MAYOR COUNCIL AND STAFF HERE TO PRESENT THE PROPOSED BUDGET FOR 2023.

SO LET'S START WITH THE NEXT PAGE.

HERE THIS IMPORTANT CALENDAR DATES.

JUST SOMETHING TO KEEP IN MIND.

AND THE REASON WHY WE WERE MEETING TODAY, WE'RE HERE TO PROPOSE THE BUDGET AND ALSO THE TAX RATE.

AND IF YOU GUYS APPROVE THIS TAX RATE THAT WE'RE PROPOSING, WE NEED TO SET UP A PUBLIC HEARING FOR AUGUST THE 22ND AND THE SECOND ONE FOR SEPTEMBER THE 12TH.

PROBABLY GOOD TO NOTE THAT FOR SOMEBODY MOTION COMING SHORTLY.

SOME OF THE HIGHLIGHTS ON OUR BUDGET.

OF COURSE. THANK YOU TO OUR COUNCIL COMMITTEE MEETINGS THAT WE HAD PREVIOUSLY.

WE HAD AN OPERATING REVENUES ARE GREATER AND EQUAL TO OUR OPERATING EXPENDITURE.

SO WE'RE IN BALANCE.

THE PROPERTY TAX RATE THIS CURRENT YEAR'S .586092.

AND WHAT THE STAFF IS PROPOSING IS 0.645258, WHICH IS OUR VOTERS APPROVAL RATE AND IS BROKEN DOWN AS YOU CAN SEE ON MAINTENANCE AND OPERATING OF .443658 AND INTEREST AND THINKING IS .2016 AND THAT ONE ACTUALLY GRADUALLY WENT UP BECAUSE OF OUR NEW BOND OF 33 MILLION.

SO WE WENT FROM 0.09 TO 2.20.

AS FAR AS PERSONNEL, WE KEEP A 3% SALARY INCREASES FOR EVERYBODY.

WE CONTINUE WITH THE LONGEVITY PAY, WHICH WE STARTED LAST YEAR.

WE KEPT THE STEP RACES OVER TIME FOR POLICE AND FIRE.

AND WE STILL HAVE A $10,000 FOR EMPLOYEES ON HEALTH CARE COSTS.

WE ADDED A FEW POSITIONS IN THE FIRE POLICE, HR FINANCE, PLANNING, PARKS AND THE UTILITY MAINTENANCE.

UM. SOME OF THE SUGGESTIONS FROM OUR COMMITTEE IS TO BRING UP THE SALARY TO THE $15 FOR PART TIME EMPLOYEES AND 18 FOR FULL TIME POSITIONS. SO WE WERE ABLE TO DO THAT AS WELL.

SOME OF THE OPERATING EXPENDITURES.

WE ADDED A GRAND RIDER, REMEMBER WE HAD THAT ONE TWO YEARS AGO, SO WE BROUGHT THAT ONE BACK.

AND THIS IS FOR ANYTHING THAT IS FOR FUNDING CITYWIDE.

UM. WE HAVE REPAIRS AND MAINTENANCE AT CITY HALL.

EXPANDING CLASSES OF THE FIRE DEPARTMENT FOR PROFESSIONAL DEVELOPMENT, ADDED MORE ADVERTISING FOR THE CONFERENCE CENTER AND A CONTRACT FOR THE DESKTOP TECHNICIAN IS FOR THE IT DEPARTMENT.

THE NEXT PAGE. SOME OF THE CAPITAL EXPENDITURES.

AS YOU CAN SEE, WE HAD SOME PAY TIED DOWN AREA OF THE AIRPORT.

WE HAVE FOUR POLICE VEHICLES FOR LEASING OVERLAY, MULBERRY ASPHALT LAID DOWN AND TRUCKS FOR STREETS. WE HAVE SOME TRAINING ROOM UPDATED THE FIRE STATION AND THIS IS OUR SECOND PAYMENT FOR THAT PUMPER.

SO WE HAVE THAT ONE IN THE BUDGET AS WELL.

