SUBMIT BUILDING PLANS.

BUT WE DO EXPECT TO START SEEING, THOUGH I'M IN CONTACT WITH MOST OF THEM ON A WEEKLY, IF NOT MONTHLY BASIS, DEPENDING ON WHO THEY ARE.

AND WE DO EXPECT TO SEE THEM MOVING FORWARD AS WE GO.

BUT WE ARE ABOUT.

7 TO 8. $8 MILLION DOWN FROM VALUATION YEAR OVER LAST YEAR.

AND THAT DOES TRANSLATE INTO LOWER PERMIT FEES WHEN YOU HAVE THE SMALLER PROJECTS THAT COME IN.

THE PERMIT FEES JUST AREN'T COMING IN LIKE THEY DID LAST YEAR.

I DO EXPECT A UPTICK HERE AT THE END OF THIS NEXT QUARTER BEFORE THE END OF THE FISCAL YEAR ALSO.

BUT NOTHING'S GUARANTEED TILL WE GET IT IN AND ON THE BOOKS.

INSPECTIONS. THOSE TWO ARE UP.

THOSE THAT'S A REFLECTION OF THE SMALLER PROJECTS THAT WE'RE DOING.

AND YOU'RE SEEING MORE PERMITS ISSUED OFF OF THAT AND THE NUMBER OF INSPECTIONS ARE GOING UP.

SO WE'RE ABOUT NEARLY 200 INSPECTIONS FURTHER ALONG THAN WE WERE LAST YEAR.

UPDATE ON THE BUILDING INSPECTION SIDE.

BUILDING INSPECTIONS IS A FULL STAFFING NOW.

WE HIRED CHUCK SELLARS.

HE'S COME IN AND DONE A GREAT JOB FOR US AS BUILDING INSPECTOR, AND IT'S ALLOWED ME MORE TIME TO WORK ON PROCESSES AND PROCEDURES IN OUR DEPARTMENT. AND WE'VE GOT A LOT OF THOSE THAT WE'RE WORKING THROUGH AND PROVIDING SOME GUIDANCE AS WE GO THROUGH THEIR OUR PERMITTING SOFTWARE.

MYGOV NOTIFIED US LAST MONTH THAT THEY WOULD NO LONGER SUPPORT THE VERSION OF THE SOFTWARE THAT WE'RE ON AND THAT WE WOULD HAVE TO THEY WILL BE GOING OFFLINE NO LATER THAN JANUARY 20TH, 25.

THAT DOES GIVE US A LITTLE BIT OF TIME TO WORK THROUGH THIS.

WE HAVE STARTED THE PROCESS OF DEMOING, PERMITTING SOFTWARE AND TRYING TO GET A GOOD SOLUTION TO COME BACK IN HERE.

IT'S AN ONGOING PROCESS.

WE HOPE TO NARROW IT DOWN TO 2 TO 3 BY SEPTEMBER AND THEN BY THE END OF THIS YEAR.

HOPEFULLY WE HAVE A SOLUTION IN PLACE WHERE WE CAN MOVE FORWARD WITH THAT.

MORE TO COME AS WE FIND OUT.

LARGE PROJECTS. MEDALS, LIKE I SAID, IS SIGNIFICANTLY DOWN THIS YEAR.

BUT THERE ARE SEVERAL PROJECTS THAT WE EXPECT ANY DAY TO COME IN, AND SO THEY CAN SUBMIT AT ANY TIME.

AND THIS IS SOME OF THE LARGER APARTMENT COMPLEXES AND LARGER DEVELOPMENTS THAT ARE COMING AND JUST WAITING ON THEM TO SUBMIT.

MOVES US ON TO THE HEALTH INSPECTIONS DIVISION.

PERMITS ISSUED WERE ABOUT EVEN FOR WHERE WE'VE BEEN IN THE PAST ON NUMBER OF PERMITS THROUGH THE YEAR.

WE HAVE STARTED SPREADING THOSE OUT A LITTLE BIT THROUGH THE THROUGH THE YEAR SO THAT THEY'RE NOT ALL COMING DUE ON JANUARY 1ST.

AND WE HAVE AN INRUSH OF PEOPLE IN OUR OFFICE JANUARY 1ST AND DURING THE HOLIDAY SEASON TRYING TO GET PERMITS STARTED.

AND WE'RE TRYING TO SPREAD THOSE OUT THROUGH THE YEAR WHERE WE CAN.

