FIRST AND FOREMOST ON MY LIST OF PRIORITIES IS CUSTOMER SERVICE, FOLLOWED BY SOME SOLUTIONS TO SOME RECENT ISSUES THAT HAVE COME UP IN THE CITY GOAL SETTING PROGRAM THAT WE'RE GOING TO TALK ABOUT MY SOAR REPORT. AND THEN I'VE ADDED SOMETHING NEW FOR OUR EMPLOYEES THIS YEAR IS THE EMPLOYEE OF THE MONTH PROGRAM. SO, HOP RIGHT INTO IT. CUSTOMER SERVICE HAS BEEN AN ISSUE HISTORICALLY. SORRY ABOUT THAT. SPEAKING OF CUSTOMER SERVICE, I WAS GOING TO SAY CUSTOMER SERVICE HAS BEEN AN ISSUE THAT WE'VE DEALT WITH HISTORICALLY. IN MY BACKGROUND, THE BACKGROUND THAT I COME FROM IN THE FIRE SERVICE, WE TREAT IT AS A NUMBER ONE PRIORITY AND IT'LL BE NO DIFFERENT AS WE MOVE THE CITY FORWARD. IF YOU ALL RECALL THE LAST COUNCIL SESSION, WE HAD A FEW ISSUES RELATIVE TO THE LIBRARY COME UP IN THAT SAME WEEK. WE HAD SOME ISSUES ACROSS THE CITY AND OTHER VARIOUS DEPARTMENTS THAT KIND OF LED ME TO TAKE A DEEPER DIVE INTO CUSTOMER SERVICE. WE HAVE 140 PLUS OUTSTANDING EMPLOYEES, BUT ONE OF THE THINGS THAT WE ALL NEED TO BE REMINDED OF IS KIND OF WHAT IS THE STANDARD FOR BEST PRACTICES AS IT RELATES TO CUSTOMER SERVICE. SO I BEGAN ASSEMBLING A CUSTOMER SERVICE TASK FORCE, WHICH IS JUST SIMPLY A GROUP OF PEOPLE THAT ARE GOING TO ASSIST ME IN DIGGING DOWN INTO THE VARIOUS DEPARTMENTS AND MAKING SURE THAT WE'RE PROVIDING THE ABSOLUTE BEST CUSTOMER SERVICE POSSIBLE. AND KIND OF THE BASIC STEPS HERE ARE, YOU KNOW, MAKING SURE THAT WE CLEARLY DEFINED POLICIES NEED TO BE UPDATED, PROCESSES THAT NEED TO BE UPDATED, THINK ABOUT ORDINANCES AND THINGS LIKE THAT, THAT NEED TO BE UPDATED TO MAKE SURE THAT WE'RE LEADING THE WAY IN THE RIGHT WAY. IF YOU WILL LAY OUT OUR EXPECTATIONS TO OUR EMPLOYEES TO MAKE SURE THAT WE'RE ALL ON THE SAME PAGE RELATIVE TO WHAT THE CUSTOMER NEEDS AND EXPECTS AND THEN PROVIDE THAT TRAINING FOR OUR EMPLOYEES IF THERE ARE ANY DEFICIENCIES AND THEN REVISIT THE SITES WITH REGULARLY OCCURRING INSPECTIONS OR DROP INS, IF YOU [00:05:06] WILL. SO TALKING ABOUT SOLUTIONS NOW, LAST COUNCIL SESSION, WE HEARD FROM OUR COMMUNITY LOUD AND CLEAR THAT THERE WERE SOME CONCERNS THAT THE LIBRARY AND TO ADDRESS THOSE CONCERNS, WE REMIND YOU THAT THERE'S TWO BOOKS THAT ARE BEING CHALLENGED AGAIN, OR A SECONDARY CHALLENGE. WHAT I WOULD ASK FOR YOU FROM YOU GUYS TONIGHT IS I NEED THREE COUNCIL PERSONS WHO ARE WILLING TO ASSIST IN FINDING NO MORE THAN SIX MEMBERS FROM THE COMMUNITY TO ASSIST THE THREE MEMBERS OF THE LIBRARY BOARD WITH A REVIEW COMMITTEE. SO IF THERE'S ANYBODY THAT WANTS TO VOLUNTEER THEIR SERVICES, I CAN MAKE NOTES NOW OR YOU CAN GET WITH ME BEFORE THE MEETING CLOSES. WHAT I WOULD LIKE TO DO IS HAVE YOU ASSIST ME IN PUTTING TOGETHER A SOLID REPRESENTATION OF THE COMMUNITY TO PARTNER WITH THREE MEMBERS OF THE LIBRARY BOARD TO CREATE A