THIS IS ANOTHER MANUFACTURING PROJECT FOR EAGLE'S LANDING BUSINESS PARK THAT FURTHER DIVERSIFIES OUR LOCAL ECONOMY, WHICH IS ONE OF OUR MISSIONS AT THE EDC ADDS A GOOD NUMBER OF JOBS TO THE COMMUNITY. THESE ARE BOTH A COMBINATION OF JOBS THAT WILL BE RELOCATING WITH THE COMPANY FROM GRAPEVINE, TEXAS, AS WELL AS NEW JOBS TO BE CREATED FOR OUR WORKFORCE AREA. SO WE'RE GOING TO GO OVER THE THREE BASIC AREAS OF THE AGREEMENTS WITH YOU AS USUAL. AND THIS AGREEMENT WAS APPROVED LAST FRIDAY BY THE EDDIE BOARD, SO THE DEVELOPER COVENANTS THE COMPANY IS TO COMMENCE CONSTRUCTION BY JUNE 30TH, 2022. THE COMPANY MUST COMPLETE CONSTRUCTION BY JUNE 30TH, 2024. THE COMPANY MUST SPEND A MINIMUM OF $21 MILLION IN CAPITAL INVESTMENT BY JUNE 30TH, 2024. THE COMPANY IS REQUIRED TO HAVE THEIR CEO OR CERTIFICATE OF OCCUPANCY AND BE OPERATIONAL BY JUNE 30TH, 2024, AND THE COMPANY IS REQUIRED TO CREATE A MINIMUM OF 95 FULL TIME EQUIVALENT POSITIONS BY DECEMBER 31ST, 2025. ON THE EDC'S PORTION WERE CONVEYING PROPERTY IN THE INDUSTRIAL PARK THAT'S VALUED AT 889 THOUSAND DOLLARS. ON THE CLAW BACKS AND DEFAULTS, THE EDC SHALL RECEIVE THE LAND IN RETURN IF CONSTRUCTION IS NOT COMMENCED BY THE DEADLINE OR IF THE COMPANY DOES NOT RECEIVE THEIR CERTIFICATE OF OCCUPANCY BY THE DEADLINE. THE EDC SHALL RECEIVE ANY BALANCE BETWEEN THE ACTUAL EXPENDITURES AND THE $21 MILLION, IF THE COMPANY FAILS TO EXPEND THAT TOTAL MINIMUM CAPITAL INVESTMENT AND THEN THE FINAL CLAW BACK IS THE EDC SHALL RECEIVE $2000 FOR EACH FULL TIME JOB THAT IS NOT CREATED BY THE DEADLINE. SO IT'S A VERY STRAIGHTFORWARD PROJECT THAT WE'VE BEEN WORKING WITH THIS COMPANY FOR THE BETTER PART OF NINE MONTHS. THEY BASICALLY LOOKED AT A 90 MILE RADIUS AROUND THEIR CURRENT LOCATION AND TRIED TO FIGURE OUT WHICH LOCATION MADE THE MOST SENSE FOR THEM. WE HAD ONE PARTICULAR ADVANTAGE, AND THAT IS THAT THE OWNERSHIP OF THE COMPANY LIVES IN WISE COUNTY, AND SO DECATUR MAKES A SHORTER COMMUTE THAT DOESN'T HURT OUR COMPETITIVENESS. BUT THE GROWTH RATE OF THE COMMUNITY, ALONG WITH SEVERAL OTHER INDICATORS THAT MADE SENSE FOR THEM AND EAGLE'S LANDING BUSINESS PARK BEING IN A TRULY SHOVEL READY POSITION WAS A HUGE PART OF DECATUR WINNING THIS PROJECT, AND THE OWNER OF THE COMPANY, KERRY MELMAN, WAS GOING TO TRY TO BE HERE TONIGHT. IT DIDN'T SEEM BEFORE BEFORE I STEPPED UP HERE, HE WAS AT THE EDC BOARD MEETING LAST FRIDAY. THEY ARE, HE MENTIONED DURING HIS PORTION WHEN HE SPOKE TO THE BOARD THAT THEY SET RECORDS LAST YEAR. THEY'RE ON PACE TO SET RECORDS AGAIN THIS YEAR. SO THIS IS A COMPANY THAT WAS ESTABLISHED, I BELIEVE IN THE 1980S. THEY'VE BEEN IN THEIR CURRENT LOCATION SINCE THEN. AND SO BASICALLY, THAT GRANT WAS 14, $15000. AND THEN I WAS GOING TO KICK IN ANOTHER 15000 TO REPLACE ALL OF OUR BODY CAMERAS AND UPGRADE THOSE. BUT DUE TO THIS UNFORESEEN ISSUE, WE HAD TO LOOK ELSEWHERE AND TO RECONSIDER OUR ENTIRE. EVIDENCE COLLECTION PROCESS, BASICALLY AS IT RELATES TO VIDEO. SO ONE OF THE COMPANIES THAT I'VE LOOKED OUT FOR AND KIND OF SOUGHT SOME INFORMATION ON IT'S CALLED BODYWORN, THIS IS PROBABLY THE LIGHTEST, MOST INNOVATIVE, BODY WORN AND IN-CAR CAMERA SYSTEM THAT THERE IS. WAS PHYSICAL FORCE USED RESULTING BY THE INJURED DURING THE STOP? THERE WERE FOUR TIMES IN WHICH THAT DID HAPPEN. WE HAD NO COMPLAINTS THIS PAST YEAR AS IT RELATES TO RACIAL PROFILING. WE ALSO HAVE TO DO AN ANALYSIS. THIS IS A BRAND NEW THING IN LEGISLATION THAT WE'RE REQUIRED THROUGH T CODE TO DO AS WELL AS YOU ACTUALLY HAVE TO HAVE A BREAKDOWN OF THAT ANALYSIS AND YOU CAN KIND OF SEE THE BIGGEST THINGS TO PAY ATTENTION TO IS REALLY FOR ME, WHAT I LOOK AT IS I JUST WANT TO MAKE SURE THAT NONE OF THESE CATEGORIES ARE REALLY JUST CRAZY, SLANTED ONE WAY OR TO ANOTHER.
