WHEN WE FIRST STARTED SERVING MEALS AT THE CENTER IN SEPTEMBER OF '21, WE WERE SERVING 15 MEALS ONCE A WEEK, AND THAT WAS ON BINGO DAY ON WEDNESDAY. NOW, IT'S 45 PLUS A DAY. ON AN AVERAGE, WE ARE SERVING OVER 150 GROUP MEALS TO SENIORS, WHICH IS 10 TIMES THE AMOUNT IN JUST THREE MONTHS. WE HAVE ADDED DAILY ACTIVITIES FOR SENIORS. WE ARE RUNNING OUT OF SPACE AND ARE NOT ABLE TO MOVE OUR OFFICES OR OUR KITCHEN AS WE HAD ORIGINALLY PLANNED TO THAT BUILDING. AFTER THE FREEZE, WHEN WE WERE ABLE TO GET TO THE KITCHEN, WE MADE ARRANGEMENTS WITH THE FIRST UNITED METHODIST CHURCH AND SEVERAL OTHER ORGANIZATIONS AND SAID, WE'RE GOING TO COOK A BUNCH OF MEALS. WE KNOW PEOPLE DO NOT HAVE POWER, SO PLEASE COME GET SOME FREE MEALS. HAVING A COMMERCIAL KITCHEN IN WISE COUNTY IS NO SMALL FEAT. IT TAKES MONEY, TIME, AND HELPING THE COMMUNITY TO KEEP IT GOING AND COOKING OVER THE 900 MEALS WE COOK EVERY WEEK. WE KNOW HAVING THIS TYPE OF KITCHEN IS IMPORTANT. IN TIMES OF EMERGENCIES LIKE TORNADOES AND POWER OUTAGES DUE TO WEATHER CONDITIONS, WE ARE ALWAYS ABLE TO HELP. WE KEEP FOOD ON HAND JUST FOR THIS TYPE OF EMERGENCY. THOSE WERE SOME OF THE MEALS THAT WE PREPARED. OVER 200 MEALS JUST WENT TO THE FIRST UNITED METHODIST CHURCH. HOW CAN WE DO IT ALL? WELL, GUESS WHAT? WE CAN'T DO EVERYTHING. WE HAVE BEEN TRYING TO DO AS MUCH AS WE CAN. WE NEED HELP. IN JUST TWO WEEKS OF THESE SENIOR CENTERS HAVING A NEW CLASS FOR QUILTING, WE'VE ALREADY OUTGROWN THE CAPABILITY OF THE ONE CLASS AND HAVE HAD TO ADD THREE MORE CLASSES TO ACCOMMODATE THE SENIORS WANTING TO ATTEND IT. NOT TO MENTION OUR FIRST MOVIE NIGHT, WE HAD OVER 25 PEOPLE ATTENDING JUST THE ONE ACTIVITY. WE DO A LOT. IT DOESN'T SOUND LIKE WE DO A LOT, BUT WE REALLY DO A LOT FOR OUR SENIORS AND NOBODY ELSE IS DOING THINGS FOR OUR SENIORS. I HAVE HIRED AN ACTIVITIES DIRECTOR AND AKOKO, SHE'S BACK THERE. LOTS OF PEOPLE KNOW ANNA FROM ALL THE THINGS THAT ANNA HAS DONE IN THE PAST. THESE WERE THINGS THAT WERE NOT PUT INTO OUR BUDGET LAST YEAR. WE HAD NO CLUE AT THIS TIME LAST YEAR THAT WE WERE GOING TO GET THE SENIOR CENTER. IT WAS NOT EVEN ON THE HORIZON. TODAY, WE ARE HAVING ISSUES BECAUSE OF THE RISING COSTS OF EVERYTHING. IN MARCH, MY FUEL COST WAS $497. THAT'S NOT BAD. BUT IN MAY, MY FUEL COST WAS $1,037. IT DOUBLED, AND IT'S NOT GOING TO DO ANYTHING ELSE BUT GO UP. OUR FOOD BILLS FROM US FOOD, WERE AVERAGING $800 A MONTH. NOW, THEY ARE AVERAGING OVER $2,000 A MONTH. THAT'S SUBSTANTIAL. IF IT WASN'T FOR THE FACT THAT WE GET 90 PERCENT OF OUR FOOD FROM THE TARRANT AREA FOOD BANK, JUST LIKE WARM DOES, WE'D BE IN THE RED. WE WOULD NOT BE ABLE TO DO WHAT WE'RE DOING. ONE OF THE THINGS THAT WE'RE DOING