YOU RECALL AND YOU KNOW THAT THERE'S A LOT OF DEVELOPMENT ACTIVITY GOING ON IN THE CITY NOW.

WE'VE BEEN PAYING ATTENTION TO PROJECT THE WATER AND WASTEWATER FLOWS.

THE CITY COUNCIL AUTHORIZED US TO ENTER INTO THE ENGINEERING AGREEMENT TO PERFORM THESE STUDIES BY LAST SEPTEMBER.

TONIGHT WE'VE WORKED THROUGH THIS THING, AND I WANT TO SAY THANK YOU TO GREG, JOE GWEN, RODY BOSTON AT THE WASTEWATER PLANT AND TONY [INAUDIBLE] AT THE WATER PLANT.

WE'VE HAD A FEW MEETINGS WITH KIMBERLY HORN TO GO THROUGH DETAILS ON THIS STUDY TO GET IT WHERE WE THINK WE CONCUR WITH IT.

I WANT TO THANK JEFF JAMES, AND ANDREW, SIMON, CINDY, KYLE, CABESSTA, WERE THE MAIN ENGINEERS WE WORKED WITH, ALTHOUGH THEY HAD A TEAM OF ENGINEERS INVOLVED IN THIS PROJECT TOO.

REALLY THAT'S JUST GOING TO BE A REVIEW OF WHAT WE TALKED ABOUT LAST NOVEMBER.

WHAT'S THE BASIS FOR THESE PLANS AND FOR THESE EXPANSIONS? THE SECOND PART AND THE THIRD PART, I'M GOING TO TURN IT OVER TO KYLE TO TALK THROUGH SOME OF THE SPECIFICS AT EACH PLANT IN SOME OF OUR FINDINGS.

FINALLY, THE FOURTH PIECE IS THE SUMMARY AND DISCUSSION ON THE NEXT STEPS.

BASICALLY HOW THAT GROWTH CAN IMPACT THE WATER AND WASTEWATER USAGE? THERE'S FIVE DIFFERENT SCENARIOS THAT WE TOOK A LOOK AT.

WE REALLY WANTED TO BE MORE CONSERVATIVE SO WE DIDN'T GET CAUGHT UNAWARE WITH PLANNING OUT THESE PLANS.

WHAT WE DID IS WORKING WITH EARL AND DAJER, WE LOOKED AT WHAT ARE SOME OF THE PROJECTED DEVELOPMENTS COMING INTO THE CITY IN THE NEXT FIVE YEARS? WHAT MIGHT THAT SUCCESS RATE BE? WHAT MIGHT THOSE DEVELOPMENTS ACTUALLY DEVELOP INTO A REAL PROJECT? JUST TO BE CONSERVATIVE, WE LOOKED AT A 75 PERCENT RATE.

WHAT THAT GENERATES IS THAT GREEN LINE THAT YOU SEE AT THE TOP OF THE GRAPH.

BASICALLY SOME PRETTY AGGRESSIVE GROWTH.

BUT LOOKING AT WHAT THAT, SOME OF THOSE DEVELOPMENTS THAT WE'RE SEEING THAT MIGHT ACTUALLY BE A REALISTIC IF A LOT OF THOSE CONVERT INTO REAL PROJECTS.

NEXT SLIDE. WHENEVER WE TAKE THAT POPULATION GRAPH AND CONVERT IT TO WATER, WE START TO CONVERT THAT INTO FLOW AND MILLIONS OF GALLONS OF DAY.

AGAIN, LOOKING AT THE GRAPHS, LOOKING AT THAT GREEN ONE BASICALLY REPRESENTING OUR PROJECTIONS, TODAY YOU'RE FLOATING AROUND THAT 0.5, 0.6 MGD ON AN AVERAGE WASTEWATER USAGE.

IF YOU FOLLOW THAT GREEN LINE, YOU CAN SEE HOW WE'RE PROJECTING THAT OUT INTO THE FUTURE.

