WE HAVE HOSTED 226 EVENTS.

214 OF THOSE WERE IN HOUSE, WITH 11,699 GUESTS AT THE CONFERENCE CENTER THIS YEAR.

WE HAD 53 EVENTS WITH 50 PLUS GUESTS, WHICH WAS AN INCREASE FOR US OF 15 PERCENT.

THEN ON THE NEXT SLIDE, I GOT A COUPLE THINGS HERE JUST SHOWING REVENUE IN COMPARISON TO 2020.

2020, WE HAD 224,627 FOR THE CALENDAR YEAR, NOT THE FISCAL YEAR 21 AGAIN FOR THE CALENDAR YEAR CAME OUT TO 278,683.

AND THEN WE HAVE A FEW ENHANCEMENTS.

WE PURCHASED AN INSTALLED ELECTRONIC METERS FOR THE GREAT HALL CHISHOLM SUITES AND THE BOARD ROOM FOR DIRECTIONAL SIGNS FOR MEETINGS AND THINGS OF THAT NATURE PURCHASED AND INSTALLED A 70 INCH TV IN THE BOARDROOM FOR PRESENTATIONS AND ZOOM MEETINGS, CONTINUOUS PAINTING OF ALL INTERIOR GENERAL AREAS AS NEEDED.

CONTINUOUS MAINTENANCE ON ALL OF OUR HVAC SYSTEMS AS THEY'RE AGING.

AND WE DID HAVE TO REPLACE TWO OF THOSE UNITS THIS LAST YEAR REDIRECTED GREAT HALL LIGHTING TO COVER MAIN ENTRANCE AND DANCE FLOOR.

THEN I'VE GOT OUR TOP 10 CUSTOMERS THIS LAST YEAR BY SALES FOR 21.

DECATUR CHAMBER WAS OUR TOP CUSTOMER WITH 23,350.

TWISTED X BOOTS CAME IN SECOND WITH 22,989.

BURLINGTON NORTHERN SANTA FE, 11,298.

OUR ROTARY CLUB S10,025.

DECATUR ISD AT 9,721.

WISE HOUSE SYSTEMS 9,552.

WE HAD A QUINCEANERA, WHICH SEEMS TO BE VERY PROFITABLE FOR US.

WE HAD TWO OR THREE IN OUR TOP 8,946.

TARGA RESOURCES CAME IN AT 8,246.

ANOTHER QUINCEANERA AT 8,142.

AND OUR VETERANS GROUP AT 7,516.

OUR TOP FIVE EXPENSES FOR 2021 WAS SYSCO FOODS, DECATUR HEAT AND AIR STAFFING NETWORK, BEN E.

KEITH AND WALMART.

SO YOU CAN SEE MOST OF OUR EXPENSES, OUR FOOD AND BEVERAGE RELATED ON THE NEXT ONE.

I JUST HAVE A COMPARISON FOR THE CALENDAR YEAR.

FOR SALES, THINGS ARE PICKING UP QUITE A BIT FOR US.

LAST YEAR WAS WAS PRETTY DISMAL FOR US.

NEEDLESS TO SAY, BUT THINGS ARE REALLY STARTING TO PICK UP, BUT WE ARE STILL GETTING CANCELATIONS.

I'VE HAD FOUR OR FIVE CANCELATIONS THIS MONTH, BUT THE MONTH OF JANUARY LAST YEAR WAS UNDER $6,000.

WE'RE PROJECTING OVER 35,000 IN SALES FOR THIS YEAR, SO WE'RE EXCITED ABOUT THAT.

AND ROUGH REVIEW OF THE CONFERENCE CENTER.

I HAVE A FEW PICTURES TO SHOW YOU HERE AND THERE, BUT IT IS NEAT TO NOTE THAT WE ARE ENTERING INTO OUR 28TH YEAR AS A TEXAS MAIN STREET CITY, WHICH IS PRETTY NOTABLE BECAUSE A LOT OF CITIES DON'T MAKE IT THAT LONG.

AND SO WE'RE VERY BLESSED TO CONTINUE AS PART OF THAT PROGRAM WITH THE STATEWIDE AGENCY OF TEXAS MAIN STREETS AND PROUD OF THAT.