WITH OUR SENIOR BUILDING IS WE HAVE A SENIOR PANTRY FOR OUR SENIORS. EVERY WEDNESDAY, WE GIVE OUT GROCERIES TO EVERY SENIOR THAT IS ON OUR PROGRAM THAT COMES IN FOR LUNCH AND THEY NEED IT. SENIORS HAVE GOT TO HAVE HELP WITH ALL THINGS, AND FOOD INSECURITY IS THE ONE AREA THAT WE CAN HELP. OUR LABOR COSTS ARE GROWING. THE NEEDS FOR LABOR CONTINUE TO GROW LIKE EVERYONE ELSE'S. EMPLOYEES ARE DEMANDING MORE IN WAGES AND THE BASE RATE OF $9 AN HOUR, WHICH IS WHAT I PAY, NO ONE WANTS TO WORK FOR US FOR THAT. THEY DON'T WANT TO WORK ANYWHERE FOR $9 AN HOUR. BUT HE IS ACTUALLY PART OF THIS TASK FORCE AND THEY DO A LOT OF WORK AT THE AIRPORT AND OTHER AREAS WITH THE DEA THEMSELVES. THEY WERE IN NEED OF SOME BODIES TO HELP OUT WITH THIS TASK FORCE, AND SO, HAVING THE CONNECTIONS HERE, HE AUTOMATICALLY REACHED BACK OUT TO US HIMSELF AND A DEA AGENT CAME VISITED WITH MYSELF AND CAPTAIN DOBANDS ABOUT THE PROGRAM. IT'S A VERY INTERESTING PROGRAM THAT I THINK IS A WORTHWHILE PROGRAM FOR US TO BE A PART OF, AND SO THAT'S WHAT I'M ASKING TONIGHT, IT YOUR BLESSINGS TO GO FORWARD. THIS OBVIOUSLY, THIS IS SOMETHING IS IMPORTANT FOR YOU GUYS TO KNOW ABOUT AND BE AWARE OF, AND SO AS WE GO THROUGH THIS. BASICALLY WHAT THIS WHOLE PROGRAM IS, IT'S THROUGH THE DEA LIKE I SAID, THE DEA HAS AN OFFICE IN RV. THIS SPECIFIC TASK FORCE OPERATES OUT OF THE DFW AIRPORT. THEIR MAIN OBJECTIVES, AS YOU CAN SEE, HERE IS TO DISRUPT ILLICIT DRUG TRAFFICKING HERE IN THE NORTH TEXAS AREA BY TARGETING SPECIFIC ORGANIZATIONS. IF YOU REMEMBER, BACK LAST YEAR, WE HAD A PRETTY BIG DRUG SEIZURE CASE THAT WE DID HERE IN TOWN. THAT WAS IN A ROUNDABOUT WAY THROUGH OUR FEDERAL PARTNERS THAT WE'RE THEN ABLE TO COMMUNICATE SOME OF THAT INFORMATION TO THE SHERIFF'S DEPARTMENT AND TO US, AND SO THEY'RE ABLE TO GATHER A LOT OF INTELLIGENCE AND DATA THAT COMES IN THROUGH THE AIRPORT. THERE IS ALL KINDS OF PEOPLE THAT ARE TRAVELING BACK AND FORTH THROUGH THE AIRPORT AND THEY SPECIFICALLY TARGET THOSE INDIVIDUALS AS FAR AS THOSE THAT ARE TRAFFICKING NARCOTICS AND DRUGS. THEN IT'S CONDACT UNDERCOVER OPERATIONS WHERE APPROPRIATE TO RESULT IN EFFECTIVE PROSECUTION BEFORE COURTS, NOT ONLY IN THE STATE BUT ALSO FEDERAL CASES. WHEN THEY CAME TO US, OBVIOUSLY, WHEN WE SIT DOWN WITH THE OFFICER, FLAT SATISFIED, YOU'VE GOT SOMEBODY IN MIND ALREADY OR YOU WOULDN'T BE HERE, AND SO, OF COURSE HE DID. NOW, GO TO THE NEXT ONE. THAT'S FINE, YOU GO RIGHT THERE. WHAT THE PROGRAM REQUIRES IS FOR US TO GIVE THEM ONE OFFICER FOR A PERIOD OF NOT LESS THAN TWO YEARS AND THIS OFFICER IS ASSIGNED SPECIFICALLY TO THE DEA. PART OF THAT PROCESSES IS THEN, THIS INDIVIDUAL OFFICER GOES THROUGH ALL THE REQUISITES OF BEING