SO AS YOU ALL WILL REMEMBER, I'LL JUST REFRESH YOU ON KIND OF THE HIGHLIGHTS OF THE PROJECT.

SILICONE MANUFACTURING FACILITY RELOCATE AND COMPLETELY OUT OF GRAPEVINE, TEXAS, AND DECATUR AT EAGLE'S LANDING BUSINESS PARK.

THE PROJECT SPECIFICS ARE $21 MILLION INVESTMENT IN 95 NEW JOBS, 100,000, WHICH HAS NOW TURNED INTO ABOUT 110 OR 15,000 SQUARE

THE EDC BOARD HAS VOTED ON THIS PREVIOUSLY, UNANIMOUSLY, UNANIMOUSLY FOR APPROVAL, MOVING EVERY DATE BACK SIX MONTHS BECAUSE THIS THE PROPERTY IN THE BUSINESS PARK THAT G2 PRODUCTS SELECTED HAD A NATURAL GAS PIPELINE RUNNING THROUGH IT.

THAT'S SOMETHING THAT THEY WERE AWARE OF AHEAD OF TIME.

WE WERE VERY TRANSPARENT WITH THAT.

THEY TRIED TO CREATE A SITE PLAN THAT ACCOMMODATED THAT NATURAL GAS PIPELINE AND ALSO ALLOWED FOR THEM TO EXPAND AS THEY'D LIKE TO.

ULTIMATELY, WHAT THEY'VE DECIDED UPON IS JUST GOING AHEAD, BITING THE BULLET AND RELOCATING THAT GAS LINE.

IF ANYBODY THAT'S BEEN THROUGH THAT PROCESS KNOWS HOW EXPENSIVE THAT IS.

SO THEY SPENT SOME TIME AND RESOURCES TRYING TO AVOID THAT.

BUT THE HIGHEST AND BEST USE FOR THE PROPERTY AND FROM THEIR PERSPECTIVE IS TO GO AHEAD AND RELOCATE THAT GAS LINE SO THAT THEY CAN MAXIMIZE UTILITY OF THE OF THE PROPERTY. AND SO WHAT THE EDC, EDC BOARD VOTED IN APPROVAL OF AS A SIX MONTH DELAY ON ALL ON EACH DATE IN THE AGREEMENT.

AND THAT'S WHAT WE'RE ASKING FOR YOUR APPROVAL ON TONIGHT.

I'LL JUST ADD WE HAVE NO CONCERNS.

ALL THESE DATES ARE REALLY PUT INTO PLACE AS TEETH IN THE AGREEMENT TO ENSURE THAT THE COMPANY, THE PRIVATE SECTOR PARTNER, MOVES FORWARD WITH THEIR OBLIGATIONS AND THEIR COVENANTS IN THE AGREEMENT.

WE DON'T HAVE ANY CONCERNS THAT THAT WILL BE THE CASE.

HE'S THE CONTRACTOR THAT WE'VE IDENTIFIED TO MOVE OUR CASTLE FINANCE PROJECT FORWARD.

SO THIS IS SIMPLY AN AGREEMENT BETWEEN HIS BUSINESS AND THE CITY, PROVIDING FOR DETAILED SERVICES, TERMS OF AGREEMENTS, COMPENSATION, THINGS LIKE THAT.

SO BASICALLY, IT'S A SIMPLE AGREEMENT THAT WE NEED TO SIGN IN ORDER FOR HIM TO CONTINUE WORKING ON THE CASSEL PROJECT.

SO THAT WAS NICE TO BRING SOME OF THE CITY STAFF ALONG IN THE PROCESS AND HOW IT FUNCTIONS.

I'M PLEASED TO REPORT TO YOU TONIGHT THAT AFTER THE RFP PROCESS, WE HAVE THE OPPORTUNITY TO RENEW ALL CURRENT PLANS WITH BLUE CROSS BLUE SHIELD FOR NO

CHANGE IN COST, NO CHANGE IN BENEFITS FOR THE 2023 PLAN YEAR.

THE CITY HAS FARED VERY WELL OVER THE PAST SIX YEARS.

WE'RE AVERAGING ABOUT A TWO AND A HALF PERCENT REDUCTION IN COST OVER THAT STRETCH.

SO WE'RE ON A GOOD RUN RIGHT NOW.

OUR RECOMMENDATION IS THAT WE RENEW THOSE CURRENT PLANS AS A PART OF OUR PROCESS AND MEETING WITH THE COMMITTEE, WE WERE ASKED TO EVALUATE SEVERAL OPTIONS.

ONE OF THOSE WAS AN EMPLOYER PAID SHORT TERM DISABILITY OPTION.

THAT IS A PROGRAM THAT WOULD BE PAID BY THE CITY AT A COST OF ROUGHLY $23,000 ANNUALLY.