WE DO HAVE A COUPLE OF NEW SONGS THAT WENT UP ON EITHER END OF MAIN STREET, A PICTURE TO SHOW YOU, BUT YOU HAVE TO WATCH FOR THEM.

THAT ANNOUNCED THAT FACT THAT WE ARE A TEXAS MAIN STREET.

SO THAT'S A NEAT NEW THING THAT WE HAVE THAT.

UM, I WANTED TO GIVE YOU A HIGHLIGHT OF OUR SWIRL.

THIS LAST YEAR IN 2021 WAS OUR TENTH ANNUAL SWIRL.

WE HAD OVER 13 LOCATIONS AND THEN THAT MEANS WE HAD A WINERY AT EAST H HOUSE LOCATION.

EVEN WITH OUR NUMBERS DOWN A LITTLE BIT ON TICKET SALES, WE STILL MADE OVER FOURTEEN THOUSAND DOLLARS.

SO IT WAS A VERY GOOD YEAR FOR US AS FAR AS FUNDRAISING FOR THAT EVENT, WHICH IS OUR BIGGEST FUNDRAISER AND.

IT'S ALSO NOTABLE THAT SPONSORS WERE NOT TOO FAR DOWN, CONSIDERING EVERYTHING THAT HAD BEEN HAPPENING IN THE LAST COUPLE OF YEARS BECAUSE IN 2020 OUR NUMBERS WERE DOWN A LITTLE BIT, BUT IT STARTED TO PICK BACK UP AGAIN.

SO HOPEFULLY THIS YEAR WILL BE ANOTHER BANNER YEAR AND WE'LL GET OUR NUMBERS BACK UP EVEN FURTHER.

UM, THE NEXT SLIDE SHOWS SOME OF OUR CONTINUING EVENTS WITH THE CAR SHOWS WE HAD TO CANCEL ONE IN 2021 BECAUSE OF RAIN.

AND THIS YEAR, HOPEFULLY THE WEATHER WILL HOLD OUT FOR US, BUT THOSE ARE THE DATES FOR 2022 TO PINETOWN PEAK WILL HAPPEN.

THAT'S A TENTATIVE DATE.

IT DEPENDS ON WHEN THE FOOTBALL GAME IS THE HOME FOOTBALL GAME THAT LAST ONE OF THE SEASON WHEN THEY HAVE PINK OUT, WE TRY TO ALWAYS DO SOMETHING ON THAT DATE AND I HAVEN'T HEARD BACK FROM THE COACH YET TO KNOW WHAT THAT DATE IS GOING TO BE.

SO THE MAIN STREET BOARD MET THIS LAST WEEK AND DETERMINED THAT THEY WANT TO DO A CONCERT AGAIN THIS YEAR.

SO LIKE THE ONE WE HAD IN 2019, WE HAVEN'T CONFIRMED ANYTHING YET, BUT THAT IS A TENTATIVE DATE WHEN WE WANT TO HAVE IT.

WE STILL HAVE TO WORK THROUGH ALL THE DETAILS WITH SAFETY PERSONNEL AND POLICE DEPARTMENT AND EVERYBODY TO CONFIRM EVERYTHING ON THAT SIDE AND THEN MOVE FORWARD, HOPEFULLY FIND AN ARTIST AND GET THAT GOING AND GET SPONSORS AND EVERYTHING LINED UP.

HOPEFULLY, WE'LL HAVE AN EQUAL CROWD TO THAT DOWNTOWN.

THAT WAS SUCH A GREAT.

THE NEXT SLIDE SHOWS OUR EFFORTS TO CONTINUE WITH THE TRADITION OF PUTTING OUT ALL THE PIECES THAT HAVE SENTIMENTAL VALUE THAT BELONGED TO HOLLIS AND SUE JONES AND TO GEORGE KING, SOME EVEN BELONGED TO JERRY FLUSHING AND HIS FAMILY.

SO WE HAVE ALL OF THOSE IN STORAGE, AND EVERY YEAR I SPEND A LOT OF TIME ON MAINTENANCE, JUST ON CERTAIN PIECES THAT GO OUT EVERY YEAR.