A DEA AGENT. HE WILL HAVE DEA CREDENTIALS AND EVERYTHING TO BE ABLE TO MOVE ABOUT THROUGHOUT THE AIRPORT. LIKE I SAID, THEY AUTOMATICALLY HAD SOMEBODY IN MIND WHICH I ALREADY FIGURED AHEAD OF TIME WHO THAT WAS GOING TO BE, AND AFTER WE THOUGHT ABOUT IT, THIS WOULD BE A PERFECT CANDIDATE FOR THAT ROLE. NOT TO MENTION HE IS BILINGUAL, AND NOT TO MENTION THAT IF YOU'VE EVER SEEN DANIEL OUTSIDE OF WORK, HE BLENDS IN VERY WELL WITH THE PUBLIC. HE CAN GROW FACIAL HAIR IN ABOUT A DAY AND A HALF, WHICH MOST OF MY OTHER OFFICERS, THEY CAN'T DO IT IN SIX MONTHS. TYPICALLY WHAT THEY DO IS THEY'RE RUNNING FIVE DIFFERENT AGENCIES RIGHT NOW THAT ARE PART OF THIS TASK FORCE, INCLUDING THE DEA AGENTS, CURRENTLY THERE ARE MEMBERS FROM THE DFW AIRPORT, I WROTE IT DOWN HERE, DFW, DPS IRVING, AND THEN US AND SO THEY WOULD BE LOOKING FOR ONE MORE AGENCY STILL. BUT THERE IS A LOT OF POTENTIAL FOR US TO BE ABLE TO REACH OUT TO OTHER INDIVIDUALS FOR THIS, HAVE DIFFERENT CONTACTS AND EVERYTHING ELSE. THERE'S ALSO FOUR FEATURES THAT ARE INVOLVED IN THIS PROCESS AS WE GO ALONG. AS YOU GO IN YOU LOOK, THE NEXT IS, IT GOES OVER THE SHARING PERCENTAGES, JUST TO TALK ABOUT THAT BRIEFLY, BUT THEN GO ON. IT'S 80 PERCENT OF ALL SEIZURES ARE THEN SPREAD AMONGST THE FIVE AGENCIES. OBVIOUSLY, I'LL BE WORKING WITH ANNA IN FINANCE TO MAKE SURE THAT WE'RE ON BOARD TO BE ABLE TO SUBMIT THESE FORMS AND EVERYTHING FOR THE OVERTIME FOR THE FEDS TO PASS BACK. BEING A PART OF THIS PROGRAM WOULD ALLOW US TO HAVE OTHER INFORMATION THAT IS GATHERED ON A FEDERAL LEVEL THAT WE READILY HAVE AVAILABLE TO US. OBVIOUSLY, THE ABILITY TO USE FORFEITURE FUNDS TO PURCHASE MUCH NEEDED EQUIPMENT FOR DEPARTMENT THAT OTHERWISE WE DON'T HAVE IN OUR BUDGET. BUT IT'S THAT REAL-TIME ACTIONABLE INTELLIGENCE THAT THEY'RE ABLE TO GATHER AND COLLECT THERE AT THE AIRPORT AND THAT INFORMATION IS THEN GENERATED TO US. LIKE I SAID, THE BIG BUS THAT WE HAD, IT WAS VERY SIMILAR IN NATURE, THAT WAS INFORMATION THAT'S COLLECTED ON FEDERAL LEVEL AND THEN SENT DOWN. ONCE THIS PROJECT, THE NEW TOWER, IS ACTUALLY CONSTRUCTED, THERE'LL BE SEVERAL OLD PIECES OF INFRASTRUCTURAL WILL BE DEMOLING AS A PART OF THIS PROJECT SO THAT 150,000 GALLON [01:00:02] MULTI-LEG TOWER WILL GO AWAY AND THEN THERE'S A COUPLE OF OTHER GROUND TANKS AND PUMP STATION ACTUALLY RIGHT HERE BEHIND CITY HALL THAT WILL ALSO GO AWAY AS A PART OF THIS PROJECT. ADDITIONAL ADDER THAT WE ADDED INTO THE PROJECT DURING ADVERTISEMENT, IS ACTUALLY ADDING IN SOME FIRE TRAINING STAIRS. ACTUALLY TAKING ADVANTAGE THAT WE'VE GOT A NICE TALL ENCLOSED TOWER ACTUALLY ADDING IN SOME STAIRS SO THAT THE FIRE DEPARTMENT HAS THAT AVAILABLE FOR TRAINING PURPOSES.