BUILDING REPAIRS AND EQUIPMENT UPGRADES AT THE CONFERENCE CENTER AND IRA FOR PARKS CLEAR WELL, MIXERS FOR THE WATER DEPARTMENT AND

MORE GENERATORS OF THE WASTEWATER DEPARTMENT.

REGARDING THE DEBT.

THIS IS OUR FIRST PAYMENT.

SO FOR 2023.

SO WE JUST THAT WAS THE ADDED DEBT AS FAR AS THE FUND BALANCE THERE, THE GOALS CONTINUE BEING THE 25% FOR BOTH GENERAL FUND AND THE WATER AND WASTEWATER FUND AND THE DEBT SERVICE.

WE JUST NEED TO MAKE SURE THAT WE COVER OUR DEBT FOR THE YEAR.

NEXT SLIDE. SO THESE ARE THE NUMBERS FOR AS FAR AS REVENUES, THE 13 MILLION INCREASE OF 825,000 AND SOME OF THAT WAS INCREASING THE PROPERTY TAX AND SALES TAX.

ALL THE FINES AND FEES, TRANSFERS, CONFERENCE CENTER RECEIPTS ALL REMAINED THE SAME FOR THIS YEAR.

WE HAVE A 20,000 POLICE GRANT REIMBURSEMENT AND I FORGOT WHAT THAT WAS FOR THE PAPERS.

AS FAR AS FOR OPERATING EXPENDITURES, THAT WAS 13 MILLION AND IT WAS AN INCREASE OF $1 MILLION.

SOME OF THAT WAS THE 3% SALARY INCREASE.

YOU CAN SEE 633,000 ADDITIONAL FOR NEW POSITIONS, STEP RACES AND OVERTIME.

AND OF COURSE, THE LONGEVITY PAY.

IT WAS 35,000.

AND BECAUSE OF INFLATION, A LOT OF THE FUEL'S BEING TRYING TO GO DOWN, SLIGHTLY DOWN, BUT I'M NOT SURE IF IT'S GOING TO GO UP AGAIN.

BUT WE ARE PROJECTING IN CASE THAT THE FUEL STILL IS UP 93 FOR THE POLICE DEPARTMENT.

THE WRITER IS 35,000 AND CONTINUE WITH THE LONG RANGE MASTER PLAN AT 28 500 FOR THE YEAR AND REPAIRS AND MAINTENANCE OF THE CONFERENCE CENTER FOR 311,000.

AND I JUST GIVE YOU A LITTLE BIT OF INFORMATION ON BOTH LETTERS, WHICH JUST IT'S BEEN AN INCREASE OF POINT $0.11 ON THE LAST THREE YEARS.

SO WE STILL CONTINUE WITH THE 65 OVER 65 EXCEPTION AND DISABILITY REMAIN.

AND THEN THE ONE BEFORE THE LAST IS ALL THE TOTAL OF THOSE FOUR DIFFERENT CATEGORIES.

IT'S KIND OF BEEN STEADY FROM THE FEW YEARS BACK.

NEXT SLIDE. AND FOR THE BUDGET AND FOR THE WATER AND WASTEWATER FUND, THEY HAVE A REVENUE OF 6.468 THOUSAND FOR 55 INCREASE OF 417,000 AND EXPENDITURES 6 MILLION 671 INCREASE OF 620,000, SOME OF IT WITH THE BOND.

SOME OF IT WE'RE PAYING OUT OF THE GREAT GENERAL FUND, BUT SOME OF IT IS GETTING PAID OUT OF THIS ONE AS WELL FOR OTHER PROJECTS.

SO THE PORTION THE ALLOCATED PORTION IS 566,185.

THAT'S COMING OUT OF THE WATER AND WASTEWATER REVENUES.

ONE OF THEIR PROJECTS IS A TOUGH RINDER 30,000 AND FILTER MEDIA REVAMP.

C12 COVERS CYLINDER 70,000 AND THEY HAVE ALSO UNDER BUDGET OF TRUCK WELL MIXER FOR 50,000 AND MORE AND TRUCK GENERATORS AS WELL.

THE NEXT SLIDE. HERE'S ALL THE OTHER SMALL DEPARTMENTS, THE AIRPORT FUN.