BUT THIS YEAR, WE WERE ABLE TO DIG SEVERAL MORE OUT THAT WE HADN'T USED IN A VERY LONG TIME.

MINNIE AND MICKEY GOT A TOTAL FACELIFT IF YOU SAW THEM IN THE FRONT YARD.

AND THEN THESE ARE SOME OF THE ONES THAT.

WE REDID WE HAD QUITE A FEW VOLUNTEERS COME AND HELP WITH THAT PROCESS.

JED BOYD DOES A LOT OF WOODWORKING WITH HIS FAMILY, AND SO HE CUT OUT SOME NEW ONES FOR US AND THOSE WERE ON THE SQUARE CLOSE TO THE TREE IF HE SAW THOSE WITH THE FACE CUT OUTS.

AND SO WE WERE REALLY PROUD OF THAT EFFORT, AND THE GOAL FOR 2022 IS TO GET ALL THE REST OF HOLLIS JONES'S DISNEY OUT.

SO WE'LL PLASTER THOSE ALL ALL AROUND THE VISITOR CENTER THIS COMING CHRISTMAS SEASON AND BE HAPPY TO SHOW THOSE OFF.

THE NEXT SLIDE TELLS A STORY ABOUT OUR HISTORIC MARKER.

SO WE RECEIVED THIS LAST FALL, BUT WE WANTED TO HAVE A PARTY AND A DEDICATION, AND TOMMY WAS JUST BAD TO TRY TO DO THAT BEFORE THE HOLIDAYS.

SO THE PLAN IS TO HAVE A DEDICATION PARTY AND PUT THIS MARKER OUT IN MAY, WHICH IS PRESERVATION MONTH STATEWIDE.

WE KNOW WHO THE SENATOR WAS AT THAT TIME AND WE KNOW WHERE HIS DAUGHTER LIVES.

AND SO THERE'S LITTLE THINGS LIKE THAT THAT WE'LL BE ABLE TO INVITING PEOPLE TO COME

HOPEFULLY, WE CAN GET PEOPLE LIKE EDDIE SAMPLER TO COME BACK AND PARTICIPATE IN THIS PARTY.

HE DONATED SOME STAMPS, A STAMP COLLECTION TO US THAT'S HANGING ON THE WALL AND JUST REALLY HIGHLIGHT THE HISTORY OF THE POST OFFICE TO DECATUR WHAT IT MEANT, WHAT IT MEANT IN 1930, AND HOW TO HAVE IT BE BUILT HERE, TOO, AS A WORKS PROJECT ADMINISTRATION PROJECT.

AND THEN WE ALSO WANT TO HIGHLIGHT THE ART GLASS AND HAVE A DISPLAY FROM TEX GLASS, WHICH IS ALSO KNOWN AS DECATUR GLASS.

SO WE'RE WORKING ON THAT IN CONJUNCTION WITH THE DEDICATION PARTY.

UM, THEN I WANTED TO TELL YOU A LITTLE BIT ABOUT THE SIGN GRANT PROGRAM.

AS YOU KNOW, WE'VE HAD THIS PROGRAM IN PLACE FOR QUITE A WHILE.

MOST PEOPLE TAKE ADVANTAGE OF THE SIGN PART OF IT AND ARE ABLE TO GET REIMBURSEMENT UP TO FIVE HUNDRED DOLLARS OR HALF THE COST OF THEIR SIGNAGE.

WE'VE HAD MORE PEOPLE TAKING ADVANTAGE OF THE PAINT GRANT AS WELL, WHICH IS THE SAME PRICE.

AND THEN JUST THIS LAST YEAR, WE ADDED THE FACADE GRANT TO THAT.

SO NOW WE'RE ABLE TO OFFER THAT $5000.

WE HAVEN'T HAD ANYBODY MAKE APPLICATION FOR THAT YET, BUT WE DO HAVE A COUPLE OF PROJECTS IN LINE THAT WILL PROBABLY TAKE ADVANTAGE OF THAT AS THEY MOVE FORWARD.