YOU'LL SEE WE'VE HIGHLIGHTED A COUPLE OF DIFFERENT BLACK LINES THAT, OBVIOUSLY HAVE SIGNIFICANT 1.2 MGD BEING THE CAPACITY OF YOUR EXISTING PLANT.

THEN 2.4 BEING THE RECOMMENDED UPGRADE THAT WE HAD DISCUSSED BACK IN NOVEMBER.

YES, SIR. GOING FROM A 1.2-2.4 MGD PLANT. NEXT SLIDE.

OBVIOUSLY THE NEXT STEP IS LOOKING AT YOUR WATER USAGE.

TODAY YOU'VE GOT A 3.0 MGD PLANT.

LOOKING AT THAT RED LINE REPRESENTS YOUR MAXIMUM DAY HISTORICAL USAGE.

BASICALLY WHAT IS YOUR WORST DAY THEN DURING THE SUMMER, THE LAST FIVE YEARS.

YOU CAN SEE WE'RE FLOATING AROUND 2.5, 2.75 MGD FOR THAT WORST DAY DURING THE SUMMER.

AGAIN, RECOMMENDING TO GO FROM A THREE MGD PLANT TO A 6.0 MGD PLANT FOR THAT EXPANSION.

BEFORE WE DIVE INTO THE SPECIFICS OF EACH STUDY, WERE THERE ANY QUESTIONS ON THE DEMAND PROJECTIONS? AGAIN, THIS WAS JUST REVISITING WHAT WE HAD DISCUSSED BACK IN NOVEMBER.

WHAT YOU'RE SEEING ON THE SLIDE RIGHT NOW IS THE LOCATION OF YOUR EXISTING WASTEWATER TREATMENT PLANT.

LIKE ANDREW HAD MENTIONED, IT'S A 1.2 MGD CONVENTIONAL ACTIVATED SLUDGE FACILITY.

WE TOOK A LOOK AT EACH OF THE INDIVIDUAL TREATMENT UNITS.

IF YOU GO TO THE NEXT SLIDE, THIS IS AN AERIAL VIEW OF YOUR EXISTING WASTEWATER TREATMENT PLANT AND IT HIGHLIGHTS THE DIFFERENT UNITS THAT ARE AT YOUR FACILITY TODAY.

WE LOOKED AT THOSE FROM A REDUNDANCY RELIABILITY STANDPOINT AND THEN ALSO LOOKED AT THEM FROM A CAPACITY STANDPOINT TO SEE IF THERE'S ANY ADDITIONAL CAPACITY WE COULD GET OUT OF THE UNITS.

ALL THOSE UNITS, I'M GOING TO HIGHLIGHT JUST A FEW OF THE EXAMPLES THAT WE LISTED IN THE REPORT.

YOU'VE GOT IT. THIS IS A PICTURE OF YOUR EQUALIZATION BASIN.

JUST AS AN EXAMPLE OF THE INVESTIGATION THAT WE DID, WE LOOKED AT THE REDUNDANCY, THE RELIABILITY OF EACH UNIT.

YOUR EQUALIZATION BASIN IS ONE OF THE FIRST UNITS THAT HELPS EQUALIZE SOME OF THE FLOW.

THERE WERE SOME ISSUES JUST WITH THE MIXING THAT'S OCCURRING IN YOUR EQUALIZATION BASIN.

IDENTIFYING THAT AS A DEFICIENCY THAT NEEDS TO GET ADDRESSED IN THE FUTURE TO HELP WITH OPERATIONS.

BASICALLY SOME SLUDGE IS SETTLING OUT IN YOUR EQUALIZATION BASIN AND IT NEEDS TO BE KEPT IN SUSPENSION AND MAKING SURE THAT WE'RE IDENTIFYING THOSE THINGS AND KEEP THEM IN MIND IF WE'RE PLANNING FOR EXPANSION TO MAKE SURE WE'RE ADDRESSING SOME OF THOSE ITEMS. THAT WAS AN EXAMPLE OF ONE OF THOSE.

