I FEEL THAT THE CITY OF DECATUR IS DOING A HUGE AMOUNT OF ENVIRONMENTAL DAMAGE AND POLLUTION FROM STORMWATER ORIGINATING WITHIN THE CITY OF DECATUR AND GOING ALL THE WAY TO EAGLE MOUNTAIN LAKE.

IN MY OPINION, THIS IS THE RESULT OF THE CITY NOT HAVING A REALISTIC AND FORWARD LOOKING STORMWATER CONTROL PROGRAM.

THAT PROGRAM MAY EXIST, BUT I HAVE LOOKED ALL OVER THE INTERNET.

I'VE TALKED TO A BUNCH OF PEOPLE.

AND IF YOU LOOK AROUND DECATUR, THERE ARE NO DETENTION PONDS THAT I CAN FIND.

EXCUSE ME. I LIVE SOUTH OF DECATUR.

RIGHT IN THE MAIN DRAINAGE OF THE ENTIRE CITY AND HAVE A HUGE AMOUNT OF WATER COMING THROUGH MY PLACE.

A LOT OF DAMAGE FROM IT.

WE'VE KILLED HUNDREDS OF TREES AND MY CURRENT CONCERN IS VISTA PARK AND ANY SUBSEQUENT DEVELOPMENTS.

VISTA PARK IS A VERY HIGH DENSITY CONSTRUCTION AREA.

A LOT OF THE AREA IS HARD SURFACED.

IT CAUSES IT WILL CAUSE A HUGE AMOUNT OF RUNOFF.

AND, YOU KNOW, ABOUT HALF OF THAT DEVELOPMENT.

I'M GUESSING THE WATER WILL FLOW THROUGH MY PROPERTY.

AND ONE INCH OF RAINFALL, NOT TWO, NOT THREE, BUT ONE INCH OF RAINFALL ON HALF OF THAT DEVELOPMENT IS A MILLION GALLONS OF WATER.

IN THAT TIME, I'M GUESSING SOMEWHERE BETWEEN 150 AND 200 ACRES HAS BEEN DEVELOPED IN THE CITY WITH A HUGE AMOUNT OF THAT BEING HARD SURFACE.

160 ACRES.

ONE INCH OF RAINFALL.

4.5 MILLION GALLONS OF WATER WEIGHING 37 MILLION POUNDS.

THAT'S A LOT OF WATER WITH NO RESTRAINT ON IT.

NO DETENTION ANYWHERE.

GIVE YOU AN IDEA THAT'S THE EQUIVALENT OF ABOUT 450 FULLY LOADED 18 WHEELERS GOING THROUGH AN AREA ABOUT THE SIZE OF THAT AREA YOU'RE SITTING IN.

2 OR 3 INCH RAIN IS A MASSIVE AMOUNT OF WATER.

IN IN THE PAST 10 TO 12 YEARS, I ESTIMATE THAT 40 TRUCKLOADS, TRAILER TRUCKLOADS.

THE LAST MOU THAT WE HAD SIGNED WITH THE SCHOOL DISTRICT WAS UNDER, I BELIEVE, TWO SUPERINTENDENTS AGO.

SO BASICALLY IT WAS TIME TO UPDATE AND REDO BASICALLY THAT MOU THAT WE'VE HAD WITH THE SCHOOL DISTRICT.

THE TERMS OF THE SCHOOL OF THE MOU BASICALLY ARE THAT THE CITY OR PD, WE PROVIDE AND WE PAY FOR ONE SALARY FOR ONE OF THE SROS AND THEN THEY WILL PAY FOR TWO SALARIES AND THEN THE ADDITIONAL SALARIES ARE A 70/30 SPLIT, 70% OF THE SALARY BEING PAID BY THE ISD AND THE 30% BEING PAID BY THE CITY.

ALSO OUT OF THIS WE WERE ABLE TO ADD AN ADDITIONAL SRO THIS COMING SCHOOL YEAR, WHICH WILL MAKE IT WHERE EACH CAMPUS HAS AN SRO THAT WILL BE ASSIGNED TO EACH DISTRICT CAMPUS.