ESSENTIALLY A COMMUNITY REVIEW COMMITTEE, NOT ONLY FOR THESE TWO BOOKS, BUT AS WE GROW FORWARD, THERE WILL BE OTHER NEEDS THAT THAT COMMUNITY CAN HELP WITH OR THAT GROUP CAN HELP WITH. ONE OF THE THINGS IN TALKING WITH STAFF AT THE LIBRARY, THEY'VE THEY'VE HAD AN ONGOING INITIATIVE FOR YEARS TO REDUCE THE OVERALL VOLUME OF BOOKS, AND THAT'S BECOMING A HIGHER PRIORITY BASED ON THE GRANT THAT THEY RECEIVED FOR SOME FURNITURE. THEY'RE WANTING TO REDUCE THE SHELF HEIGHT AND MODERNIZE THE LOOK OF THE INSIDE OF THE LIBRARY. AND REALLY TO EFFECTIVELY DO THAT, THEY NEED TO REDUCE THE AMOUNT OF CONTENT THAT THEY'RE HOLDING IN THE LIBRARY. AND IT'S MY BELIEF THAT THIS GROUP COULD BE AWARE OF THAT PROCESS TO DO THAT OR ASSIST WITH THAT PROCESS TO DO THAT. BECAUSE IF WE ASK THEM TO CUT 10% OF THE BOOKS IN THE LIBRARY TO MEET THIS NEW NEED, THAT'S ABOUT 4200 BOOKS ROUGHLY, GIVE OR TAKE. SO THAT'S KIND OF WHAT THAT SOLUTION LOOKS LIKE IN THE SAME VEIN OF SOLUTIONS. QUICK UPDATE ON THE CASSEL IMPLEMENTATION. CASSEL IS GOING TO BE OUR NEW FINANCE SOFTWARE. IT WILL REPLACE THE STW SYSTEM. I HAVE GREG MOORE HERE. GREG, I WANTED TO PUT A NAME WITH A FACE FOR MR. MOORE. HE IS OVERSEEING THE PROJECT FOR US AS A CONSULTANT. HE'S BASICALLY TAKING US THROUGH THE VARIOUS PHASES HERE. THE BEAUTIFUL THING IS THIS IS GOING TO PUT US IN THE 21ST CENTURY AS IT RELATES TO DOCUMENTING OUR FINANCES, DOCUMENTING OUR EMPLOYEE TIME AND BENEFITS. AND IT'S ALSO GOING TO ALLOW THE SUPERVISORS AND MID-LEVEL MANAGERS TO HAVE MORE OF A BUY IN ON WHAT THEY'RE REPORTING UP THROUGH THE FINANCE OFFICE. MUCH NEEDED IMPROVEMENT. AND THE BIGGEST DEAL IS WE HOPE TO HAVE IT IN PLACE FOR THE NEXT FISCAL YEAR. SO OCTOBER ONE, 2023. THIS PIECE DIRECTLY INVOLVES YOU. I'VE ASKED MY STAFF COMING INTO OCTOBER TO START WHAT I'M CALLING A FIVE BY FIVE BY FIVE GOAL SETTING PROGRAM, FIVE GOALS OVER FIVE YEARS, USING FIVE WORDS OR LESS PER GOAL. BASICALLY, SHORT SNIPPETS OF WHAT THEY EXPECT TO BE DOING FOR THE COMMUNITY AND FOR COUNCIL AND FOR EACH OTHER OVER THE NEXT FIVE YEARS. IT SHOULD. MY VISION FOR THIS IS THAT IT WILL COMPLEMENT OUR LONG RANGE PLAN AND GIVE US A SMALLER WINDOW TO OPERATE BY. WHETHER THAT'S STAFFING THAT WE NEED VEHICLES, THAT WE NEED SOME SORT OF RESOURCE THAT WE DON'T HAVE. THIS IS A GOAL OR A WAY FOR US TO IDENTIFY THAT. SO NEXT WEEK THEY'LL BE PRESENTING THEIR FIVE BY FIVES AND I WOULD BE ASKING YOU GUYS TO START THINKING ABOUT THAT AS WELL. AT SOME POINT WE'LL HAVE A WORKSHOP OR A WORK SESSION WHERE WE HEAR ABOUT YOUR FIVE YEAR GOALS. ALSO, I PUT THE PICTURE OF THE BUILDING NEXT DOOR UP THERE. WE HAVE TWO POSITIONS THAT WE NEED TO HIRE FOR AND I HAVE NOWHERE TO PUT THEM. SO BY UTILIZING THAT BUILDING TO ITS CAPACITY, IT'S GOING TO SET US UP NICELY TO GROW OVER