[14. CONSIDER AND TAKE APPROPRIATE ACTION REGARDING CONTRACT OF SERVICE BETWEEN WISE COUNTY AND THE DECATUR PUBLIC LIBRARY FOR SERVICES AS A COUNTY LIBRARY 2021-2022 AND AUTHORIZE THE MAYOR TO EXECUTE THE AGREEMENT.]

ALRIGHT. ITEM, 14, IS CONSIDER AND TAKE APPROPRIATE ACTION REGARDING A CONTRACT OF SERVICE BETWEEN WISE CO.

AND THE DECATUR PUBLIC LIBRARY FOR SERVICES AT THE COUNTY LIBRARY 2021-2022 AND AUTHORIZE THE MAYOR TO EXECUTE THE DOCUMENT.

THIS IS THE ANNUAL CONTRACT THAT THE COUNTY PROVIDES TO US FOR THE DECATUR LIBRARY TO PROVIDE LIBRARY SERVICES FOR THE UNINCORPORATED AREAS OF THE COMMUNITY.

IT'S THE SAME AGREEMENT THAT WE'VE HAD IN PREVIOUS YEARS AND DAWN'S HERE.

I'M ASSUMING DAWN, YOU HAVE NO PROBLEMS WITH IT.

SO STAFF IS RECOMMENDING APPROVAL.

ALRIGHT, ANY FURTHER DISCUSSION ON THIS? [INAUDIBLE] HOW MUCH IS IT? IT IS.

AND MY ONLY REASON TO BRING THAT UP AS WE GO INTO FUTURE YEARS AND THE COUNTY IS ACTUALLY GROWING AT A FASTER RATE THAN THE CITY ITSELF IS.

IT'S A LOT MORE WORK FOR THE SAME AMOUNT OF MONEY ON YOUR STAFF, IS ALL I'M BRINGING UP.

IS THAT AS THE COUNTY GROWS EXPONENTIALLY, YOUR STAFF'S NOT GOING TO GROW, AND IF WE'RE STILL STICKING WITH THE SAME DOLLAR AMOUNT YEAR AFTER YEAR TO GIVE THE SAME AMOUNT OF SERVICE, BUT TO TWICE AS MANY PEOPLE.

AT WHAT POINT DO YOU GO BACK AND YOU ASK FOR A LITTLE BIT MORE MONEY? WHILE SHE'S WALKING UP HERE, THERE MIGHT BE, THE MORE PEOPLE THAT COME THROUGH THE DOOR OR THE MORE SERVICES LIKE THAT THERE MIGHT BE EXTRA GRANTS OR SOMETHING.

IS THAT POSSIBLE? CAN'T TELL. [INAUDIBLE].

OK. YES.

THE COUNTY HAS A SPECIFIC AMOUNT OF MONEY THAT THEY DISTRIBUTE BETWEEN ALL OF THE LIBRARIES IN THE COUNTY, AND IT'S BASED ON THEIR SERVICE POPULATION WITH THE STATE LIBRARY. SO THIS ACTUALLY WENT UP THIS YEAR BECAUSE THE NEWARK LIBRARY CLOSED AND THOSE FUNDS WERE DISTRIBUTED EQUALLY AMONG THE OTHER LIBRARIES, EVEN THOUGH I DON'T THINK THAT, LIKE CHICO, IS GOING TO BE GETTING PEOPLE FROM NEWARK.

SO, I THINK THERE'S SOME DISPARITIES WITH THAT.

BUT I DON'T KNOW, THE OTHER LIBRARIES ARE-- I WASN'T OPEN FOR THE FIGHT.

BUT WHAT-- SO, SAY YOU DIDN'T, AND I'M NOT-- I THINK WE SHOULD SIGN IT.

I'M IN FAVOR OF IT, BUT SAY YOU DIDN'T SIGN THIS.

WHAT WOULD CHANGE? YOU JUST WOULDN'T GET THE MONEY IN THE SAME PEOPLE WOULD STILL COME TO THE LIBRARY. CORRECT? YES. OK.

AND EDDIE TO ANSWER YOUR QUESTION, THE AMOUNT THAT THE COUNTY IS OFFERING TO PAY FOR THIS YEAR IS 54,808.80.

IT SOUNDS VERY-- I WAS JUST TRYING TO FIGURE OUT, YOU KNOW, BECAUSE EVENTUALLY.

I KNOW DECATUR IS PROBABLY GETTING USED MORE THAN THE OTHER LIBRARIES ARE.

YES. AND IT TAKES A LOT AS THEY WALK THROUGH YOUR DOOR AND THEY USE YOUR SERVICES AND THEY USE YOUR PEOPLE.

EVENTUALLY, IT MAY BE WORTH THE FIGHT OF SAYING, HEY, YOU KNOW, WE'RE DOING MORE FOR THE CITIZENS THAN THE OTHERS ARE, YOU KNOW, AND WE WERE ACTUALLY TALKING ABOUT THIS WITH MY FAMILY. THERE'S-- TARRANT COUNTY HAS BASICALLY TURNED, YOU KNOW, SOME OF-- THEY USED TO HAVE MUTUAL USE.