THEY HAVE JUST THE REVENUE OF 138,200.

SOME OF THEIR EXPENDITURES, 222,000 OF WHICH 100,000 IS ALLOCATED FOR THE RAMP, WHICH IS GRAND FUNDED WITH THE HOTEL.

WE BUDGETED REVENUE 691 AND SAME FOR EXPENDITURES.

THE CONFERENCE CENTER HAVE REVENUES OF 290,000 AND EXPENDITURES OF 1,000,278, WHICH THEY HAVE 225,000 FOR PURCHASE OF EQUIPMENT AND OPERATES THE FACILITY.

AND ON THE MAIN STREET WE JUST HAVE REVENUES 162 AND EXPENDITURES 161.

THE NEXT SLIDE. AND A FEW OF THE OTHER ONES.

OF COURSE, THE DEBT SERVICE FUND IS THE ONE THAT, YOU KNOW, HAS ALL THE BOND PAYMENTS.

SO WE HAVE 2 MILLION, 2,057,000 FOR THERE, TWO CURRENT BONDS THAT WE HAVE, PLUS THE NEW ONE.

AND THEN ON THE GROUNDS THE NUMBER CHANGES, I MEAN, INTEREST RATES WENT UP AND THE SAME THING WITH IMPACT FEES.

THERE WERE TOO MANY VARIANCES.

THERE WAS ALSO A COMMENT THAT THE CITY ORDINANCE WAS NOT USER FRIENDLY AND A CONCERN THAT THE SIGN ORDINANCE NEEDED TO ALLOW LARGER SIGNS ON HIGHWAY 287 AND THEN ALSO DEAL WITH THE REID VERSUS TON OF GILBERT US SUPREME COURT CASE THAT I'M SURE YOU ALL HAVE HEARD ABOUT, WHICH SAID THAT THE CITY CANNOT REGULATE SIGNS BASED ON WHAT THE SIGN SAYS.

AND LASTLY, ONE OF THE ISSUES THAT THE CITY AND FORUM, THE CITY ATTORNEY THAT WAS A CONCERN WAS HAVING DIFFERENT TYPES OF SIGNS IN THE DOWNTOWN.

SO WHEN I MET WITH CITY STAFF, THE CONCERN IS THAT THE CITY NEEDED A WHOLE NEW SIGN ORDINANCE.

INITIALLY I REDLINE THE EXISTING ORDINANCE TO BRING IN COMPLIANCE WITH REID THE VERSUS TOWN OF GILBERT.

BUT THEN WE WENT BACK TO THE DRAWING BOARD BECAUSE OF THE ISSUES WITH THE, VARIANCES AND THEN THE OTHER ASPECTS THAT I THEY POINTED OUT IN THE PREVIOUS SLIDE.

THE CITY STAFF SUGGESTED, ADDING.

A NUMBER OF SIGNS TO THE SIGN ORDINANCE, PARTICULARLY TO ADDRESS ISSUES IN THE DOWNTOWN, ADDING LIKE A-FRAME SIGNS, THE SIGNS THAT YOU SEE OUT ON THE SIDEWALK, CANTILEVERED SIGNS, SIGNS THAT ARE PROJECTING OVER THE SIDEWALK ITSELF ATTACHED TO THE BUILDING AWNING OR CANOPY SIGNS, ROOF SIGNS, DIGITAL SIGNS, MENU BOARDS, AND THEN TRYING TO ADDRESS MURALS AND WHAT ARE CALLED GHOST SIGNS. AND THOSE ARE SIGNS THAT ARE PAINTED ON THE SIDE OF A BRICK BUILDING THAT HAVE FADED.

AND JUST SOME CITIES WITH HISTORIC DOWNTOWNS HAVE A REGULATION THAT THEY WOULD LIKE THE GO SIGNS TO BE PRESERVED AS IS.

AND THERE WERE ALSO A COUPLE OF SIGNS FOR VARIANCES FOR ELECTRONIC SIGNS.