WE CREATED AN EMPLOYEE BENEFIT TRUST FUND SOME YEARS AGO.

THE FUND BALANCE IS SUFFICIENT TO MORE THAN COVER THAT COST SHOULD THE COUNCIL ELECT TO MOVE FORWARD WITH THAT.

IF THE COUNCIL DOES ELECT TO MOVE FORWARD WITH THAT PROGRAM, THE CITY WOULD RECEIVE AN ADDITIONAL QUARTER OF A PERCENTAGE POINT REDUCTION IN OUR HEALTH CARE COSTS, AND THAT WOULD BE PERPETUAL.

SO INSTEAD OF A ZERO INCREASE, WE WOULD BE LOOKING AT A QUARTER OF A PERCENT REDUCTION, NOT BIG DOLLARS, BUT WE TAKE WHAT WE CAN GET.

SO IT MAKES THE NET COST ROUGHLY OF THAT SHORT TERM DISABILITY PROGRAM.

IF YOU FACTOR IN THE QUARTER PERCENT, MORE LIKE ABOUT $18,000.

SO WE'VE BEEN VERY BALANCED OVER THE YEARS.

WE EVALUATED OTHER OPTIONS.

UNITED HEALTHCARE DID COME IN WITH A PROPOSAL THAT WAS SLIGHTLY LESS COSTLY THAN BLUE CROSS BLUE SHIELD, BUT THE OVERWHELMING MAJORITY OF THE COMMITTEE PREFERRED BLUE CROSS OVER UNITED HEALTHCARE AND THERE WERE VARIOUS REASONS STATED AS TO WHY THAT IS.

SO AGAIN, IT IS OUR RECOMMENDATION TO RENEW YOUR BLUE CROSS BLUE SHIELD PROGRAMS. AND AND THAT'S ALL ENCOMPASSING, MEANING THAT'S HEALTH CARE.

NO CHANGE IN COST, DENTAL, NO CHANGE IN COST VISION, NO CHANGE IN COST, BASIC LIFE, VOLUNTARY LIFE, LONG TERM DISABILITY.

ALL NO CHANGE IN COST FOR 2023.

SO THE SHORT TERM DISABILITY.

WHAT'S THAT CALCULATED ON TYPICALLY MOST ORGANIZATIONS THAT IS AN INDIVIDUAL OR VOLUNTARY TYPE PRODUCT AND BASED ON CERTAIN DATA. SO HOW IS THAT GOING TO BE CALCULATED? YES. SO SPECIFICALLY, YOUR SHORT TERM DISABILITY BENEFIT IS IS CALCULATED AT 60% OF A PERSON'S WEEKLY INCOME, UP TO 500 A WEEK COST STRUCTURE.

BUT THE COST STRUCTURE VARIES GREATLY BY INDUSTRY.

IN OUR POLITICAL SUBDIVISION, CLIENTS THAT WE REPRESENT, WHICH IS ROUGHLY 50 IN THE METROPLEX.

SO THE COMMITTEE ASKED THAT WE EVALUATE THAT OPTION, AND WE DID.

AND BASED ON THE COMMITTEE'S REVIEW OF THE NUMBERS, THAT WAS THEIR RECOMMENDATION THAT WE BRING THAT TO THE TO THE CITY AND UNDERSTAND THAT I GUESS I'M MORE CURIOUS ABOUT MOST OF THE TIME IT'S BASED ON ON THE INDIVIDUAL VOLUNTARY BASIS.

IT IS, YOU KNOW, COST STRUCTURE BY AGE OR THERE'S AGE BRACKETS ASSOCIATED WITH THAT IN ADDITION TO THE INCOME.

SO IN A VOLUNTARY ENVIRONMENT THAT IS ACCURATE AND NOT IN A VOLUNTARY ENVIRONMENT.

AS OF TODAY, THERE ACTUALLY WAS A LIBRARY IN MONTANA THAT MADE THE NEWS WHEN THEY DECLARED THAT THEIR LIBRARY WOULD BE PRO-FAMILY AND THEY DECIDED TO CUT TIES WITH ALA BECAUSE THEIR AGENDA IS ANYTHING BUT THE FAMILY.

I KNOW THAT SOUNDS EXTREME, BUT IF YOU GO TO THEIR WEBSITE AND SEE WHO THEY AFFILIATE THEMSELVES WITH, YOU'LL SEE THAT I AM CORRECT.

THERE ARE OTHER WAYS TO GET FUNDED, OTHER OPPORTUNITIES FOR GRANTS.

AND SO MYSELF AND A LOT OF PARENTS ARE WONDERING WHY THE CITY OF DECATUR IS CHOOSING TO BE AFFILIATED WITH THIS ORGANIZATION.
