THIS PHOTO WAS CAPTURED WHILE ON A TIFMAS DEPLOYMENT UP IN THE PANHANDLE.

THIS IS THE SAME DAY THAT OUR CREWS RESPONDED DIRECTLY TO AN ACTIVE FIRE.

THAT'S A VERY BEAUTIFUL PICTURE.

IT LOOKS A LOT BETTER IN PERSON, ACCORDING TO MY TEAM THAT WENT SO.

CHIEF BENNETT, WE'LL TALK ABOUT THAT HERE IN JUST A MOMENT.

I ALWAYS LIKE TO START OUT WITH OUR CALL VOLUME BREAKDOWN.

SO THIS IS FROM JANUARY TO CURRENT.

WE'RE AT 1380 CALLS FOR THE YEAR RIGHT NOW ARE INCIDENTS.

THAT'S AN EIGHT INCIDENTS PER DAY.

AND IF WE KEEP THIS SAME PACE UP, WE'LL BE PUSHING 2800 AGAIN THIS YEAR.

LAST YEAR WAS THE FIRST TIME THAT WE DID THAT IN OUR HISTORY AS AN ORGANIZED FIRE DEPARTMENT.

LAST YEAR, AT THE EXACT SAME TIME, WE WERE JUST SHY OF 1300, SO IT'S ABOUT A 7% INCREASE IN YOUR PACKET.

YOU HAVE A HISTORICAL CHART THAT TAKES US FROM 2012 TO 2022, SO YOU CAN SEE HOW THE CALL VOLUME IS CLIMBING STEADILY, FAIRLY STEADILY, YEAR TO YEAR.

SO FROM APRIL TO NOW, OUR TOTAL CALL VOLUME IS 613.

AND WE'RE WE'RE RIGHT AT THAT 200 MARK PER MONTH IN TERMS OF INCIDENTS AND PLUS OR MINUS A DOZEN OR SO EACH EACH MONTH AS WE TRACK THROUGH STILL A LOT OF RESCUE AND EMERGENCY MEDICAL CALLS IN GENERAL.

AND THEN, OF COURSE, WE STILL HAVE A PRETTY DECENT AMOUNT OF FIRE CALLS.

A FAVORITE SLIDE OF MINE, AS ALWAYS, TO COMPARE THE CITY VERSUS COUNTY.

RIGHT NOW, WE'RE TRACKING HIGHER IN THE CITY IN TERMS OF NEED AND CALLS FOR SERVICE, 453 COMPARED TO 160 FOR APRIL TO CURRENT.

AND THIS HAPPENS TO BE A PHOTO OF THE [INAUDIBLE] BAPTIST CHURCH FIRE, WHICH WE PARTICIPATED IN.

WE PROVIDED MUTUAL AID TO THOSE DEPARTMENTS WITH WATER, COOL TOWELS AND A FIRE INSPECTOR WHO ASSISTED THE COUNTY.

AND CHRIS, I THINK IS HERE TONIGHT.

YEP. WHEN WE BREAK DOWN OUR OUT OF CITY CALLS FOR SERVICE.

THAT 160 LOOKS LIKE 81 EMS RUNS AND THEN 79 FIRE RUNS.

AND REMEMBER, I'VE TOLD YOU BEFORE, A LOT OF TIMES WE GET CALLED OUT OF THE CITY TO HELP OTHER FIRE DEPARTMENTS AND SOMETIMES WE GET CALLED AND GET TURNED AROUND.

SO A LARGE VOLUME OF THOSE TO INCLUDE A CANCELED IN ROUTE ELEMENT, IF YOU WILL.

A NEW PIECE OF INFORMATION I WANTED TO TOSS IN FRONT OF YOU TONIGHT IS THE BOTTOM HALF OF THE PAGE.

WE DON'T DO TRANSPORTS.

THAT'S THE AMBULANCES JOB.

BUT WHAT'S INTERESTING HERE, AND WE'VE STARTED TRACKING THIS PRETTY HEAVY THIS YEAR IS THAT NUMBER IN THE BOTTOM, RIGHT, 21.

