The property to be annexed is generally located in the H.D. Donald Survey, Abstract No. 1158 and the John C. Logan Survey, Abstract No. 494, Wise County, Texas and generally located at the intersection of U.S. Highway 380 and Business U.S. 380, adjacent to the current city limits in Decatur’s eastern extraterritorial jurisdiction (ETJ), Wise County, Texas, and being described by metes and bounds on the survey located at the Planning & Development Service Building, 1601 S. State St., Bldg. C, Decatur, Texas. SO THIS IS A2022-01 ANNEXATION FOR A TRACT OF LAND GENERALLY LOCATED AT THE INTERSECTION OF US HIGHWAY 380 AND BUSINESS U.S.

380 ADJACENT TO THE CURRENT CITY LIMITS OF DECATUR AND THE EASTERN EXTRATERRITORIAL JURISDICTION BEING DESCRIBED BY METES AND BOUNDS ON THE SURVEY.

SO THIS IS THE PALOMA TRAILS ANNEXATION THAT WE'RE REQUESTING.

LAND USES THAT WERE EXTENDED TO THE ETJ WITH THE 2050 COMPREHENSIVE PLAN.

CURRENTLY, THESE ARE THE ESTATE LIVING RURAL LIVING COMMUNITY COMMERCIAL.

THE USE DESIGNATION BASED ON THE PROPERTIES, LOCATION SURROUNDING LAND USES OR AGRICULTURAL RURAL LIVING AN ESTATE LIVING.

AND SURROUNDING ZONING FOR THE PROPERTY IS TO THE NORTH IS ETJ.

SOUTH IS ETJ.

EAST IS ETJ.

WEST OF THE PROPERTY, IS LI AND SF-1 AND THE APPLICANT IS REQUESTING PLAN DEVELOPMENT ZONING DISTRICT BE DESIGNATED FOR THE PURPOSE OF COMMERCIAL SINGLE FAMILY AND MULTIFAMILY RESIDENTIAL DEVELOPMENT.

AND THIS REQUEST IS BEING PROPOSED CONCURRENTLY WITH THE PLANNED DEVELOPMENT APPLICATION.

APPROVAL OF THE COMPREHENSIVE PLAN AMENDMENT MUST OCCUR BEFORE THE PLANNED DEVELOPMENT MAY BE APPROVED.

BE DESIGNATED FOR THE COMPREHENSIVE PLAN AS AN ACTIVITY CENTER, THE PRIMARY LAND USE BEING RETAIL, COMMERCIAL APARTMENTS, OFFICES, HOTELS AND THE SECONDARY LAND USE, CIVIC AND INSTITUTIONAL USES.

ALONG WITH THE COMPACT NEIGHBORHOOD, THEY CAN SUPPORT A VARIETY OF HOUSING TYPES PRIMARY LAND USE, SMALL LOT, SINGLE FAMILY, DETACHED PATIO HOMES AND TOWNHOMES, SECONDARY LAND USE, CIVIC AND INSTITUTIONAL USES.

WE STOP PLANNING AND ZONING, GET A RECOMMENDATION TO GO TO CITY COUNCIL.

IT'LL MOVE FORWARD FROM THERE WITH SOME PUBLIC HEARINGS ON THAT.

THE EXISTING LAND USE MAPS FOR THIS AND THE PROPOSED LAND USE MAP.

AND THEN 39 PROPERTY OWNERS WERE NOTIFIED FOR THE ANNEXATION COMP PLAN AND PLANNED DEVELOPMENT.

WE RECEIVED TWO RESPONSES.

THEY WERE NEUTRAL TO ALL OF THE APPLICATIONS.

THERE WAS ONE CONCERN THAT WAS VOICED ON THERE, AND THAT WAS THAT OLD DENTON ROAD WOULD NEED SOME ATTENTION WITH THE INCREASED ADDITIONAL TRAFFIC THAT WOULD BE ON IT. STAFF DOES RECOMMEND APPROVAL OF THE ANNEXATION, SERVICE ANALYSIS AND SERVICE PLAN.

STAFF RECOMMENDS APPROVAL OF THE COMPREHENSIVE PLAN AND THE PLANNED DEVELOPMENT.

MY CONCERN IS I THINK THIS IS A GREAT OPPORTUNITY FOR DECATUR, THIS DEVELOPMENT.

I THINK IT'LL BE GOOD FOR THE TAX BASE, GOOD FOR THE CITY.

MY CONCERN IS, IS THE OLD DENTON ROAD ON THE SCALE OF TEN IS PROBABLY LESS THAN A TWO.

THE COUNTY ROAD IN FRONT OF IT, IN PART FRONT PART OF THIS DEVELOPMENT IS IN PRETTY GOOD SHAPE, THE COUNTY ROAD, BUT THE CITY ROAD IS TERRIBLE.

CECIL MIGHT HAVE SOME PROPERTY OVER IN THAT AREA THAT HE'S AWARE OF.

AND WITH 400 HOMES OR HOMEOWNERS GOING TO LIVE ON THIS PROPERTY, A LOT OF THEM ARE GOING TO BE TRAVELING IN THAT OLD DENTON ROAD.

IT'S A NARROW.

IT'S A BAD ROAD.

AND IF IT'S GOING TO ACCOMMODATE ALL THAT TRAFFIC, SOMETHING THAT'S GOING TO HAVE TO BE DONE.

