WE PUT A PACKAGE TOGETHER OF THE AUDITED FINANCIAL STATEMENTS AND ALSO OUR REQUIRED COMMUNICATION TO THOSE CHARGED WITH GOVERNANCE ARE THE CITY COUNCIL.

YOU KNOW, IT WAS A GREAT YEAR FINANCIALLY.

I DEFINITELY WANT TO THANK ANA AND HER TEAM FOR GETTING US ALL THE INFORMATION THAT WE NEEDED.

HAPPY TO REPORT OUR OPINION, WHICH IS THE FIRST THING IN THE BOOKLET, IS A CLEAN, UNMODIFIED OPINION.

BASICALLY SAYS THAT WE CAME AND DID OUR AUDIT IN ACCORDANCE WITH THE GENERALLY ACCEPTED AUDITING STANDARDS, AND WE BELIEVE THAT THESE FINANCIAL STATEMENTS ARE PRESENTED FAIRLY IN ACCORDANCE WITH GENERALLY ACCEPTED ACCOUNTING PRINCIPLES.

SO MORE PEOPLE CAME AND COME TO THE CONVENTION CENTER, THINGS OF THAT NATURE.

SO AGAIN, AN OVERALL REALLY STRONG YEAR FROM A FINANCIAL STATEMENT STANDPOINT.

YOU ALL DID ADOPT THE GADSDEN STANDARD.

I KNOW WE KIND OF TALKED ABOUT THAT LAST YEAR, TOOK A LITTLE BIT OF EFFORT FROM FINANCE PERSONNEL TO MAKE SURE THAT ALL THE LEASES WERE GATHERED, REVIEWED AND ANALYZED. AT THE END OF THE DAY, I THINK YOU ENDED UP PUTTING THE LINE IN THAT TWO OR $300,000 OF BOTH AN ASSET AND A LIABILITY ON YOUR BOOKS.

BUT THERE'S ALSO SOME REGULATED LEASES.

THE STANDARD IS VERY COMPLICATED AND IT'S TRYING TO GET EVERYBODY ON THE SAME PLAYING FIELD.

BUT LIKE REGULATED LEASES LIKE THOSE AT THE AIRPORT ARE ACTUALLY EXCLUDED FROM RECORDING.

WHEN YOU ISSUED THE BONDS THAT ACTUALLY ADDED TO YOUR FUND BALANCE.

SO AS YOU SPEND YOUR BONDS, THAT WILL REDUCE YOUR FUND BALANCE INSTEAD OF JUST RECOGNIZING THE CASH AND THE DEBT, THE FUNDS ARE A LITTLE A LITTLE

QUIRKY. SO NEXT YEAR WHEN I COME BACK AND I SAY YOUR FUND BALANCE DECREASED BY TEN OR 15 MILLION OR WHATEVER YOU ALL PLAN TO SPEND.

SO. AND THAT'S WHY I POINTED OUT, LIKE THE FIRST NUMBER WE TALKED ABOUT THE CHANGE IN NET POSITION.

SO. GOOD, STRONG FINANCIAL POSITION FROM IN YOUR GENERAL FUND.

OBVIOUSLY THE DEBT DID INCREASE BY AROUND 30 MILLION THIS YEAR.

AND FANTASTIC JOB, BY THE WAY.

AND THE DECATUR ECONOMIC DEVELOPMENT CORPORATION'S BOARD BELIEVES IS A TRUE MILESTONE, NOT JUST FOR THE EDC, BUT ALSO FOR DECATUR.

WE CAN ALL LOOK BACK ON DIFFERENT TIMES THROUGHOUT DICTATORS HISTORY ON MAJOR DECISIONS THAT WERE MADE THAT BROUGHT US TO WHERE WE ARE TODAY.

YOU ALL MADE ONE JUST THIS PAST YEAR ON A MAJOR BOND.

THERE'S PEOPLE IN THE AUDIENCE HERE THAT HAVE BEEN INVOLVED IN THIS COMMUNITY FOR A LONG PERIOD OF TIME AND HAVE MADE DECISIONS THAT WERE MAJOR DECISIONS AT THE TIME.

BUT TODAY WE LOOK BACK AND THEY WERE FOUNDATIONAL FOR SOME OF THE SUCCESSES THAT WE CONTINUE TO EXPERIENCE IN THE CITY TODAY.