THE NEXT 2 TO 5 YEARS. THIS IS MY SOAR PROGRAM, SPECIAL OPPORTUNITIES, ACTIVITIES AND RELATIONS. THIS IS SOMETHING THAT I PUT TOGETHER TO BE ABLE TO KIND OF REPORT WHAT I'M DOING FOR YOU AND FOR OUR STAFF. SO I APOLOGIZE. BUT STAFF DEVELOPMENT, 42 STAFF DEVELOPMENT MEETINGS THIS QUARTER, PARTNER RELATIONSHIP MEETINGS, THIS IS ANYTHING THAT PULLS ME OUT INTO THE [00:10:02] COMMUNITY, EITHER SPEAKING WITH PEOPLE OR TALKING WITH DEVELOPERS OR COMMUNITY STAKEHOLDERS. 53 OF THOSE BOARD MEETINGS, THIS WOULD COUNT AS A BOARD MEETING. EDC, PARKS BOARD, ALL THE VARIOUS BOARDS AND COMMISSIONS THAT I HELP SUPPORT. AND THEN GUESS SPEAKING, THOSE WOULD BE ROTARY OR ANY OTHER GROUP THAT ASKS TO HAVE KIND OF A STATE OF THE CITY OR JUST A QUICK CHAT FROM THE CITY MANAGER. SO THIS NEXT ONE IS A BIG DEAL FOR ME. WE ARE STARTING AN EMPLOYEE OF THE MONTH PROGRAM. AND BEFORE I CLICK TO THE NEXT SLIDE, IT'S VERY IMPORTANT FOR ME TO POINT OUT HOW MUCH QUALITY WORK THIS GROUP IS. AND THIS IS A WHOLE GROUP OF PEOPLE. THEY ARE REALLY WORKING DOUBLE TIME ON ALL THE PROJECTS THAT WE'VE LAID OUT IN FRONT OF THEM. SO IT'S ONLY NATURAL FOR THIS GROUP TO BE OUR PARKS DEPARTMENT RECEIVING THE FIRST EMPLOYEE OF THE MONTH AWARD. AND SO THAT'S THE PARKS GROUP RIGHT THERE. AND MS. WELL, ME AND THE PREVIOUS FIRE CHIEF KIND OF STARTED THIS BACK IN MAY, BUT MY PERSISTENCE, IT MADE IT TO COMMISSIONERS COURT. AND RATHER THAN IT GOING TO AUCTION, THEY MADE IT EXCESS PROPERTY AND OFFERED TO SELL IT TO US FOR A DOLLAR. SO THERE'S SOME LARGE NUMBERS THAT CAME IN THERE, AND YOU'LL SEE THAT AS WE MOVE THROUGH THE SLIDES A LITTLE BIT. THAT COMES UP TO ABOUT THAT $30,000 INCREASE THAT YOUR $30 MILLION INCREASE THAT YOU'RE SEEING RIGHT THERE ON THAT. BUT YOU CAN SEE THAT THAT 46 MILLION IS WELL AND ABOVE ANYTHING THAT WE'VE DONE IN THE LAST SIX YEARS. SO THOSE ARE REALLY GOOD NUMBERS ON THERE. WE'VE HAD A LOT OF DEVELOPMENT THAT'S COME THROUGH IN THE CITY DURING THAT TIME. NEXT, PERMIT FEES COLLECTED. SO THIS IS, OF COURSE, YOU EXPECT TO SEE A PERMIT FEE INCREASE WITH THE LARGER NUMBER AND THE LARGER VALUATIONS THAT COME IN ON THAT. AND THESE NUMBERS DO REFLECT PERMIT FEES AS WELL AS PLAN REVIEW FEES, WATER METER AND IMPACT FEES. IT'S NOT A TRUE REPRESENTATION OF JUST WHAT PERMIT FEES ARE. AND THERE'S SOME LARGE IMPACT FEES THAT ARE THAT ARE IN THAT, TOO. BUT YOU CAN'T SEPARATE THAT OUT WITH OUR PERMITTING SYSTEM AND THEN GRAPHICAL REPRESENTATION OF WHAT THAT LOOKS LIKE AS FAR AS OUR PERMITTING FEES THAT HAVE INCREASED OVER THE YEARS. AND THEN ON UTILITIES, ON THE REVENUE, IT SHOWS THAT IS THE YEAR TODAY ACTUALLY IS LOWER THAN THE BUDGET. BUT JUST REMEMBER, IT'S NOT FINAL. THE AUDITORS ARE COMING BACK IN NOVEMBER, SO THERE WILL STILL BE SOME MORE ACCRUALS TO SHOW LATER ON.