IF YOU GO TO THE NEXT SLIDE, THE PICTURE THAT YOU'RE SEEING HERE IS SOME OF YOUR ELECTRICAL EQUIPMENT.

THAT'S A REALLY IMPORTANT PIECE OF THE FACILITY, REALLY POWERS SOME OF THE HEART OF YOUR FACILITY. YOUR BLOWERS.

YOU CAN SEE SOME OF THE ELECTRICAL EQUIPMENT IS LITTLE DATED AND IT'S EXPOSED TO SOME OF THE TEXAS SUMMER HEAT.

OVER TIME THAT CAN AFFECT YOUR ELECTRICAL SYSTEM.

AS WE'RE LOOKING AT EXPANSION, WE'RE WANTING TO KEEP THAT IN MIND AND PROVIDING PROVISIONS TO HELP WITH THINGS LIKE YOUR MOTOR CONTROL CENTER AND MAKE SURE THAT'S A RELIABLE PIECE OF YOUR FACILITY MOVING FORWARD.

THE LAST EXAMPLE THAT I'LL HIGHLIGHT OF YOUR FACILITY.

THIS IS A PICTURE OF YOUR AERATION BASIN.

THIS IS ONE OF THE MAIN TREATMENT UNITS OF YOUR TREATMENT PLANTS, IT'S WHERE MOST OF YOUR TREATMENT OCCURS.

JUST AN EXAMPLE OF PART OF THE REDUNDANCY ASPECT OF WHAT WE ARE LOOKING AT.

YOUR AERATION BASINS DON'T HAVE REDUNDANCY RIGHT NOW.

THE WAY THAT THEY ARE OPERATING, THEY HAVE TO USE ALL OF THE AERATION BASIN.

YOU HAVE THREE OF THOSE.

THEY'RE NOT ABLE TO TAKE THOSE BASINS AT A SERVICE TO CLEAN THEM OR MAINTAIN SOME OF THE EQUIPMENT.

AS WE'RE LOOKING AT THE FUTURE, WANTED TO MAKE SURE THAT WE'RE PROVIDING THAT REDUNDANCY ASPECT TO YOUR TREATMENT FACILITY AS WELL FOR THE LONG-TERM MAINTENANCE AND OPERATION OF THE FACILITY. YES, SIR.

>> CAN WE GO BACK TO THE PREVIOUS SLIDE WITH THE ELECTRICAL BOXES?

WHAT IS THE REST OF THE LONGEVITY OF WHAT'S CURRENTLY INSTALLED?

>> IT'S HARD TO SPEAK TO THE LONGEVITY OF THE EQUIPMENT IN PARTICULAR, BUT I WANTED TO TRY TO IDENTIFY JUST AREAS OF THE PLANT THAT NEEDED SOME IMPROVEMENT.

WE HAD AN ELECTRICAL ENGINEER COME OUT TOO AND EVALUATE THE FACILITY.

I'M NOT AN ELECTRICAL ENGINEER, BUT HE DID EVALUATE THE ELECTRICAL COMPONENTS.

SPECIFICALLY TO THIS, THIS IS THE MOTOR CONTROL CENTER, SO IT POWERS YOUR BLOWERS.

IT'S IN THE SAME ROOM AS YOUR BLOWERS, WHICH IS NOT A BAD THING.

BUT OVER TIME THAT ROOM CAN GET REALLY HOT AND THEY'VE HAD SOME JUST OPERATIONAL ISSUES WITH THOSE TWO BEING IN THE SAME ROOM.

WORKING WITH OPERATIONS STAFF LOOKING AT FUTURE EXPANSION WOULD LIKE TO DECOUPLE THOSE FROM WHERE THE BLOWERS ARE BECAUSE THE BLOWERS GENERATE HEAT.

SO GIVING THE FUTURE MCC A DEDICATED BUILDING PROVIDE A COOLED ENVIRONMENT, SOMETHING LIKE THAT WOULD BE A GOOD PLAN FOR ANY FUTURE IMPROVEMENTS.