UM, PERMIT FEES WERE ABOUT EVEN WITH WHERE WE STANDARD ARE WITH THAT WE EXPECT THAT TO STAY ABOUT THE SAME.

WE ADD A FEW MORE RESTAURANTS HERE, WE LOSE ONE THERE AND SO IT STAYS ABOUT THE SAME.

ALCOHOLIC BEVERAGE PERMITS.

WE'VE SEEN A LITTLE BIT OF INCREASE IN THAT.

AND SO THAT'S A POSITIVE SIGN ON THAT.

A NUMBER OF INSPECTIONS THAT WE'VE GOT.

WE DID. WE WERE DOWN IN THE NUMBER OF INSPECTIONS WE HAD LAST YEAR, BUT WE'VE GOT THEM BACK UP THIS YEAR WITH TOTALS COMING OUT TO 122 SO FAR.

AND THEN, OF COURSE, 31 POOL INSPECTIONS THROUGHOUT THE CITY.

ALL INSPECTIONS THIS QUARTER WERE PERFORMED IN HOUSE.

WE'VE GOT A LOT OF SUPPORT THROUGH SOME THIRD PARTIES THAT WE'RE ABLE TO ESTABLISH SOME STATE INSPECTORS THAT WERE ABLE TO WORK WITH AND SOME OTHER CITIES THAT ARE HELPING US WHEN WE NEED THOSE THAT INPUT FROM THEM.

BUT EVERYTHING WAS DONE IN HOUSE AND THEN REVIEWED OFF OF THAT, THE PROFESSIONAL FOOD SAFETY INSPECTOR CERTIFICATION THAT JOHNNY'S WORKING ON RIGHT NOW.

WE TALKED ABOUT THAT THE OTHER DAY.

HE'S STILL PENDING A TEST DATE FROM THE COMPANY, BUT WE DO EXPECT THAT WE WILL HAVE THAT IN PLACE BY THE END OF THIS YEAR.

THERE WERE TWO NEW FOOD ESTABLISHMENTS THIS QUARTER.

CEFCO AND THE COUNTY SEAT BOTH HAVE HEALTH PERMITS THAT WENT ALONG WITH THOSE OPENINGS.

JOHNNY HAS DONE A REALLY GOOD JOB OF PROCESSING AND EVALUATING OUR PROCEDURES THAT WE GO THROUGH THERE.

HE'S MADE SOME INNOVATIONS THAT MAY MAKE THE PROCESS A LITTLE BIT EASIER.

HE'S BEEN A VERY GOOD FIT IN THAT POSITION, AND SO WE'RE REAL HAPPY WITH WHAT WE'VE GOT.

COMING ALONG IN HEALTH INSPECTIONS.

CODE ENFORCEMENT DIVISION.

CLOSED CASES AND OPEN CASES FOR THIS QUARTER.

WE HAD A SECOND QUARTER, HAD 84 NEW CASES OPENED, CLOSED A TOTAL OF 70 FOR THE YEAR TO DATE TOTAL ON THAT OF 105 CASES CLOSED COMES OUT TRANSLATES TO AN 85% CLOSURE RATE.

AND SO THAT'S A PRETTY GOOD RATE FOR CLOSING CODE ENFORCEMENT CASES.

UH, CASES BY CATEGORY.

HOW? WEEDS AND GRASS, OF COURSE.

ALWAYS IN THE SUMMERTIME, YOU SEE AN UPTICK IN THAT WORKING WITHOUT A PERMIT FEE.

WE STILL HAVE A FEW OF THOSE EVERY NOW AND THEN THAT WE FIND.

AND SO WE POLICE THAT ON A REGULAR BASIS.

CODE ENFORCEMENT UPDATES HAD FIRST MEETING OF OUR BUILDING STANDARDS COMMISSION IN JUNE.

THAT BUILDING STANDARDS COMMISSION WAS CREATED BY ORDINANCE YEAR A YEAR AND A HALF AGO, MAYBE TWO YEARS AGO.

BUT WE HAD THE FIRST MEETING THIS YEAR BUILDING STANDARDS COMMISSIONS.

THEY GIVE US SOME OPTIONS TO MOVE FORWARD WITH SOME OF THE MORE HIGH PROFILE CASES AND GIVE US SOME MORE OPTIONS ON HOW TO PURSUE THOSE.

WE'RE WORKING THROUGH SOME CASES RIGHT NOW.