SO OUT OF 160 CALLS FOR SERVICE, MORE SPECIFICALLY OUT OF 81 EMS INCIDENTS, 21 OF THEM PUT OUR EMTS AND PARAMEDICS ARRIVING AHEAD OF A TRANSPORT AMBULANCE.

SO 21 OR A QUARTER QUARTER OF THE EMS CALLS OUT OF THE CITY.

OUR EMTS AND PARAMEDICS WERE ARRIVING AHEAD OF AN AMBULANCE COMPANY.

THAT'S KIND OF INTERESTING.

THEY HAVE THE SAME OVERLAPPING CALL VOLUME ISSUES THAT WE DO, AND THAT'S JUST SIMPLY BECAUSE OF A GROWING AREA.

OUR END CITY CALLS FOR SERVICE.

THAT 453 RUNS IS SPLIT BETWEEN 313 EMS AND 145.

AND THEN WE CAN APPLY THAT SAME EMS STATISTIC DOWN THE BOTTOM RIGHT THERE.

OUT OF THE 300 PLUS EMS CALLS, 128 OF THEM PUT OUR EMTS AND PARAMEDICS ON SCENE AHEAD OF A TRANSPORTING AMBULANCE.

THAT'S CERTAINLY AS I PASS EVERYTHING OVER TO CHIEF BENNETT, THAT'S CERTAINLY SOMETHING THAT I'LL WANT US TO PAY ATTENTION TO AS WE CONTINUE TO GROW.

THE COUNTY DOES A FABULOUS JOB WITH THEIR AMBULANCE SERVICE, AND THEY JUST PUT AN ADDITIONAL FULL TIME AMBULANCE IN SERVICE DOWN IN THE NEW FAIRVIEW AREA.

SO I THINK THAT'S GOING TO COMPLEMENT THEIR ABILITY TO KEEP AMBULANCES IN IN THE CITY OF DECATUR MORE EFFECTIVELY, A LITTLE BIT MORE EFFICIENTLY.

SO WE JUST WANT TO PAY ATTENTION TO THAT AS WE GROW.

TRAINING TAKES ON A DIFFERENT LOOK THIS TIME OF YEAR BECAUSE WHEN IT'S 105 OUTSIDE, THE LAST THING I WANT TO DO IS ASK THE MEN AND WOMEN TO GO OUTSIDE AND GET THEMSELVES SPENT WHEN IT'S 105 KNOWING THAT THEY COULD IMMEDIATELY GO TO A RESCUE OR A HOUSE FIRE CALL.

SO WE MOVE THINGS INDOORS.

DURING THIS TIME OF YEAR, WHAT YOU'RE SEEING UP HERE FROM LEFT TO RIGHT, THEY'RE WORKING ON THEIR RESCUE SKILL SETS.

WE CALL IT SAVING OUR OWN WHILE THEY USE FIREMAN TOOLS TO RESCUE FIREMEN.

AND THEN WE ALSO SPEND A LOT OF TIME WORKING ON OUR EMT AND PARAMEDIC SKILLS, WHICH IS REPRESENTED BY THE SLIDE THAT SAYS DOCUMENTATION.

THAT'S A HUGE PART OF WHAT WE DO ONCE WE RUN THOSE CALLS.

THE FOUR GENTLEMEN UP TOP AND THE CENTER, THEY WENT TO AN INSTRUCTOR COURSE TO OBTAIN THEIR BASIC FIRE INSTRUCTOR CLASS.

THAT, OF COURSE, WAS PAID FOR 100% BY A GRANT FROM THE TEXAS A&M FOREST SERVICE.

YOU'VE PROBABLY SEEN THAT OUR HYDRANTS HAVE TAKEN ON A NEW LOOK.

WE, IN PARTNERSHIP WITH GREG HALL AND HIS TEAM IN PUBLIC WORKS, WE'VE STARTED PAINTING HYDRANTS.

GREG'S TEAM STARTED PAINTING HYDRANTS.

THIS FLINT COLOR, FLINT ALUMINUM PAINT IS THAT'S ACTUALLY A BRAND FLINT IT'S EASIER FOR US TO SEE.

BUT MORE IMPORTANTLY, IT ALLOWS THAT HYDRANTS PAINT COAT TO TO HOLD UP QUITE A BIT LONGER IN THE TEXAS SUN.