>> I HAVE NOT GOTTEN AN INVITATION TO GO OUT THERE.

SO THOSE OUTSIDE ARE THOSE ENCAPSULATED IN A ROOM?

>> THIS ISN'T A BUILDING. IT'S A BUILDING THAT HOUSES SOME BLOWERS.

YOU CAN SEE IT ON THE SITE.

BUILDING, IT'S GOT A ROOF, WALLS, DOORS, SOME VENTILATION, BUT NOT A HEATING AND AIR CONDITIONING SYSTEM.

WE LOOKED AT EACH INDIVIDUAL UNIT LIKE I HAD MENTIONED, AND WE GAVE IT A RANKING BASED ON THE RELIABILITY AND REDUNDANCY.

SOME OF THOSE ITEMS THAT I HAD MENTIONED, LIKE THE EQ BASIN, YOU CAN SEE THE RATING OF FOUR, THE AERATION BASIN, A RATING OF FOUR, JUST HIGHLIGHTING SOME OF THE RELIABILITY OF THOSE ASSETS AND WANTING TO MAKE SURE THAT THE HIGHER RANKED ASSETS GET ATTENTION WHATEVER YOU DECIDE TO DO WITH AN EXPANSION.

I JUST WANTED TO MAKE SURE WE'RE CAPTURING THAT INFORMATION IN THE REPORT.

THE NEXT STEP WAS TO LOOK AT HOW DO WE EXPAND YOUR FACILITY.

MUCH LIKE ANDREW HAD MENTIONED, HERE'S THE GRAPH OF WHAT WE HAD TALKED ABOUT EARLIER.

GOING BACK TO EXPANDING FROM 1.2 MGD TO 2.4 MGD, AND WHAT THAT WOULD TAKE FOR YOUR FACILITY.

YOUR FACILITY, WHEN WE LOOKED AT EACH INDIVIDUAL TREATMENT UNIT, IS DOING A REALLY GOOD JOB OF MAXIMIZING THE CAPACITY OF EVERY SINGLE UNIT IN YOUR TREATMENT FACILITY.

WHICH MEANS IN ORDER TO EXPAND TO 2.4 MGD, YOU NEED ADDITIONAL UNITS, ADDITIONAL TRAINS TO BE ABLE TO TREAT THAT FLOW.

THE BLUE ITEMS SHOWN ON THE SITE PLAN HERE ARE THOSE FUTURE UNITS THAT WOULD BE REQUIRED TO MEET THAT 2.4 MGD CAPACITY.

YOU'LL NOTICE THINGS ON THERE LIKE THE BIG BLUE RECTANGLE IS AN ADDITIONAL FLOW EQUALIZATION BASIN TO HELP WITH SOME OF THE PEAKS.

THEN WE LOOKED AT A COUPLE OF DIFFERENT TREATMENT TECHNOLOGIES, BUT ULTIMATELY ENDED UP RECOMMENDING A MEMBRANE BIOREACTOR TECHNOLOGY.

A LITTLE BIT DIFFERENT THAN A CONVENTIONAL STYLE PLANT.

THERE'S SOME BENEFITS TO THAT, THAT I'LL GO OVER HERE SPECIFICALLY.

THE MEMBRANE BIOREACTORS ARE A LITTLE DIFFERENT.

THEY USE MEMBRANES TO SEPARATE THE SLUDGE FROM WATER INSTEAD OF USING GRAVITY, WHICH IS WHAT YOU HAVE TODAY.

IT PROVIDES A PHYSICAL BARRIER.

THERE'S SOME EFFICIENCIES THAT ARE RECOGNIZED WITH THAT.

INSTEAD OF HAVING TO SETTLE THE SLUDGE, YOU'RE SEPARATING IT WITH A PHYSICAL BARRIER.

YOU CAN HAVE A SMALLER FOOTPRINT.

YOU CAN GET MORE CAPACITY IN A SMALLER FOOTPRINT.