BUT THE INTENTION OF THIS SLIDE WAS TO COMPARE DECATUR WITH A COUPLE OTHER CITIES AND WEATHERFORD AND DENTON WERE WERE SELECTED. I SELECTED TO COMPARE DECATUR WALL SIGNS, MONUMENT SIGNS AND POLE SIGNS BECAUSE THOSE WERE THE SIGNS THAT HAD, I THOUGHT, HAD THE MOST VARIANCES.

WEATHERFORD SIGN ORDINANCE ALLOWS A CERTAIN PERCENTAGE OF THE WALL TO BE COVERED WITH SIGNAGE.

THAT'S A LITTLE BIT DIFFERENT THAN DECATUR.

DECATUR USES THE BUILDING SETBACK TO CALCULATE HOW MUCH OR HOW LARGE THE WALL SIGN CAN BE.

DENTON HAS A DIFFERENT A COMPLEX FORMULA.

YOU HAVE THE SIGN OWNER HAS TO BE A CERTAIN DISTANCE FROM RESIDENTIAL USES BASED ON WHETHER IT'S ILLUMINATED OR NOT ILLUMINATED.

THAT'S NOT I WOULD SAY, NOT A FAIR COMPARISON WITH DECATUR'S, BUT I JUST WANTED TO EXPLAIN WHAT THEIR ORDINANCE REQUIRED.

DECATUR HAS REGULATES MONUMENT SIGNS BY BY ZONING DISTRICT, AND WEATHERFORD HAS DIVIDED BY RESIDENTIAL AND COMMERCIAL INDUSTRIAL.

AND YOU CAN SEE THEY ALLOW MONUMENT SIGNS, WHICH ARE THE SIGNS THAT HAVE THE BASE WITH THE BRICK AND THEN THE SIGN ABOVE THAT.

IN COMMERCIAL DISTRICTS, THE SIGN CAN BE 180 SQUARE FEET AND 12 FEET IN HEIGHT.

THAT'S A LITTLE BIT MORE OR LESS THAN WHAT DECATUR ALLOWS IN LIKE A HIGHWAY FOR THE CITY'S HIGHWAY MONUMENT SIGNS AND FOR THE POLE SIGNS.

WEATHERFORD ALLOWS 400 SQUARE FEET FOR THE SIGN AREA AND THEN 40 FEET IN HEIGHT FOR POLE SIGNS IF THERE ALONG I-20.

AND I WANTED TO POINT THAT OUT BECAUSE THAT IS A LITTLE BIT DIFFERENT THAN HOW DECATUR DOES IT.

BUT IT IS JUST I THINK THE INTENT OF THIS SLIDE WAS JUST TO SEE IF DECATUR IS IN LINE WITH OTHER COMMUNITIES AND A COUPLE OF OTHER CITIES IN NORTH TEXAS.

SO AS I POINTED OUT, THE PROBLEMS THAT WERE IDENTIFIED BY THE CITY TO THE CITY ATTORNEY'S OFFICE WAS THERE ARE MANY VARIANCES THAT HAVE BEEN REVIEWED BY THE COUNCIL, THE HISTORIC SIGNS, AND WHETHER OR NOT THE COUNCIL WANTS TO HAVE DIFFERENT TYPES OF SIGNS IN THE DOWNTOWN.

A COUPLE OF THE SOLUTIONS THAT THE CITY ATTORNEY'S OFFICE WOULD OFFER IS TO PROVIDE RELIEF PROCEDURES IN THE SIGNED ORDINANCE THAT WOULD HOPEFULLY ELIMINATE THE NUMBER OF SIGN VARIANCES THAT THE COUNCIL SEES AND THEN ADD MORE TYPES OF SIGNS IN THE DOWNTOWN TO ALLOW MORE FLEXIBILITY FOR THE BUSINESS OWNERS AND THEN ALSO INCREASE THE POLE SIGN HEIGHT FOR EITHER THE FOR THE HIGHWAY POLE SIGN OR THE JUST THE REGULAR POLE SIGN HEIGHT AND SIGN AREA ADJACENT TO 287 I PUT TO 87, BUT IT COULD BE THREE HERE, ANY OTHER TYPE OF ARTERIAL ROADWAY THAT THE COUNCIL DESIRES.