SO VERY EXCITED.

AND WE HAD 904 PEOPLE PARTICIPATE IN OUR SUMMER READING PROGRAMS. AND SO FAR WE HAVE HAD 1,459 NEW LIBRARY CARDS FOR THE YEAR AND WE ARE STILL PROCESSING WELL CARDS.

SO IN 21 DECATUR PD COMMUNICATIONS CENTER SAW ITS LARGEST NUMBER OF TELEPHONE CALLS THAT WE'VE EVER HAD THROUGH OUR COMMUNICATIONS CENTER.

YOU'LL SEE THERE THAT THEY ANSWERED 7,540 9-1-1 CALLS ALONE AND THEN 105,845 PHONE CALLS.

SO IF YOU DO THE MATH TO THAT, THAT'S ROUGHLY JUST SHY OF 300 PHONE CALLS A DAY TO AVERAGE OUT OVER THE WHOLE YEAR THAT COMES IN TO OUR COMMUNICATIONS CENTER.

MOST OF THE TIME RIGHT NOW WE HAVE ONE STAFF THAT IS INSIDE THERE, AND SO THEY ARE HOPPING EVERY SINGLE DAY INSIDE THE COMMUNICATIONS CENTER NOW.

SO AS YOU GO TO THE NEXT SLIDE, YOU'LL KIND OF SEE SOME OF THAT AS IT'S BROKE DOWN MONTH BY MONTH, THE NUMBER OF CALLS THAT WE SAW THE LINES ON THE TOP OR THE 9-1-1 CALLS THAT ARE TACKED ON TO EACH OF THOSE.

THAT'S A LOT OF CALLS IN ONE MONTH THAT'S COMING INTO OUR CALL CENTER.

NEXT TO OUR INVESTIGATIONS, THIS IS ANOTHER ONE OF THOSE BUSY SPOTS THAT WE'VE KIND OF NOTICED AND HAD AN UPTICK IN.

SO WHEN WE START TALKING ABOUT INVESTIGATIONS, ONE OF THE THINGS WE LOOK AT IS NIBRS SO NIBRS IS THE NATIONAL INCIDENT BASED REPORTING SYSTEM, WHICH IS BASICALLY THE SYSTEM THAT THE FBI USES TO TAKE ALL THE REPORTS.

AND EVERYTHING THAT WE DO THROWS THEM INTO A SYSTEM WHERE YOU CAN PULL DATA AND REALLY LOOK AT THE STATISTICS OF WHAT'S GOING ON IN YOUR CITY, SURROUNDING CITIES, BUT JUST PRETTY MUCH EVERYWHERE.

SO ONE OF THE THINGS THAT WE LOOK AT FOR US IS WE LOOK AT OUR NIBRS, OUR CASES THAT WE TURN INTO NIBRS.

SO ONE OF THE THINGS THAT YOU'LL NOTICE IS IS THAT IN 2020, WE WERE HAD 397 NIBRS CASES.

SO IN 21, WE HAD 342.

SO YOU WOULD THINK THAT THAT'S A GOOD THING.

WELL, IT SOUNDS GOOD.

BUT THE PROBLEM IS THERE'S A STACK OF ABOUT 40 TO 50 CASES FROM WAL-MART THAT WE HAVE NOT GOT TO YET FROM THE YEAR 21.

SO WE'RE STILL RUNNING ABOUT THE EXACT SAME AS FAR AS NIBRS.

BUT THEN YOU LOOK OVER OUR SHEER CASES THAT WE DO.

YOU CAN SEE THAT THERE'S A LITTLE BIT OF INCREASE IN THOSE.

ONCE AGAIN, THAT NUMBER ALSO DOES NOT COUNT THE STATISTICS FROM THOSE 40 OR 50 CASES THAT WE STILL HAVE OUTSTANDING FROM WAL-MART.

SO YOU SEE, OUR CASELOAD HAS GONE UP AND IT'S INCREASED AS WELL.