THEY'RE EASY TO AUTOMATE AND THEN YOU'RE PROVIDING A REALLY HIGH QUALITY WATER COMING OFF OF THOSE MEMBRANES.

BECAUSE YOU'RE USING THEM TO SEPARATE THAT SLUDGE, YOU PRODUCE A REALLY HIGH-QUALITY EFFLUENT.

THAT CAN BE DISCHARGED TO THE RECEIVING STREAM OR IT CAN EVEN BE REUSED IN THE FUTURE.

IT SETS YOU UP WELL TO BE ABLE TO HAVE FLEXIBILITY WITH YOUR EFFLUENT.

THEN THE NEXT SLIDE COVERS THE COST.

LOOKING AT WHAT IT WOULD TAKE TO EXPAND AND REHABILITATE ALL THE DIFFERENT UNITS THAT WE LOOKED AT.

WE'RE LOOKING AT AROUND $36 MILLION TO BE ABLE TO EXPAND FROM 1.2-2.4 MGD.

ANY QUESTIONS ON THE WASTEWATER FACILITY BEFORE I MOVE ON TO WHAT WE DID AT THE WATER FACILITY? IS THERE A CASH DEAL THAT WE CAN NEGOTIATE? [LAUGHTER] SUITCASES? [LAUGHTER] QUANTIFIED REPRINTING OF PAPER MONEY [LAUGHTER]? WE CAN HELP EVALUATE FUNDING OPTIONS IF THAT'S SOMETHING YOU'D LIKE TO DISCUSS.

THAT WAS THE WASTEWATER, WE LOOKED AT YOUR WATER TREATMENT FACILITY AS WELL BECAUSE THAT GOES HAND IN HAND WITH LOOKING AT YOUR GROWTH.

ONE OF THE FIRST THINGS IS LOOKING AT YOUR SOURCE WATER.

IF YOU DIDN'T KNOW, YOU HAVE A CURRENT AGREEMENT WITH TRWD WITH A MAXIMUM OF 3.57 MGD ON AVERAGE.

THE CITY HAS BEEN WORKING ON TALKING WITH THEM TO EVALUATE WHAT IT LOOKS LIKE TO EXPAND FUTURE WATER RIGHTS IN THE FUTURE.

THAT WAS AN ASPECT OF WHAT WE PERFORMED ON THE SOURCE WATER.

THEN GOING TO THE NEXT SLIDE, WE HAD TO LOOK AT YOUR WATER TREATMENT SYSTEM AS A WHOLE.

YOUR WATER TREATMENT SYSTEM IS BUILT UP OF A FEW DIFFERENT COMPONENTS.

IT'S NOT JUST THE TREATMENT PLANT ITSELF.

IT'S GETTING THE WATER FROM THE LAKE AND THEN PUMPING IT ALL THE WAY TO YOUR TREATMENT FACILITY AND THAT'S 12 MILES OF PIPELINE.

THE TREATMENT SYSTEM IS COMPOSED OF THE INTAKE STRUCTURE THERE AT THE LAKE, YOUR RAW WATER PUMP STATION, SO PUMPING IT, AND THEN THE TRANSMISSION LINE THAT'S ASSOCIATED WITH THAT, ALONG WITH YOUR TREATMENT FACILITY.

ALL THOSE COMPONENTS NEED TO BE CONSIDERED WHEN WE'RE LOOKING AT EXPANSION OR REHABILITATION OF YOUR TREATMENT FACILITY.

LOOKING AT THE RAW WATER SIDE, JUST TO GIVE YOU AN EXAMPLE.

WE WENT THROUGH THE SAME EVALUATION THAT WE DID AS THE WASTEWATER PLANT AND EVALUATED EACH OF YOUR FACILITIES FROM A RELIABILITY, REDUNDANCY STANDPOINT TO MAKE NOTE OF ANYTHING FOR PLANNING FOR THE FUTURE.

THIS IS A BLOWN-UP IMAGE.

YOU CAN SEE THE RAW WATER INTAKE THERE NEXT TO THE DAM.