TEXAS SUN IS BRUTAL ON EVERYTHING AND FIRE HYDRANT PAINT IS NO EXCEPTION.

SO WE FEEL LIKE WE'RE GOING TO GET A LITTLE BIT BETTER LIFE OUT OF THIS.

AND WHEN IT DOES START TO FADE, IT WILL NOT BE PINK.

IT'LL BE MORE OF A GRAY COLOR.

AND THIS WILL ALSO SET US UP NICELY.

IT'S A BIG DEAL IN TERMS OF THAT ON SCENE, THAT 60 TO 90 SECONDS SET UP TIME THAT WE HAVE WHEN WE ARRIVE AT AN INCIDENT.

THE POLICE CHIEFS ORGANIZED A TRAINING FOR EVERYONE TO ATTEND.

AND THEN ON THE RIGHT, THERE IS THE HISTORICAL MARKER DEDICATION AT THE VISITOR'S CENTER.

I WANT TO SAY A QUICK THANK YOU TO OUR HONOR GUARD.

THEY WERE THEY'VE BEEN KEY IN A LOT OF EVENTS.

BUT SPECIFICALLY FRIDAY, THEY HELPED OUT SUBSTANTIALLY WITH CELEBRATING MR. SHANNON'S RETIREMENT.

AND I WANTED TO MAKE SURE THAT I PUBLICLY THANK THEM.

AND THAT'S THE MOST RECENT CHANGE TO THE HONOR GUARD YOU SEE THERE ON THE RIGHT IS IT'S NOW POLICE AND FIRE DEPARTMENT, HONOR GUARD.

IT MAKES SENSE THAT WE, YOU KNOW, WORK TOGETHER NOT ONLY IN THE STREETS, BUT TO CELEBRATE PEOPLE.

SO. IT'S A BIG DEAL FOR ME.

SO THIS IS MY LAST.

AND THEN I'M GOING TO HAND IT OVER TO CHIEF BENNETT AND THE FIRE DEPARTMENT.

WE TALK ABOUT SUCCESSION PLANNING.

WHEN I BECAME A DEPUTY CHIEF IN 2018, THERE WAS NO RULEBOOK FOR ME TO FOLLOW COMING INTO THAT POSITION.

I LEANED ON DEROY AND MIKE AT THE TIME AND THEY SHOWED ME THE ROPES AND THEY KIND OF GOT ME UP TO SPEED ON THINGS.

AND ONE OF THE THINGS THAT DEROY AND I WERE VERY EMOTIONALLY ATTACHED TO IN 2020 WHEN I CAME ON BOARD AS THE FIRE CHIEF, WAS A PLAN FOR SUCCESSION, WHO DOES WHAT IN THE EVENT OF TRAGEDY.

THAT'S THAT WAS THE BASICS.

HOW DO WE MANAGE THROUGH LOSING ONE OF OUR TEAMMATES?

BUT I'VE BEEN WORKING FOR SEVERAL MONTHS TO GET OUR PREVENTION CAPTAIN CHRIS MERCER UP TO SPEED SO THAT I CAN WEAN A LITTLE BIT OF THIS OFF TO HIM AND MOVE FORWARD WITH THE CHIEF'S JOB.

BUT THIS IS HIS ACTIVITIES.

HE'S HAD 42 BUSINESS INSPECTIONS, 32 FOOD TRUCK INSPECTIONS, 79 PLAN REVIEWS COMPLETED, 77 APPROVED, 19 CEOS. WE'VE BEEN INVOLVED IN 17 STATION TOURS, 19 MEETINGS, NINE SPECIAL EVENTS AND 14 SMOKE ALARM SOLUTIONS.

THAT'S FROM OUR SMOKE ALARM PROGRAM.

I JUST WANT TO MAKE A QUICK NOTE ON THAT.

ONE OF THE THINGS THAT IN ONE OF MY MEETINGS THAT HAS OCCURRED THIS MONTH WITH STAFF IS I'M HAVING THEM PUT TOGETHER AND CHRIS IS LEADING THAT A PROGRAM WHERE WE'RE ACTUALLY GOING TO GO ON THE WEEKENDS AND WE'RE GOING TO START HITTING TARGET AREAS TO GET SMOKE DETECTORS DOOR TO DOOR.