IT'S STILL A HORRIBLE THING, BUT WE'RE ABLE TO GET THESE REPORTS NOW AND WE'RE ABLE TO HELP THESE VICTIMS. AND SO THIS IS SOMETHING THAT IS A DIRECT CORRELATION TO THE WORKING RELATIONSHIP THAT WE NOW HAVE WITH THE CHILD ADVOCACY CENTER IN WISE COUNTY OVER THE NEXT FEW YEARS.

I WOULD ASSUME THIS RIGHT HERE IS GOING TO CONTINUE TO GROW.

AND SO OUR STAFF CONTINUES TO WORK DAY IN AND DAY OUT WITH THE CHILD ADVOCACY CENTER AND THE THINGS THAT THEY'RE DOING.

ON THE RIGHT HAND COLUMN, YOU CAN SEE THE ASSAULTS.

THEY ALSO INCREASED A LITTLE BIT FROM THE PREVIOUS YEARS.

SO YOU CAN SEE COMPARED WITH 397 COMPARED TO 86 CASES THAT WERE FILED BY OUR WESTERN FRIENDS.

AND SO THIS REALLY SHOWS YOU HOW BUSY WE ARE COMPARED TO WHAT OTHER AGENCIES IN THIS COUNTY ARE DOING THAT ARE SIMILAR TO WHAT WE ARE.

TRAFFIC ENFORCEMENT OBVIOUSLY CONTINUES TO BE A PRIORITY FOR US AS WE CONTINUE TO EXPERIENCE GROWTH IN THE COUNTY AND IN THE CITY.

THIS IS AN AREA THAT'S GOING TO CONTINUE TO NEED SOME ATTENTION.

YOU CAN SEE IN 21, WE HAD 345 ACCIDENTS.

OUR TRAFFIC CITATIONS WERE 6,391 AND OUR WARNINGS WERE 3,583.

AS YOU GO TO THE NEXT SLIDE, YOU'LL SEE THE ACCIDENTS AND CITATIONS BROKE DOWN.

YOU CAN ACTUALLY SEE THAT THESE ARE INCREASES FOR US.

BASICALLY, WHAT WE CONSIDER HOT AREAS OR HIGH TRAFFIC AREAS THAT NEED SPECIAL ATTENTION, EITHER THROUGH TRAFFIC ENFORCEMENT FOR ACCIDENTS OR THROUGH THE ENFORCEMENT ON CITATIONS.

THIS CONTINUES TO BE A BIG THING FOR US AS WE CONTINUE TO GO FORWARD.

THIS IS JUST GOING TO HAVE TO KEEP HAPPENING WITH MORE AND MORE TRAFFIC THAT GOES ON CITATIONS TOTAL WITH WARNINGS.

YOU CAN SEE HOW WE'RE CONTINUALLY IMPROVING IN THAT AS WELL.

WE GOT GUYS GETTING OUT AND REALLY HELPING ENFORCE THE TRAFFIC AND THE VIOLATIONS THAT WE'RE SEEING IN THE CITY.

WE HAD 57 ARRESTS FOR DATA DWIS.

IT'S A CONTINUATION OF PI ARREST AS WELL.

AND THEN JUST OUR SHEER CALL FOR SERVICES.

YOU CAN SEE IN 21, WE HAD 46,697 CALLS FOR SERVICE ALSO WITHIN THOSE CALLS OF SERVICE AS THAT BEING AN INCREASE.

WE ALSO HAD AN INCREASE IN OUR ARREST NUMBERS.

SO IN 2020, WE HAD 609 ARRESTS.

IN 21, WE HAD 865 TOTAL ARREST.

WARRANT SERVED? IN 2021, WE HAD AN 184 WARRANTS THAT WE SERVED AS COMPARED TO 115 IN 2020.

SO WITH ALL THIS, WE CONTINUE TO STAY BUSY.

IN 21, THEY PROVIDED OVER 656 VOLUNTEER HOURS, WHICH EQUATES TO ABOUT $18,722 THAT THEY WERE ABLE TO SAVE BECAUSE OF THE VOLUNTEER HOURS THAT THEY'RE PROVIDING TO THE POLICE DEPARTMENT AND ALSO BACK TO THE CITY.