THEN YOUR RAW WATER PUMP STATION IS IMMEDIATELY TO THE WEST OF YOUR RAW WATER INTAKE.

VERY CLOSE THERE. IF YOU GO TO THE NEXT SLIDE, THAT'S A PICTURE OF THE INSIDE OF YOUR RAW WATER PUMP STATION.

THIS PUMP STATION, THERE'S BEEN PUMPS ADDED OVER TIME.

BUT YOU CAN SEE FROM THE IMAGE, THERE'S REALLY NO MORE SPACE TO EXPAND THAT FACILITY IN ITS CURRENT FOOTPRINT.

THOSE PUMPS WERE INSTALLED 20 YEARS AGO, SO THEY ARE 20 YEARS OLD AND STILL OPERATING.

IF YOU DO NEED TO LOOK AT EXPANSION, WE'D HAVE TO LOOK AT EXPANDING BEYOND THE EXISTING FOOTPRINT.

I WANTED TO MAKE NOTE OF THAT.

THEN WE ALSO LOOKED AT THE SAME TYPES OF THINGS WITH YOUR WATER TREATMENT PLANT SITE SPECIFICALLY AS WELL.

SOME OF THOSE THINGS THAT WE IDENTIFIED IN THE RELIABILITY SIDE OF THINGS ARE THINGS LIKE YOUR FILTER.

YOU CAN SEE THE VARIOUS RANKINGS THAT WE GAVE THEM.

THERE ARE A FEW THINGS IN THE RECOMMENDATIONS THAT ACCOMMODATE FOR THE RELIABILITY AND REDUNDANCY ASPECTS OF EVEN YOUR EXISTING FACILITY.

NOW LOOKING AT EXPANSION GOING FROM 3-6 MGD, WE LOOKED AT ALL OF THOSE DIFFERENT ELEMENTS OF YOUR TREATMENT FACILITY.

STARTING WITH THE RAW WATER INFRASTRUCTURE, LIKE I HAD MENTIONED, YOU'LL NEED TO EXPAND OUTSIDE OF THE EXISTING FOOTPRINT.

WE EVALUATED A FEW DIFFERENT OPTIONS FOR CITING A NEW RAW WATER PUMP STATION.

THIS EXAMPLE HERE IS JUST DUE EAST OF WHERE YOUR EXISTING RAW WATER PUMPS ARE, AND SO MAKING SURE THAT WE'RE OUT OF THE FLOODPLAIN.

THIS IS ON TRWD PROPERTIES, SO JUST IDENTIFYING DIFFERENT LOCATIONS FOR THAT.

THEN WHEN WE'RE LOOKING AT THE TREATMENT FACILITY ITSELF,

WE EVALUATED A FEW DIFFERENT TREATMENT TECHNOLOGIES, SO MUCH LIKE THE WASTEWATER FACILITY.

WE LOOKED AT TREATMENT TECHNOLOGIES LIKE REVERSE OSMOSIS, BUT ULTIMATELY ARE RECOMMENDING GOING IN WITH A CONVENTIONAL TREATMENT PLANT AND EXPANDING TO SIX MGD USING CONVENTIONAL TECHNOLOGY.

WE'RE RECOMMENDING A FEW CHANGES TO HOW YOU DO IT WITH CHEMICALS AND ADDING ADDITIONAL UNITS TO HELP WITH TASTE AND ODOR, TO MAKE SURE THAT YOU'RE GETTING A HIGH-QUALITY WATER GOING INTO YOUR SYSTEM.

THERE'S A FEW ADDITIONAL ITEMS THAT WE RECOMMENDED IN THERE AS WELL.

THE COST FOR THE EXPANSION OF YOUR TREATMENT SYSTEM IS $60 MILLION.

THAT INCORPORATES ALL THOSE ELEMENTS THAT I HAD DISCUSSED EARLIER.