AND IN LIGHT OF THE FIRE IN FY21, WE ARE STARTING AT COCONUT AIR TRAILER PARK AND WE'LL HIT EVERY DOOR OVER A COUPLE OF WEEKENDS AND HOPEFULLY WORKING SIDE BY SIDE THE ROTARY CLUB TO DO THAT.

THE NEXT SLIDE HERE IS OUR TIFMAS.

PROGRAM. DURING THE MONTH OF MAY, WE DID DEPLOY WITH TIFMAS.

YEARS PAST, WE WERE INVOLVED WITH THAT KIND OF SLOWED UP BUDGET CONSTRAINTS AND STAFFING.

WE'VE GOTTEN TO GOTTEN TO THE POINT WHERE WE CAN START DOING THAT SOME MORE.

DURING THIS DEPLOYMENT, WE SENT THEM OUT.

THEY WERE ON GONE FOR WEEKS WITH ONE OF OUR TRUCKS AND WE SWITCH STAFF OUT EVERY WEEK.

THAT IS A REIMBURSEMENT THAT WE GET BACK FROM FEMA.

IT IS UNDER TEXAS DEPARTMENT OF EMERGENCY MANAGEMENT.

WE'RE WAITING THAT PAYMENT NOW.

AND NOT ONLY PAYS US IN REGARDS TO THE SALARIES THAT PAID OUT, BUT THEY PAY US FOR OUR EQUIPMENT TO.

AND WHAT WE HOPE IS THAT MAKES A DIFFERENCE IN REPLACEMENT DOWN THE ROAD FOR BUDGET PURPOSES.

NOT TO MENTION THE FACT, THE EXPERIENCE THEY GET OUT OF THESE DEPLOYMENTS AND IT CAN BE HURRICANES, WILD LAND, A NUMBER OF THINGS.

THE NFPA STANDARDS THAT YOU SEE ON THE SIDE IS WHAT WE'RE GRADED ON, AND THEY COME AND ACTUALLY DO PHYSICAL INSPECTIONS.

OUR RECORD KEEPING A NUMBER OF THINGS.

I REACHED OUT TO THE TWO OF THEM TODAY AND ASK THEM.

SO YOU CAN SEE THE NUMBERS THAT I HAVE UP HERE WITH OUR PERMITTING, WITH APRIL BEING AT 59 PERMITS ISSUED IN MAY AT 64 FOR A TOTAL IN 2022 OF 247.

THAT'S VERSUS 2021.

WE HAD 184 PERMITS TOTAL.

WE'VE GOT A LOT MORE PERMITS ISSUED AND LARGER PROJECTS THAT ARE OUT THERE.

I THINK THAT THAT NUMBER SHOULD FOLLOW THOSE THOSE PERMIT NUMBERS, AND I'M NOT SURE WHY THEY HAVEN'T, BUT I EXPECT THAT THEY'LL BE GOING UP AS WE MOVE THROUGH THE REST OF THE YEAR. PLAN REVIEWS TO THIS TO DATE, SO FAR WE'VE DONE 106 PLAN REVIEWS ON PERMITS THAT HAVE COME IN.

SOME OF THE THINGS THAT WE'RE LOOKING AT IN THE BUILDING INSPECTIONS PORTION OF THE DIVISION OF OF OF BUILDING INSPECTIONS IS THAT WE'RE BRINGING OUR PLAN REVIEW BACK IN HOUSE. WE'VE SPENT A LOT OF MONEY ON PLAN REVIEW THAT'S NEEDED TO BE SPENT TO MAKE SURE THAT THESE PROJECTS ARE THOROUGHLY REVIEWED BEFORE THEY GO TO CONSTRUCTION.

I HOLD ALL THOSE CERTIFICATIONS AND WE'RE GOING TO GO AHEAD AND PULL THAT BACK IN AND HERE WE'LL BE DOING THE PLAN REVIEWS IN-HOUSE.