ONE OF OUR OTHER BIG PROGRAMS WE DO EVERY YEAR IS OUR SANTA COPS PROGRAMS. THIS YEAR WE WERE ABLE TO HELP 125 KIDS OUT AT CHRISTMAS, WHICH THE OFFICERS REALLY LOVED DOING EACH AND EVERY YEAR THE COMMUNITY.

WE HAVE A HUGE SUPPORT WITHIN OUR COMMUNITY TO BE ABLE TO GET TOYS AND GIFTS AND MONEY, TO BE ABLE TO SPEND ON THE KIDS AT SANTA COPS THAT WE HAVE.

ONE OF THE OTHER THINGS THIS PAST YEAR THAT WE DID FOR THE FIRST TIME IN OUR HISTORY WAS WE ACTUALLY HAD A BADGE PINNING CEREMONY THAT WAS A REAL NICE CEREMONY FOR SOME NEW PROMOTIONS, SOME OTHER THINGS THAT WE HAD AT THE DEPARTMENT.

THIS IS SOMETHING THAT WE'RE GOING TO CONTINUE TO DO AS A FUTURE.

IT'S EXTREMELY NICE TO BE ABLE TO RECOGNIZE YOUR EMPLOYEES FOR THEIR ACCOMPLISHMENTS AS THEY'VE MOVED THROUGH THEIR CAREERS.

THE GLOBAL SCHOLARSHIP ONCE AGAIN, THIS WAS A HUGE, HUGE EVENT FOR US.

WE ALWAYS HAVE A PHENOMENAL TURNOUT FOR GLOBAL AND THE GLOBAL TOURNAMENT THAT GOES DIRECTLY BACK TO OUR SCHOLARSHIP, WHICH WE PROVIDE SCHOLARSHIPS THROUGHOUT THE YEAR OR AT THE END OF EACH SCHOOL YEAR.

WE USUALLY DO TWO SCHOLARSHIPS FOR GRADUATING SENIORS OF DECATUR.

AND THEN WE ALSO DO ANOTHER SCHOLARSHIP FOR A STUDENT IN THE COUNTY.

ONE OF THOSE SCHOLARSHIPS IS A $2500 SCHOLARSHIP, WHICH IS IN HONOR OF PONCHO BENNETT, THE ONLY OFFICER WE'VE EVER LOST IN THE LINE OF DUTY.

ALL RIGHT, SO PROCLAMATION NATIONAL BURN AWARENESS WEEK 2022.

WHEREAS BURN INJURIES CONTINUE TO BE ONE OF THE LEADING CAUSES OF ACCIDENTAL DEATH AND INJURY IN OUR NATION, WHERE TRAGICALLY CHILDREN, THE ELDERLY AND THE DISABLED ARE ESPECIALLY VULNERABLE TO BURN INJURIES, AND ALMOST ONE THIRD OF ALL BURN INJURIES OCCUR IN CHILDREN UNDER THE AGE OF 15.

AND WHEREAS.

ANNUALLY IN THE UNITED STATES, APPROXIMATELY 400000 PEOPLE RECEIVE MEDICAL CARE FOR TREATMENT OF BURN INJURIES.

IN 2018 ALONE, THERE WERE THREE THOUSAND SIX HUNDRED AND FIFTY FIVE DEATHS FROM FIRE AND SMOKE INHALATION, AND ANOTHER 40000 PEOPLE WERE TREATED IN HOSPITALS FOR BURN RELATED INJURIES.

AND WHEREAS COMPARED TO THE OVERALL POPULATION, CHILDREN UNDER FIVE WERE TWO TIMES AS LIKELY TO BE SEEN FOR BURN INJURIES AT A HOSPITAL EMERGENCY DEPARTMENT.

YOUNG ADULTS FROM 20 TO 29 HAD 1.4.

IS THIS UP HERE, TOO? NO, THAT WAS, I GUESS, SHOULD SEE YOU READING THAT.

IT'S LIKE, OH, WELL, GOSH, I DIDN'T KNOW WE COULD ALL READ ALONG.