THE RAW WATER PUMP STATION, NEW TRANSMISSION MAIN, ALONG WITH THE IMPROVEMENTS AT YOUR FACILITY THERE TO TREAT THE WATER.

JUST A SUMMARY OF THE COSTS TOGETHER.

THE TOTAL IS AROUND $100 MILLION.

WE'RE LOOKING AT $96.6 MILLION IN IMPROVING COST TO YOUR FACILITIES.

THE RULE TO START DESIGN IS 75 PERCENT, WHICH IS 0.9 MGD.

LOOKING AT THIS GRAPH AGAIN, WHERE WE'VE NOW PUT THE 75 PERCENT RULE ON THERE, YOU CAN SEE THAT OUR HISTORICAL USAGE IS SLOWLY CLIMBING TOWARDS THAT LINE, WHERE ESPECIALLY WITH OUR NEW PROJECTIONS, OUR NEW DEVELOPMENTS THAT WE'VE BEEN LOOKING AT, WE MIGHT BE THERE WITHIN THE NEXT YEAR OR TWO YEARS.

THEN THE NEXT RULE IS ONCE YOUR UNDER DESIGN IS AT 90 PERCENT, YOU NEED TO BE UNDER CONSTRUCTION.

OBVIOUSLY, WITH PROJECTS THIS BIG, IT'LL TAKE SEVERAL YEARS TO ACTUALLY COMPLETE THOSE PROJECTS.

HOWEVER, WE BASICALLY WANT TO MAKE SURE THAT DURING THAT WORST STATE DURING THE SUMMER OR LAST FEBRUARY, IN LAST YEAR'S CASE, WE WANT TO MAKE SURE THAT WE CAN DELIVER THE WATER THAT'S NEEDED, SO WE LOOK AT THAT MAX DAY DEMAND.

LOOKING AT THE MAX DAY DEMAND AGAIN, THAT RED LINE, YOU COMPARE IT TO THAT 3MGD, YOU CAN SEE THAT THERE'S A LITTLE BIT OF BUFFER.

HOWEVER, IF YOU BELIEVE SOME OF THOSE PROJECTIONS THAT WE'RE LOOKING AT, THAT WITHIN A COUPLE OF YEARS, YOU COULD ALSO BE CROSSING THAT THRESHOLD.

THEN JUST SUMMARIZING THE COST ONCE AGAIN.

OUR TAKEAWAY FROM THAT MEETING WAS THAT TARRANT REGIONAL WAS VERY SYMPATHETIC, BUT THEY ONLY HAVE SO MANY ACRE FEET OF WATER RUTS THAT THEY CAN ALLOCATE FOR MUNICIPAL PURPOSES.

WHAT WE CAME AWAY FROM THAT MEETING WITH WAS THEY WANT TO BE KEPT VERY CLOSE IN THE LOOP ON NEW CONSTRUCTION PROJECTS AND PROJECTED AMOUNTS THAT WILL BE NEEDED TO SERVICE THOSE.

WE WENT DOWN THERE ASKING FOR A SIX MILLION DOLLAR ALLOCATION.

WELL, WHILE THEY WERE SYMPATHETIC, THEY JUST DIDN'T THINK THEY COULD JUSTIFY WHEN WE'RE ONLY USING 1,500 GIVEN A SIX.

OUR CHARGE FROM THAT DAY FORWARD HAS BEEN AS THESE PROJECTS COME ALONG TO REALLY KEEP THEM IN THE LOOP SO THAT THEY CAN SEE BECAUSE THEY ARE AWARE THAT THE NORTH AND THE WEST SIDE OF FORT WORTH IS WHERE THE GROWTH IS GOING TO COME BECAUSE IT'S THE LEAST CROWDED.

THERE'S A LOT MORE OPEN SPACE.

BUT THEY JUST WOULDN'T GRANT US THAT AND THAT'S A THING THAT WE'RE GOING TO HAVE TO, WE GET THAT.

THAT'S ONE OTHER REASON WHY WE DIDN'T PUSH THIS A WHOLE LOT BEFORE.