SOME OF THAT IS BASED OFF OF WHERE THOSE PERMITS LAND DURING THE YEAR AND WHEN THEY'RE BEING RENEWED FOR ANNUAL PERMITS.

WE ARE ACTUALLY THIRD PARTY IN OUR HEALTH INSPECTIONS AT THIS TIME.

WE DO HAVE JOB POSTINGS OUT THERE FOR OUR HEALTH INSPECTOR.

HAVEN'T HAD A LOT OF RESPONSE ON THAT.

THE THE NUMBERS FOR INSPECTIONS ARE ALSO UP FOR THIS YEAR.

2022 HAS ROUTINE INSPECTIONS AT 90 COMPARED TO 73 FOR 2021.

AND THERE'S NOT ALWAYS A LOT OF COMPLAINT INSPECTIONS.

WE DO HAVE TWO THIS YEAR THAT HAVE BEEN FOLLOWED THROUGH WITH.

I'VE ACTUALLY GOT TWO ON MY DESK RIGHT NOW THAT WE'RE FOLLOWING UP ON, AND THAT'S COMPARED TO NONE THAT WERE COMPLETED DURING THE YEAR OF 2021.

FOR THE THOMPSON STREET WATER TOWER.

OF COURSE, CONTRACTS HAVE BEEN AWARDED.

THE CONTRACTS ARE BEING REVIEWED BY THE CITY ATTORNEY.

HOPEFULLY THEY WILL BE SIGNED SOMETIME THIS WEEK.

SO I TALKED TO ANDREW AT BRETT'S RETIREMENT AND HE'S HOPING WITHIN THE NEXT COUPLE OF WEEKS WE CAN HAVE A PRE-CONSTRUCTION MEETING.

SO THIS THING'S GOING TO GET STARTED HERE WITHIN A MONTH, I HOPE.

KIND OF BROKE IT DOWN FOR YOU GUYS.

HOW WE HAD THE MONEY SET ASIDE FOR EACH FOR WATER, WASTEWATER AND PARKS IMPROVEMENTS.

SO RIGHT NOW, UNDER THE WATER SYSTEM PROJECTS, WE HAVE A BALANCE OF 930,000 LEFT AFTER AWARDING THE THE WATER TANK PROJECT UNDER THE WASTEWATER SYSTEM PROJECTS.

YOU KNOW, THE WAL-MART SEWER LINE PROJECT.

WE HAD TO AWARD THAT BID TO THE SECOND BIDDER BECAUSE THE FIRST BIDDER COULDN'T GET BONDED.

SO STILL WAITING ON DOCUMENTS FROM THEM TO BE SIGNED.

THAT LEAVES ONCE THAT'S AWARDED.

THERE'S GOING TO BE A BALANCE OF ABOUT 2.8 MILLION, ALMOST $2.9 MILLION LEFT FOR THOSE WASTEWATER PROJECTS, WHICH IS A GAGE LIFT STATION UPGRADE AND FORCED MAIN. AND THEN THE STUDY FOR THE PLANT EXPANSIONS ONCE WE'RE READY FOR THAT.

SO UNDER PARK IMPROVEMENTS, WE HAVE THE HARMON PARK PLAYGROUND THAT WAS AWARDED, IF YOU REMEMBER, $817,000. AND THAT'S GOING TO LEAVE US A BALANCE OF ABOUT ONE POINT.

ALMOST $1.6 MILLION FOR PARKS.

REASON I WANT TO TELL YOU ALL THIS.

I WANT TO DELVE INTO I GOT TO GET THIS MONEY SPENT.

SO THAT WAY WE CAN KNOW HOW MUCH YOU CAN HAVE LEFT ON THIS PD.

SO, LIKE DEDRA REPORTED TO SUBDIVISION ORDINANCE, WE'RE ABOUT 50% COMPLETE AND WE HAVEN'T MET IN A WHILE.

I'VE REACHED OUT TO MARK FROM KIMLEY-HORN AND WE'RE SUPPOSED TO GET GET CRANKED BACK UP ON THAT.

THEY'RE TRYING TO GET A GOOD DRAFT PUT TOGETHER SO WE CAN REVIEW IT AND THEN GO FROM THERE.