AND WHEREAS THE PRIMARY CAUSES FOR INJURY INCLUDE FIRE FLAME, SCALDS, CONTACT WITH HOT OBJECTS, ELECTRICAL AND CHEMICALS.

MOST OF THE INJURIES OCCUR IN THE HOME.

TODAY, 96.8 PERCENT OF THOSE WHO SUFFER BURN INJURIES WILL SURVIVE.

UNFORTUNATELY, MANY OF THOSE SURVIVORS WILL SUSTAIN SERIOUS SCARRING, LIFELONG PHYSICAL DISABILITIES AND ADJUSTMENT DIFFICULTIES.

AND WHEREAS NATIONAL BURN AWARENESS WEEK, AN INITIATIVE OF THE AMERICAN BURN ASSOCIATION, IS COMING TOGETHER OF BURN FIRE AND LIFE SAFETY EDUCATORS TO MAKE THE PUBLIC AWARE OF THE FREQUENCY, DEVASTATION AND CAUSES BY ERRANT BURN INJURY, AS WELL AS CONSISTENT AND AUTHORITATIVE MEASURES TO PREVENT THESE INJURIES AND HOW TO BEST CARE FOR THOSE THAT ARE INJURED.

AND WHEREAS THE THEME OF THE 2022 NATIONAL BURN AWARENESS WEEK IS BURNING ISSUES IN THE KITCHEN, WHERE A COMMON RISK OF INJURY EXISTS, FROM UNCOVERED POTS AND PANS, IMPROPERLY USED HEATING DEVICES, FLASH BURNS AND IMPROPER AND UNATTENDED MICROWAVE USE.

AND WHEREAS SIGNIFICANT RESEARCH AND MEDICAL ADVANCES HAVE DRAMATICALLY IMPROVED, BURN CARE AND TREATMENT, AIDED REHABILITATION, SHORTENED HOSPITAL STAYS AND INCREASED BURN SURVIVAL RATES AFTER CARE SUPPORT FOR THE PHYSICAL AND EMOTIONAL EFFECTS OF BURNS HAS ALSO PLAYED A KEY ROLE IN SUCCESSFUL RESTORATION OF BURN SURVIVORS IN OUR COMMUNITIES.

FURTHERMORE, BURN SAFETY, EDUCATION AND PREVENTION EFFORTS CONTINUE TO REDUCE THE NUMBER OF PEOPLE WHO SUFFER BURNS EACH YEAR.

IT'S NEARLY 100 FEET WIDE FOR SEVERAL REASONS.

IT'S A TWO LANE UNDIVIDED WITH THE CENTER TURN LANE THAT'S GOING TO CONNECT HIGHWAY 730 WITH HIGHWAY 51 OFF TO THE WEST EVENTUALLY AS THE DEVELOPMENT GOES TO THE WEST.

WE'LL HAVE HIKING BIKE TRAILS ON EITHER SIDE OF THAT MAIN THOROUGHFARE WITH GREEN SPACE LANDSCAPING.

PART OF THE ISSUES WITH THIS SITE IS THE OIL AND GAS PIPELINE AND WELLS THAT ARE ON THE PROPERTY.

SO WE'RE HAVING TO REROUTE SOME OF THE OIL AND GAS PIPELINE ALONG THAT THOROUGHFARE, SO THEY'LL BE ON EITHER SIDE OF THE THOROUGHFARE AS WE GO FROM EAST TO WEST, BUT ALSO BE TREES, SIDEWALKS, THAT KIND OF STUFF.

ONE OF THE THINGS WE TRY TO DO FROM A DESIGN STANDPOINT IS LOTS OF OPEN SPACE FOR THIS PROJECT.

WE HAVE A 17.5 PERCENT OPEN SPACE WITH POCKET PARKS, YOU KNOW, OPEN SPACE ALONG THE THOROUGHFARE.

ONE THING I DO WANT TO SAY ABOUT THE THOROUGHFARE IS THOSE HOMES WON'T FRONT ONTO THE THOROUGHFARE.

THEY'LL GO TO THE EITHER SIDE OF THE THOROUGHFARE.