SO BASED ON THE INFORMATION THAT THE STAFF HAS PROVIDED TO ME, I PREPARED A I WOULD SAY THE FIRST DRAFT OF A SIGNED ORDINANCE, AND I JUST WANTED TO GO OVER A FEW OF THE ASPECTS OF THE SIGN ORDINANCE WITH YOU ALL TONIGHT.

I JUST WANTED TO POINT OUT I ADDED DEFINITIONS TO THE DRAFT ORDINANCE TO GIVE A LITTLE BIT MORE INFORMATION TO THE TO THE APPLICANTS AND ALSO TO THE BUSINESS COMMUNITY AS TO WHAT TYPE OF SIGNS ARE ALLOWED.

IT'S NOT ALL REAL IMPORTANT FOR THIS IN TERMS OF OUR CONVERSATION TONIGHT, BUT JUST TO PROVIDE MORE INFORMATION TO THE APPLICANT SO THEY KNOW WHAT IS EXPECTED OF THEM AND WHAT THEY CAN INSTALL FOR SIGNAGE.

THIS IS A LITTLE BIT DIFFICULT TO READ, BUT THIS IS AN OPTION FOR THE COUNCIL TO DELEGATE AUTHORITY TO THE STAFF.

AND I PUT THE PLANNING DIRECTOR OR WHATEVER STAFF MEMBER THAT YOU WANT TO AUTHORIZE TO ISSUE THE SIGNED PERMITS.

THAT THIS RELIEF PROCEDURE WOULD ALLOW THE STAFF TO APPROVE SORT OF A WAIVER OF UP TO 20% OF THE MAXIMUM SIZE ALLOWED OR THE MAXIMUM HEIGHT ALLOWED BY THE SIGNED ORDINANCE.

SO LONG AS THE APPLICANT DEMONSTRATES THESE THE THE FOUR ITEMS, THE FOUR ELEMENTS THAT I HAVE LISTED HERE THAT THE PROPERTY OWNER OR SIGNER OWNER HAS DEMONSTRATED THAT THEY HAVE PRACTICAL DIFFICULTIES IN COMPLYING WITH THE THE SIGN ORDINANCE.

THAT THERE ARE UNIQUE CIRCUMSTANCES THAT WITH THE PROPERTY THAT MAKE COMPLIANCE WITH THE SINDH ORDINANCE IMPRACTICABLE.

THE MODIFICATION IS IN CONFORMITY WITH THE PURPOSE OF THE SIGNED ORDINANCE, AND THE MODIFICATION DOES NOT LESSEN PUBLIC SAFETY REQUIREMENTS. AND THAT LAST ONE WOULD BE THAT IT DOESN'T INTERFERE WITH TRAFFIC, OR IF IT'S A SIGN THAT IS ELIMINATED, DOESN'T SOMEHOW INTERFERE OR DISTRACT DRIVERS. AND IF THE PLANNING DIRECTOR IS USING THIS SECTION AS THIS PROPOSED SECTION TO GIVE THE SIGN APPLICANT OR THE SIGN OWNER RELIEF, THEY WOULD JUST HAVE TO DOCUMENT IN THE FILE IN THE IN THE CITY RECORDS.

SO THAT'S ONE OPTION TO GIVE MORE RELIEF OR MORE FLEXIBILITY FOR THE SIGN OWNERS OF THE BUSINESSES.

I JUST WANTED TO GO OVER A FEW OF THE SIGN PROPOSED SIGNS THAT I ADDED TO WHAT I'M CALLING IT.

IT'S A SEPARATE HISTORIC SIGN DISTRICT.

THE WALL SIGNS IN THE DRAFT ORDINANCE WOULD BE REGULATED BY THE SIZE OF THE TENANTS BASE IN THE BUILDING.

SETBACK WOULD NOT BE CONSIDERED.

THAT'S HOW THE CURRENT SIGN ORDINANCE IS SET UP.