I BELIEVE THAT THIS LAND ACQUISITION THAT THE IDC'S BOND IS GOING TOWARDS IS ANOTHER ONE OF THOSE MAJOR DECISIONS THAT IN THE FUTURE WE'LL LOOK BACK ON AND WE'LL RECOGNIZE THIS AS A MAJOR DECISION FOR OUR FUTURE, OUR COMMUNITY'S ECONOMY IN THE FUTURE.

ESSENTIALLY WHAT WE'RE DOING IS WE'RE EXPANDING OUR BUSINESS PARK FROM 160 ACRES TO 530 ACRES THROUGH THE ACQUISITION OF AN APPROXIMATELY 370 ACRE TRACT OF LAND THAT'S ALREADY ANNEXED INTO THE CITY.

IT'S ALREADY ZONED APPROPRIATELY AND IT ALREADY HAS WATER AND WASTEWATER FOR INDUSTRIAL USE, INDUSTRIAL CAPACITY RUNNING THROUGH THE PROPERTY.

AND SO IT'S REALLY A NO BRAINER FROM A DEVELOPMENT STANDPOINT.

JUST WANT TO HIGHLIGHT REAL QUICKLY THE A COUPLE OF NUMBERS.

SO IN THE CURRENT BUSINESS PART, YOU ALL HAVE APPROVED ALL OF THESE DEALS AND SO YOU ALL ARE WELL AWARE OF THIS.

BUT TWO OF THOSE PROJECTS ARE UP AND OPERATING AND ON THE TAX ROLLS CURRENTLY THOSE ARE CARDINAL PAINT AND INDUSTRIAL DIESEL.

BETWEEN THOSE TWO, THAT'S APPROXIMATELY $13.2 MILLION ON THE TAX ROLLS.

IF YOU TAKE THAT PROPERTY VALUE AND YOU SPREAD THAT ACROSS THE FULL BUILDOUT ON THIS 530 ACRE PARK.

AT FULL BUILDOUT. THIS LAND HAS A REAL POSSIBILITY OF DOUBLING OUR TAX ROLLS.

IF YOU BASE OUR TAX ROLLS ON TODAY'S CURRENT VALUES, $1,000,000,000 OR JUST ROUGHLY $1,000,000,000.

OBVIOUSLY, IT'S HIGHLY DEPENDENT ON HOW IT BUILDS OUT WHAT TYPES OF INDUSTRIES WE BRING IN.

BUT ALL OF Y'ALL ARE FAMILIAR WITH THE TYPES OF PROJECTS THAT ARE CONSIDERING DECATUR.

I THINK IT'S COMPLETELY APPROPRIATE TO EXPECT THAT WE'LL CONTINUE TO SEE THAT TYPE OF INTEREST.

LARGE PROJECTS, LARGE INVESTMENTS, HIGH PAYING JOBS, AND WE HAVE THE LUXURY OF BEING VERY SELECTIVE ON THOSE PROJECTS.

SO WHILE I'LL GUARANTEE NO TIMELINE ON BUILDOUT.

WHAT I CAN GUARANTEE YOU IS THIS IS GOING TO HAVE A SIGNIFICANT PAYBACK TO THE COMMUNITY AND A VERY HIGH RATE OF RETURN ON INVESTMENT.

BUT BEING ABLE TO LEVERAGE THEIR NETWORK IS A HUGE COMPETITIVE ADVANTAGE FOR THE EDC AND FOR DECATUR.

I'LL ALSO ADD THAT THIS LAND IS DUAL CERTIFIED FROM AN ELECTRIC STANDPOINT.

SO IT'S SERVED BY WYSE ELECTRIC COOPERATIVE AS WELL AS ONCOR HAS AN ENCORE TRANSMISSION LINE RUNNING THROUGH IT, AND WHICH THAT'S SIGNIFICANT BECAUSE THAT PROVIDES REDUNDANCY FOR INDUSTRIAL TENANTS.

THE WATER AND WASTEWATER THAT THE EDC STRATEGICALLY RAN THROUGH THIS PROPERTY TO OUR CURRENT BUSINESS PARK.

THAT'S A MAJOR INVESTMENT THAT THE EDC WILL NOT HAVE TO MAKE GOING FORWARD SINCE IT'S ALREADY BEEN MADE.