AS YOU RECALL, KIMLEY-HORN REPORTED ON THE WATER TREATMENT PLANT STUDIES AND THE WASTEWATER TREATMENT PLANT STUDIES.

AND IF YOU REMEMBER, THAT WAS THE BIG TICKET ITEM THERE, ESTIMATING OVER $100 MILLION FOR THOSE TWO ONCE THOSE HAPPENED.

ON AS IT RELATES TO PUBLIC WORKS.

THESE DEVELOPMENT PROJECTS ON THE ROSE AVENUE APARTMENTS, THE ON SITE SANITARY SEWER WORK IS APPROXIMATELY 90% COMPLETE.

I'VE GOT A FEW PICTURES UP THERE FOR YOU.

THEY HAVEN'T BEEN WORKING HERE AS MUCH AS US AS THEY SHOULD BE HERE LATELY.

AND I THINK THEY'RE KIND OF TRYING TO TIME IT OUT.

THEY HAVEN'T BEEN ISSUED THEIR BUILDING PERMIT YET.

SO I THINK THEY'RE TRYING TO KIND OF GET ALL THIS COORDINATED UP.

SO. AN ALKALINE PROJECT.

THE ONSITE WATER IS ABOUT 90% COMPLETE.

THEY'LL BE STARTING TO LOAD THIS LINE AND GET THEIR TESTING DONE AND GET THAT PUT IN SERVICE.

SO IT'S MOVING ALONG GOOD.

ON OMEGA, THEY'RE STARTING THEY'RE WORKING ON THEIR STORM DRAIN, ON THEIR PROJECT FOR PUBLIC WORKS ITEMS. SO THEY SHOULD BE STARTING SANITARY SEWER, WHICH IS A SMALL AMOUNT.

IT'S BASICALLY THEIR SEWER SERVICE FROM THE BUILDING.

SO IT'S LIKE A HUNDRED FEET OF SEWER LINE, SO THAT WON'T TAKE LONG.

AND THEN THEY'LL BE STARTING ON WATER.

THIS IS A SLIDE YOU GUYS SEE EVERY MONTH.

IT'S GOT ALL OUR WORKHORSES, JUST A SNAPSHOT OF OF OUR MAIN STUFF THAT WE DO IN PUBLIC WORKS.

THE BAG LEAVES AND GRASS AND THE CHIP BRUSH AND POTHOLE REPAIRS FOR UTILITY BILL AND THE TURN OFF AND LOCKS AND AND THE TURN ONS. YOU CAN SEE THOSE ARE BIG NUMBERS FOR THE GUYS EVERY MONTH.

WHAT THIS IS, IS AN OUTDOOR WORKOUT FACILITY, AND WE'RE LOOKING TO POSSIBLY IF WE CAN GET THIS GRANT, IT'S NOT 100% GRANT, BUT IT'S A $50,000 GRANT TOWARDS THIS PROJECT AT RENSHAW PARK.

KIND OF AS YOU READ, WHEN YOU TURN IN RENSHAW ALL BEHIND THE SIGN, THERE'S AN OPEN AREA IN THE OUTFIELD OF THE SOFTBALL FIELDS.

WE'RE THINKING ABOUT THAT AREA.

THIS THING ONLY TAKES LIKE A 40 FOOT BY 40 FOOT AREA, SO IT'S PRETTY COMPACT AND IT'LL BE REAL VISIBLE FROM THE STREET AND FROM 51 AND WE'LL TIED IT INTO OUR WALKING TRAIL AND KIND OF MAKE A SPOT THERE TO WORK OUT.

WE'LL BE REACHING OUT. HEATH HAS ALREADY STARTED REACHING OUT TO THE HOSPITAL.

THEY HAVE SHOWN SOME INTEREST IN WANTING TO HELP WITH THAT COST.

IT TAKES A WHILE. IT'S GOING TO TAKE A WHILE TO GET THERE.

BUT WE KEEP A CLOSE EYE ON THIS EVERY ALL THE TIME.

AT THE WATER TREATMENT PLANT IN MAY, WE TREATED BASICALLY 41 MILLION GALLONS YEAR TO DATE, 169 MILLION GALLONS.

SO EVERYTHING'S GOING GOOD OUT THERE.