THE CURVE GOING AROUND PART OF IT IS GOING TO BE DANGEROUS FOR ALL THAT TRAFFIC ALSO.

AND SO, YOU KNOW, I'M NOT AGAINST DEVELOPMENT, ALTHOUGH I THINK IT'S GREAT FOR THE CITY.

BUT I'M REAL CONCERNED ABOUT THE TRAFFIC AND THE CONDITION OF THE ROAD, THE CONDITION OF THE ROAD RIGHT NOW WITH WHAT LITTLE TRAFFIC THERE IS, IT'S TERRIBLE, LET ALONE PUT 400 HOMEOWNERS ON THERE.

SO THAT'S MY CONCERN.

I JUST WANTED TO KIND OF FILL IN SOME BLANKS FOR YOU TO GIVE YOU AN OVERALL VIEW.

I KNOW THIS ITEM IS ONLY FOR THE ANNEXATION, BUT CURRENTLY ABOUT EIGHT ACRES WITHIN THE CITY LIMITS.

AND WE'RE ANNEXING 157 ACRES ADJACENT TO IT, WHICH GIVES US A TOTAL OF 165 ACRES.

WE HAVE ABOUT 2000 FOOT OF FRONTAGE ACROSS 380 THERE.

WE'LL HAVE SOME REALLY GREAT COMMERCIAL OPPORTUNITIES THERE FROM EVERYTHING FROM GROCERY STORES TO RESTAURANTS.

AND WE HAVE A SINGLE FAMILY ASPECT THAT KIND OF TRANSITIONS TO THAT.

AND WITH THE MULTIFAMILY FURTHER TO THE BACK, THE CONCERN I WANTED TO ADDRESS THERE, IF YOU CAN SEE THESE NORTH SOUTH COLLECTORS, THESE MINOR ARTERIALS THAT WE'RE SHOWING ON THERE. YEAH, IF YOU CAN KIND OF SEE THERE THE NORTH SOUTH THERE, THOSE ARE ON YOUR THOROUGHFARE PLAN IS 68 FOOT RIGHT OF WAY AND 37 FOOT OF PAVING. WE HAVE AGREED THROUGH, YOU KNOW, TALKING WITH YOUR STAFF AND BY THE WAY, THE STAFF AND FROM THE EDC TO WAYNE AND THE CITY ENGINEER OF EVERYONE HAS BEEN JUST AMAZING THROUGH THIS WHOLE PROCESS.

WE'VE TAKEN A LOT OF THEIR IDEAS INTO THIS CONCEPT, SO THEY'VE BEEN VERY, VERY HELPFUL IN THIS.

AND ONE OF THOSE WERE TO MOVE THESE ARTERIALS COMPLETELY ONTO OUR PROPERTY.

SO NORMALLY WE WOULD DEDICATE HALF THE RIGHT OF WAY AND BUILD HALF THE ROAD.

BUT ON THESE TWO COLLECTORS WE THOUGHT OR MINOR ARTERIALS, WE THOUGHT IT WAS VERY IMPORTANT TO MOVE TRAFFIC TO 380.

SO WE'RE GOING TO MOVE THE WHOLE 68 FEET ONTO OUR PROPERTY AND BUILD THE ENTIRE PAVING SECTION.

SO WE WEREN'T ABLE TO DO THAT ON OLD DENTON ROAD.

HOWEVER, ON OLD DENTON ROAD, WE ARE DEDICATING HALF THE RIGHT OF WAY AND BUILDING A 24 FOOT CONCRETE LANE THERE.

SO THAT WILL JUST BE THE LENGTH OF OUR PROPERTY AND THEN WE'LL TRANSITION BACK.

BUT THE SECTION THAT IS ADJACENT TO US WILL BE CONCRETE WITH AN EIGHT FOOT TRAIL AND LANDSCAPING AND SCREENING AND STUFF.

SO THAT SECTION THAT'S ADJACENT TO US WILL BE IMPROVED.

BUT I KNOW SOME OF THE CONCERNS ARE FURTHER, YOU KNOW, CLOSER TO THE TOWN AND THE CURVES THAT THEY TALKED ABOUT.

BUT WE WILL ADDRESS THAT.

SO YOU CAN SEE THE RED LINE KIND OF RUNNING THROUGH THE MIDDLE OF THIS.

SO WE WILL BUILD THAT SECTION WITH THE FIRST PHASE OF THIS PROJECT.

SO JUST A COUPLE OF OTHER THINGS I JUST WANTED TO TOUCH ON TOO THAT WE ARE GIVING THE CITY A FIRE STATION LOCATION OUT HERE IS TO 2.3 ACRES, I BELIEVE, WHICH WE'VE KIND OF COORDINATED WITH THE CITY.

AND WE'RE ALSO GIVING THE CITY A WATER TOWER SITE BECAUSE WE ARE EXTENDING UTILITIES OUT HERE.

WE'RE EXTENDING A 16 INCH WATER LINE OUT FROM THE PARK THAT'S JUST TO THE WEST.

AND WE'RE GOING TO HAVE SEWER OUT HERE, WHICH IS GOING TO HELP ALL THE PROPERTIES SURROUNDING THIS.

THIS IS THE NEW ETJ NOW.

SO EVERYTHING ADJACENT TO US OUT HERE NOW WILL HAVE WATER AND SEWER AS WELL.

SO THAT'S KIND OF THE DEVELOPMENT IN A NUTSHELL.