THEY'LL HEAR THEIR FIRST PUBLIC HEARING IN AUGUST.

AND SO FAR, WE'VE HAD A LITTLE BIT OF TRAINING, A LITTLE BIT OF INPUT AND GIVING THEM SOME IDEAS.

YOU'LL SEE A RECOMMENDATION COMING FROM THEM.

WE HAD A MEETING TODAY, A RECOMMENDATION FOR MINIMUM STANDARDS GOING INTO OUR ORDINANCE AND CHANGING THAT UP.

WE ARE.

LET'S SEE. VOLUNTARY COMPLIANCE IS STILL THE HIGHEST PRIORITY AND IS PURSUED AS THE PREFERRED COMPLIANCE METHOD.

WE DO RUN INTO THOSE THAT WE HAVE TO TAKE TO HIGHER LEVELS, BUT USUALLY WE CAN WORK THESE OUT AND MOST OF THE CASES THAT WE'VE GOT OUT THERE.

WE ARE REEVALUATING THE ILLA WITH PARADISE.

WE'VE HAD SOME OTHER MUNICIPALITIES.

THERE ARE SOME CITIES THAT HAVE CONTACTED US WANTING THE SAME TYPE OF SERVICE AND WE CAN'T SPREAD OURSELVES OUT.

THEN WE HAVE TO MAINTAIN WHAT WE'RE RESPONSIBLE FOR HERE.

SO WE'RE REGROUPING TO COME UP WITH ANOTHER METHOD THAT MIGHT WORK OUT BETTER FOR THAT.

STILL PROVIDE THEM WITH A WAY THAT THEY CAN PROVIDE THAT SERVICE FOR THEIR SELVES WITH THE END GOAL BEING THAT THEY ARE SELF SUFFICIENT ON THAT AND NOT THAT WE ARE CONTINUALLY WORKING IN THEIR JURISDICTION.

WE DID START KEEPING TRACK OF THE NUMBER OF SIGNS THAT WE ARE REMOVING.

OF COURSE, WITH THE NEW SIGN ORDINANCE, THERE IS THERE'S LANGUAGE IN THAT ORDINANCE THAT ADDRESSES SIGNS THAT ARE IN THE RIGHT OF WAY.

THE REMOVAL OF THOSE SIGNS, WE'VE BEEN DOING THAT FOR QUITE A WHILE, BUT WE REALLY HAVEN'T TRACKED THAT AS AN ITEM.

SO RIGHT AT THE END OF JUNE, I TALKED TO OUR CODE ENFORCEMENT OFFICER AND TOLD HIM WE NEED TO REALLY TRACK THIS AND SEE WHERE WE'RE AT BECAUSE THERE'S GOING TO BE A FEE THAT WOULD BE INVOLVED WITH THAT THROUGH THE NEW ORDINANCE FOR SOMEONE THAT PLACES A SIGN IN THE RIGHT OF WAY, OR AT LEAST TO GET THOSE SIGNS BACK.

AND BECAUSE RIGHT NOW WE ALLOW THEM TO COME BACK UP TO OUR OFFICES AND PICK THEIR SIGNS UP IF THEY WANT THEM BACK, AND MOST CASES THEY DO, MOST OF THE GARAGE SALES DON'T.

BUT. IN JULY ALONE, WE PICKED UP 114 SIGNS IN THE RIGHT OF WAY.

THERE'S A LOT.

HE COMES BACK EVERY FRIDAY WITH A PICKUP LOAD FULL OF THEM.

SO WE DO HAVE THAT.

WE'LL BE BRINGING FORWARD A SUGGESTED FEE DURING THE NEXT FEE SCHEDULE UPDATE THAT WE HAVE.

ONE OF THE THINGS THAT WE'VE SEEN IN THE LAST FEW WEEKS, THE LAST COUPLE OF MONTHS, AND IT'S BECAUSE OF THE TIME OF YEAR IT IS, BUT IT'S AN INCREASE IN THE NUMBER OF VIOLATIONS INVOLVING POOLS AND SPECIFICALLY POOLS THAT ARE NOT SECURED, DON'T HAVE A FENCE AROUND THEM, STILL HAVE THE LADDERS UP AND ARE ACCESSIBLE TO ANYBODY.

AND SO WE'VE PURSUED THAT VERY DILIGENTLY.

WE TAKE THAT VERY SERIOUSLY AND DON'T WANT DECATUR TO BE ON NATIONAL NEWS FOR ANYTHING BAD.