AND FORTUNATELY THAT WAS MADE AT PRE-COVID DOLLARS.

AND SO THAT WAS LOOKING BACK NOW, THAT WAS AN ABSOLUTE, ABSOLUTELY WONDERFUL INVESTMENT.

I COULD GO ON AND ON. THE VALUE OF THIS PROPERTY.

BUT AT THE END OF THE DAY, THIS IS A IT'S REALLY A NO BRAINER IN TERMS OF SECURING OUR, I WOULD SAY, NEAR TO MID TERM FUTURE IN TERMS OF LAND RESOURCES FOR DEVELOPMENT AND KEEPING CONDENSING WHICH I SPEAK.

AND JUST WITH THE GENERAL PUBLIC CONDENSING ALL OF OUR INDUSTRIAL DEVELOPMENT REALLY TO ONE AREA, I THINK THAT'S VERY ATTRACTIVE FROM A PLANNING STANDPOINT AS NEW TYPES OF DEVELOPMENT, RESIDENTIAL, RETAIL, COMMERCIAL LOOK AT DEVELOPING.

WE ARE REALLY CONCENTRATING ALL OF OUR INDUSTRIAL AND WHAT WE CALL PRIMARY JOBS IN THAT SOUTHEAST QUADRANT OF THE COMMUNITY.

FROM THE TAX ROLLS, INDUSTRIAL DIESEL AND CARDINAL PAINT.

BUT WE ALSO HAVE TWO OTHER EXISTING ORGANIZATIONS THAT ARE UNDER CONSTRUCTION WITH SEARCH AND AQUA LINE.

SO IT REALLY IS IMPORTANT THAT WE HAVE ADDITIONAL LAND AVAILABLE FOR OTHER ORGANIZATIONS TO COME IN.

SO BACK IN THE FALL, MOODY'S CAME IN AND JUST GOT FINANCIAL INFORMATION FROM KEVIN FROM THE CITY ABOUT THE EDC AND THEY UPGRADED YOU TO AN A-1 RATING.

AND THEN EVEN WITH THE ISSUANCE OF THE NEW BONDS, THEY CAME BACK.

WE HAD ANOTHER RATING CALL BECAUSE YOU DO THAT WHEN YOU HAVE A BOND RATE, A BOND ISSUANCE, AND THEY REAFFIRMED YOUR A-1 RATING.

SO THAT'S A VERY STRONG RATING FOR AN EDC THAT HELPS YOU TO LOWER THE INTEREST RATE FOR THE EDC WHEN THEY ISSUE BONDS.

SO JUST WANTED TO SAY THANK YOU TO YOU FOR ALL THE INFORMATION THAT YOU PROVIDED.

WE HAD 22 DIFFERENT BIDDERS COME IN AND PUT IN ORDERS FOR THE BONDS AND THERE WAS A EXCESS OF DEMAND FOR THE BONDS. AND SO BASICALLY WHAT HAPPENED IS WE ENDED UP LOWERING THE RATE, ESPECIALLY ON THE LONG END OF THE DEAL BY TEN BASIS POINTS.

AND MARKETS HELPED A LITTLE BIT.

TREASURY MARKETS FORTUNATELY, WENT UP IN PRICE AND DOWN IN YIELD.

BUT TO PUT THAT IN NUMBERS FROM WHERE WE WERE LOOKING AT ON FRIDAY, THAT SAVED THE ADC ABOUT $245,000.

THAT WAS THE DIFFERENCE BETWEEN FRIDAY AND TODAY.

SO SOME OF THE PROBLEMS THAT WE'RE HAVING, IT'S AN OLDER, ANTIQUATED SYSTEM.

CURRENTLY, CARDINAL HAS ONE PROGRAMMER WHO IS ABSOLUTELY PHENOMENAL THAT WE DEAL WITH ON A CONSTANT BASIS.

THERE USED TO BE THREE OF THEM.

TWO HAVE RETIRED.

AND SO WE'RE LEFT WITH LEN COLLINS, WHO, LIKE I SAID, IS ABSOLUTELY WONDERFUL.

HE IS ON THE PHONE WITH US CONSTANTLY OR ON THE PHONE WITH OUR STAFF HERE AT THE CITY.

BUT HE'S THE MAIN GUY.

HE'S THE GUY THAT KNOWS ALL OF IT.