IF THEY WON'T GIVE US THE ALLOCATION TO SIX, THEN THERE'S NO POINT IN BUILDING A PLANT FOR SIX BECAUSE WE'RE ONLY GOING TO GET X NUMBER OF GALLONS PER ACRE FEET.

NOW THERE'S 325,851 GALLONS OF WATER IN AN ACRE FOOT.

PRETTY SIMPLE MATH.

BUT CURRENTLY, WE'RE USING 1,500 OUT OF A 4,000 ACRE FEET AND THEY JUST COULDN'T GET PAST THAT.

BUT THEY WERE VERY ACCOMMODATING AND SAID, AS LONG AS YOU CAN JUSTIFY THAT IT'S COMING AND IT'S ACTUALLY HAPPENING, WE'LL BE GLAD TO TAKE ANOTHER LOOK AT IT.

BUT WHAT DID THEY SAY JEFF THAT DAY? THEY'VE ONLY GOT ABOUT 3,500-4,000 ACRE FEET THAT'S UNALLOCATED.

MY BIG WORRY IS WHOEVER GETS IT FIRST HAS GOT IT.

BUT UNTIL WE GET CLOSER TO THAT 4,000 ACRE FEET, THEY'RE JUST NOT GOING TO GIVE US ANYMORE.

WATER IS THE NEW GOLD.

IF WE GO INTO ANOTHER EXTENDED YEAR DROUGHT SITUATION, I'M AFRAID THERE'S A LOT OF PEOPLE GOING TO FIND THAT OUT.

[OVERLAPPING] THAT'S JUST A LITTLE HISTORY BEHIND IT.

HOPEFULLY THAT IS GOING TO HAVE AN IMPACT ON THEIR ABILITY TO KEEP BENBROOK AND EAGLE MOUNTAIN FULL, WHICH WHEN THEY TURN THE GATES OPEN AND TURN THE WATER LOOSE AT BRIDGEPORT, IT'S GOING TO EAGLE MOUNTAIN AND THEN FROM THERE IT'S GOING TO LAKE WORTH.

ANYTHING THEY CAN DO TO KEEP THEM MORE COSTS OF LEVEL WITHOUT HAVING TO DRAW WATER OUT OF BRIDGEPORT THEN THAT JUST HELPS THE SITUATION.

BUT WE DON'T WANT TO GET INTO ANOTHER GROUNDWATER.

IN THE EARLY '60S, THE CITY DECIDED THEN THAT IT WASN'T SUSTAINABLE TO DEPEND ON GROUNDWATER.

THAT'S WHY THEY MADE THE DECISION 50 SOMETHING YEARS AGO TO GO TO LAKE BRIDGEPORT BUT UNFORTUNATELY, NEW RESERVOIRS ARE USUALLY A 25-30 YEAR PROCESS, EVEN IF THERE'S NOT A LOT OF OPPOSITION TO GET THROUGH ALL THE BUREAUCRATIC RED TAPE FROM THE STATE AND THE FEDS.

IT'S NOTHING GOING TO HAPPEN SOON.

I APPRECIATE THEIR CANDOR, BUT I THINK THAT'S WHY THEY'RE BEING VERY GUARDED WITH THEIR ALLOCATIONS BECAUSE THEY KNOW HOW MUCH THEY'VE GOT LEFT TOO, BUT I'M REALLY COUNTING ON THESE PROJECTS THAT THEY'RE UNDERTAKING TO GET WATER FROM EAST TEXAS TO REALLY HELP WITH HOPEFULLY, HAVING TO RELEASE AS MUCH OUT OF BRIDGEPORT DOWNSTREAM.

IT WILL ALSO OPEN UP SOME ADDITIONAL OPEN SPACE IN THE CITY LIMITS THAT IS NOT DEVELOPED AS WELL.

THIS IS A VERY TIMELY PROJECT.

THIS IS ONE OF THE PROJECTS ON YOUR BOND PACKAGE THAT YOU PASSED BACK IN THE SPRING.