SO THAT'LL BE, YOU KNOW, MASONRY WALL ON EACH SIDE OF THAT THOROUGHFARE AS YOU KIND OF COME IN THERE AT 730.

WE'VE GOT SOME TXDOT STUFF WE'RE GOING TO HAVE TO DO.

SO LOTS OF OUTDOOR OPPORTUNITIES TO GATHER, TO GO OUTSIDE, EXERCISE AND JUST ENJOY NATURE OUTSIDE.

SO HOA IS GOING TO MAINTAIN ALL OF THE OPEN SPACE AND ENSURE THE STANDARDS THAT WE HAVE FOR THE SUBDIVISION? YOU KNOW, PART OF WHAT WE'RE DOING TONIGHT IS THE DEVELOPER AGREEMENT.

THAT'S A CRUCIAL PIECE TO MAINTAIN THE STANDARDS THAT WE'RE LOOKING FOR IN THE SUBDIVISION.

SO THE STANDARDS FROM THE STRAIGHT ZONING THAT WE'RE ASKING FOR WILL ACTUALLY BE A LITTLE BIT HIGHER THAN THAT BASED ON THE DEVELOPER'S AGREEMENT.

SO WE'LL UTILIZE BOTH OF THESE ITEMS THE PUBLIC IMPROVEMENT DISTRICT, AS WELL AS THE TERS, ESSENTIALLY TO FUND THE PUBLIC IMPROVEMENTS.

THAT'S THE BASIC STRUCTURE OF THE DEAL, OTHERWISE THE TENETS OF THE DEVELOPMENT AGREEMENT ARE ESSENTIALLY WHAT WE'VE ALREADY LAID OUT.

AND SO THE IDEA IS THAT TO THE EXTENT NOT FUNDED WITH PID DOLLARS, THEY WOULD BE ESSENTIALLY MADE UP FOR WITH THE TAX INCREMENT REINVESTMENT ZONE DOLLARS.

THOSE DOLLARS CAN ALSO BE USED TO OFFSET THE PID ASSESSMENTS THAT THE RESIDENTS PAY.

SO IT'S A FINANCIAL ANALYSIS THAT WE'VE NOT GONE THROUGH YET WITH THIS DEVELOPMENT, AND THAT'S STILL SOMETHING THAT HAS TO BE DONE BEFORE WE CAN GO AHEAD AND, YOU KNOW, GET ALL THOSE THINGS WORKED OUT.

SO THAT'S ONE OF THE REASONS WE HAVE THE PID/TERS ADMINISTRATOR ON THE AGENDA TONIGHT SO THAT WE CAN GET THE FINANCIAL TEAM WORKING AND MOVING TOWARDS THAT AND HAVE A BETTER UNDERSTANDING OF THE ACTUAL NUMBERS IN THE USES FOR THOSE.

AND JUST AS A SIDE NOTE TO THAT, TYPICALLY WHEN THERE'S AN OFFSET.

SO THERE'S KIND OF TWO METHODOLOGIES WHERE THESE ARE TYPICALLY EMPLOYED.

ONE, IS THIS THE STRAIGHT WHAT WE ARE ASKING FOR A CHAPTER 380 GRANT.

IN THE OTHER SCENARIO WHERE IT'S USED TO OFFSET ASSESSMENTS.

SO WHEN YOU ISSUE PID BONDS, YOU LAYER A TERS OVER THEM AND YOU INCREASE THE AMOUNT OF DEBT ON THE LAND, BUT THEN YOU OFFSET IT WITH THE ADDITIONAL TAX DOLLARS.

SO THE EFFECT TO THE HOMEOWNER IS AS IF YOU DID NOT BUMP UP THE DOLLAR AMOUNT OF THE DEBT SO THAT IT LOWERS THE ANNUAL BURDEN ON THE HOMEOWNER.

WE HAVE NOT ASKED FOR THAT ARRANGEMENT TO BE DONE HERE.

WE'VE ASKED FOR JUST THE SEPARATE 380 AGREEMENT, BUT THEY CAN BE EMPLOYED IN THOSE TWO METHODS.

AND SO IN THE EVENT THAT IT WAS FLAT, IT WOULD JUST BE FLAT.