THE SIDEWALK SIGNS WOULD BE ALLOWED AND THE CANTILEVER AND THE AWNING AND THE ROOF SIGNS THAT I MENTIONED EARLIER IN MY PRESENTATION ARE ALSO INCORPORATED AND A FEW OTHER SIGNS ARE ADDED TO THIS DRAFT SIGN ORDINANCE.

PAINTED WALL SIGN WHERE THE SIGNS ACTUALLY PAINTED RIGHT ON TO THE SIDE OF THE BUILDING.

MARQUEE SIGNS.

KIND OF LIKE A HISTORIC MOVIE THEATER WHERE THEY HAVE THE MARQUEE OVER THE SIDEWALK AND MURALS AND GHOST SIGNS, WHICH I'VE PREVIOUSLY MENTIONED.

AND THE SIGN ORDINANCE, THE DRAFT SIGN ORDINANCE IS SET UP WHERE THE MAIN STREET DIRECTOR WOULD REVIEW THE SIGN PERMITS.

BUT IN TALKING WITH STAFF EARLIER TODAY, THESE TYPES OF THE SIGN PERMITS FOR THE DOWNTOWN WILL PROCEED THE SAME WAY AS OTHER SIGN PERMIT APPLICATIONS. NEXT SLIDE, PLEASE.

A FEW OTHER THINGS I JUST WANTED TO ADDRESS.

THE DRAFT SIGN ORDINANCE IS ORGANIZED A LITTLE BIT DIFFERENT THAN THE EXISTING SIGN ORDINANCE.

I TRY TO DIVIDE IT BY TYPE OF SIGNS.

I LISTED ALL THE SIGNS THAT ARE PROHIBITED.

OFF PREMISE SIGNS ARE STILL PROHIBITED.

OFF PREMISE SIGNS OR BILLBOARDS.

THE SIGNS THAT ARE ALLOWED WITHOUT A PERMIT LIKE SIGNS THAT ARE INSTALLED BY UTILITIES AND PUBLIC SAFETY SIGNS, THINGS LIKE THAT ARE ALLOWED WITHOUT A SIGN PERMIT.

AND THEN I SEPARATED THE TYPES OF SIGNS BY THE SIGNS THAT ARE ALLOWED IN COMMERCIAL AND INDUSTRIAL AREAS AND THEN SIGNS THAT ARE ALLOWED IN RESIDENTIAL AREAS.

SO I DID ADD.

AS I MENTIONED, I DID ADD A SECTION ABOUT WALL SIGNS WHERE THEY ARE REGULATED BASED ON THE SIZE OF THE TENANTS BASE.

AND THE SETBACK IS NOT USED TO DETERMINE THE SIZE OF THE SIGN.

AND I ADDED SOMETHING CALLED THE MENU BOARD.

THAT IS THE.

AS YOU'VE ALL SEEN, IT'S THE SIGN THAT'S INSTALLED IN A DRIVE THRU FOR RESTAURANT OR SIMILAR USE.

IN TERMS OF RESIDENTIAL SIGNS, I ADDED THE ABILITY TO INSTALL A MONUMENT SIGN, WHICH IS DIFFERENT THAN A SUBDIVISION ENTRY SIGN ACCORDING TO YOUR SIGN ORDINANCE, ORDINANCES FOR A SUBDIVISION HAS TEN OR MORE LOTS, SO THIS WILL BE AN OPTION FOR A RESIDENTIAL USE TO HAVE A MONUMENT SIGN, LET'S SAY AN APARTMENT BUILDING OR LIKE A CONDO BUILDING OR A TOWNHOME DEVELOPMENT THAT THEY COULD HAVE A DIFFERENT TYPE OF SIGN.

AND SO WE WANT TO MAKE SURE THAT COUNCIL IS STILL INVOLVED WHEN IT'S ONCE WE GET TO THAT CERTAIN HEIGHT, WHATEVER THAT HEIGHT MIGHT BE.

BUT WITH WHAT WE'VE GOT HERE, CYNTHIA HAS DONE A REALLY GOOD JOB OF COMING UP WITH SOME WAYS TO MANEUVER AROUND THIS AND TO MAKE IT AN EASIER PROCESS.