SOME HAVE TURNED THEM OFF, OR THEY CHARGED A USE FEE FOR THE LIBRARY BECAUSE IT COSTS MONEY TO HAVE EMPLOYEES THERE.

CITY OF WEATHERFORD, I KNOW, DID IT.

KELLER HAS DONE IT AND I'M NOT SAYING I WANT TO TURN THE COUNTY OFF.

I'M JUST AT ONE POINT IS WE ARE THE LARGEST CITY AND WE HAVE THE LARGEST LIBRARY AND WE HAVE THE MOST FOOTSTEPS.

AT WHAT POINT DO WE GET A FEW MORE DOLLARS THAN, SAY ALVORD, WHO HAS A VERY SMALL LIBRARY AND SMALL STEPS? RIGHT. SO THE AMOUNT THAT HAS COME FROM THE COUNTY HAS NOT CHANGED FOR AT LEAST FIVE YEARS. I KNOW THAT.

SO.

ONE RECOMMENDATION I WOULD HAVE AND CITY COUNCIL OR STAFF, YOU COULD COMMENT ON THIS, BUT I KNOW THAT WE'VE LOOKED AT THESE KINDS OF CONTRACTS IN THE PAST.

ONE EXAMPLE WOULD BE WITH FIRE, THE FIRE DEPARTMENT.

I THINK THEY DID A GREAT JOB IN DOING AN ANALYTICAL LOOK AT-- AND JUST BASICALLY DATA DRIVEN DETERMINATION ON UTILIZATION.

AND MAYBE THAT'S SOMETHING THAT YOU AND YOUR COHORTS COULD LOOK AT.

THE THING THAT YOU DON'T WANT TO DO, OBVIOUSLY, IS, YOU KNOW, HARM OTHER CITIZENS WITHIN.

I MEAN, I KNOW THIS IS-- I MEAN, WE'RE THE CITY OF DECATUR HERE, BUT HARM OTHER CITIZENS WITHIN THE COUNTY OR REDUCE RESOURCES THAT ANOTHER, YOU KNOW, THAT ANOTHER CITY IS RECEIVING BASED ON, THIS IS A COUNTY CONTRACT.

SURE. AND THEY'RE TRYING TO DO THEIR DUE DILIGENCE, AND THAT'S DIFFICULT TO DO BECAUSE THEY'RE TRYING TO PROVIDE SERVICES FOR THE CITIZENS OF THE COUNTY THROUGH CITIES.

SO WE ALL UNDERSTAND THAT, BUT IT MAY BE A GOOD OPPORTUNITY TO MEET WITH, YOU KNOW, CHIEF MARA. HE CAN GIVE YOU SOME EXAMPLES OF HOW THEY WENT ABOUT THAT AND COLLABORATED.

AND I FOUND THAT TO BE A REALLY A FANTASTIC PROCESS.

AND I THINK THE WHOLE COUNCIL HERE, CHIEF MARA VISITED WITH INDEPENDENTLY AND IT WAS A GREAT PROCESS. SO I HIGHLY RECOMMEND-- IT WOULD BE KIND OF NEAT TO GO THROUGH THAT AND WE'LL SEE WHERE IT GOES FROM THERE.

I'D LOVE TO DO THAT, YEAH, THAT'S FINE.

THIS LAND USE DESIGNATION IS AGRICULTURE AND RURAL LIVING AND ESTATE LIVING.

HOWEVER, A MORE APPROPRIATE LAND USE DESIGNATION IS ACTIVITY CENTER LAND USE DESIGNATION, AND THAT IS WHAT THEY'RE ASKING FOR TONIGHT.

THE SURROUNDING LAND USE IS TO THE NORTH INCLUDE ESTATE LIVING.

TO THE SOUTH AND WEST, AGRICULTURAL AND RURAL LIVING AND TO THE EAST IS TRADITIONAL NEIGHBORHOOD.

NEXT SLIDE. THERE IS NO ZONING SINCE THE PROPERTY IS IN THE ETJ, ON A PORTION OF IT, AND THEN THERE'S A SLIVER TO THE RIGHT OF WAY, THAT'S ZONED SINGLE FAMILY ONE.

THE PROPOSED ZONING DESIGNATION, AGAIN IS MULTIFAMILY FOR THE ENTIRE TRACK.

THE ENTIRE 11.22 ACRES THAT IS.

SO, WHAT THE NEW POLICY PROVIDES FOR IS THAT THE MAXIMUM ACCRUAL, THE CAP THAT WE WOULD PAY OUT UPON THE VOLUNTARY OR INVOLUNTARY TERMINATION OF AN EMPLOYEE WOULD BE TWICE THEIR ACCRUAL RATE. ALSO, YES, YES, AND THERE'S A SCHEDULE THAT YOU CAN SEE RIGHT THERE AS TO WHAT THAT WOULD BE.

ALSO IF THE EMPLOYEE WERE TO ASK FOR TIME OFF, SOMETHING HAPPENED THAT THEY WEREN'T ABLE TO TAKE THAT TIME WITHIN THE NEXT 90 DAYS.
